The Office of Justice for Victims of Overseas Terrorism (OVT) was established in 2005. OVT's mission is to support U.S. victims of overseas terrorism by helping them navigate foreign criminal justice systems and by advocating for their voices to be heard around the world.

OVT supports U.S. victims and their families in efforts to obtain information, be present during foreign terrorism prosecutions, and have a voice during the proceedings, as permitted by foreign law. OVT also provides policy advice on overseas terrorism victims' issues both within the U.S. Government and throughout the world.

OVT's direct services include:

• Providing information to victims about foreign criminal justice systems, victims' rights in those systems (if any), and specific case notifications. OVT provides information through personal meetings, phone calls, emails, letters and password protected websites (in cases with larger numbers of victims);
• Support in participating in foreign criminal justice proceedings. Through the Criminal Justice Participation Assistance Fund (CJPAF), OVT can pay for some victims' expenses associated with participating in foreign systems, including travel expenses to attend court in foreign countries;
• Support in being heard. OVT advocates for the voices of all terrorism victims, including U.S. citizen victims, to be heard in overseas criminal justice proceedings. CJPAF funds the costs of submitting victim impact statements in foreign proceedings, where possible, particularly when victims are unable to appear in person.

The Attorney Advisor for OVT is responsible for developing and implementing programs to achieve OVT's goals of (1) supporting U.S. victims of terrorism overseas by helping them navigate foreign criminal justice systems; and (2) advocating for their voices to be heard around the world. The Attorney Advisor will also serve as a liaison to other government offices in the Justice Department, State Department, and other governmental agencies involved in the investigation and prosecution of international terrorism. At the full performance level, duties may include:

• Review Form TCR whistleblower tips and Form WB-APP whistleblower award applications, including documentation or other supporting information submitted with those forms;
• Communicate with whistleblowers and their representatives about the law and rules underlying the whistleblower program, including the program’s eligibility requirements and information regarding the anti-retaliatory provisions of the Dodd-Frank Act;

• The incumbent serves as an Attorney Advisor and subject matter expert to provide legal advice to the Division Chief, Deputy Chiefs, Associate Chiefs, and Assistant Chiefs on legal matters in one or more of the following areas: Spectrum Policy, Competition Policy, and Infrastructure Policy. Responsible for proper interpretation of the Communications Act of 1934, as amended; provide legal support for the implementation and compliance of the Broadband DATA Act; provides expert advice on matters affecting spectrum policy and evaluates current and potential policy issues; and initiates original research and investigative analysis. Assist with policy guidance and work on rulemakings and other cases involving complex and controversial issues affecting wireless telecommunications policy issues listed above. Keep abreast of major legal developments affecting wireless communications, mapping, and spectrum policy issues and activities through a review of court and Commission decisions, professional publications and trade press, and by researching legislation, decisions, opinions, and regulations. Based on such review, maintains a broad perspective on Division functions.

• Assists with development of plans for the accomplishment of programs and, in coordination with the Division Chiefs, Deputy Chief, Associate Chiefs, and Assistant Chiefs in establishing goals and objectives for programs and activities. As delegated, determines the scope and extent of programs to be undertaken and proportion of total resources to be devoted to individual program activities. Applies a broad knowledge of communications law and a good knowledge of technical and economic considerations.

• Coordinates with Division Chief on initiatives with other offices within the Commission, such as WCB, OEA, IB, MB, and OET, as well as representatives from the telecommunications industry. Incumbent participates at conferences and meetings and when requested, may act as head of the Division delegation to those meetings, devising and implementing strategy for participating in such conferences and meetings. Meetings are used as forums to discuss pending matters, negotiate resolutions to problems, and convey and interpret Bureau and Commission policy. Makes formal presentations and speeches to a variety of groups with diverse backgrounds on the future of the industry and Agency policy. Assists with Bureau decisions and action on such matters by briefing the Division Chief, Deputy Chiefs, Associate Chiefs and Assistant Chiefs on policy or action alternatives on those matters for which action authority has not been delegated.

Among the largest Offices of Inspector General in the federal government, we are charged with detecting and preventing fraud, waste, and abuse in the U.S. Postal Service's nationwide operations.

The Office of General Counsel provides legal and policy advice to the OIG's nearly 1,000 employees as they work to implement that mission, providing mission critical advice on issues of first impression.

The successful candidate will provide quality, timely, and responsive legal advice and services related to a diverse range of statutes that apply to the OIG. Attorneys routinely advise on criminal laws related to Postal Service operations, including theft, fraud, narcotics trafficking, contracting and procurement, and other legal issues related to OIG's oversight of U.S. Postal Service programs.

The successful candidate will also be a part of the agency's ethics program, advising employees on the Standards of Ethical Conduct for Employees of the Executive Branch (5 C.F.R. § 2635), the Supplemental Standards of Ethical Conduct for Employees of the United States Postal Service (5 C.F.R. § 7001), the Hatch Act, outside employment, conflict of interest issues, and the financial disclosure reporting process.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Band level, equivalent to a GS-12 - GS-14. The salary range for this position is $94,199.00 - $172,075.00. The salary figures include locality pay. Promotion potential to a GS-14 equivalent is at management's discretion.

• Advise key management officials and staff, identifying and addressing all aspects of laws applicable to the OIG with an emphasis on criminal law and procedure and standards of criminal investigation.
• Review and analyze requests for issuing investigative subpoenas in support of OIG criminal investigations and audits and coordinating with appropriate U.S. Attorneys' Offices for enforcement of subpoenas.
• Review and advise key management personnel and OIG employees on compliance with federal and Postal Service standards of ethical conduct.
• May serve as a Special Assistant U.S. Attorney prosecuting criminal violations investigated by the OIG (on a voluntary basis).
• Formulate legal opinions that recommend or establish new legal or policy positions for the OIG concerning complex and unprecedented questions.
• Develop and provide training to OIG employees on a variety of legal issues, including judicial or administrative decisions, search and seizure, the Hatch Act, Brady, Giglio, Jencks and whistleblower reprisal.
• Interpret statutes, regulations, policy, and guidance and advise on their applicability to the U.S. Postal Service and the OIG.
• Keep abreast of legal developments and best practices within the OIG and legal community to effectively represent the OIG's interest.
