Duties:

The Assistant General Counsel for Intellectual Property and Information Technology Law assists the GLO Associate General Counsel and Deputy Associate General Counsel in managing the day-to-day operations of the practice group’s legal counseling function and other legal services for program client offices.

Other responsibilities include:

• Serving as an expert on a broad range of legal issues such as: intellectual property law issues (e.g., matters arising under the Patent Act, the Copyright Act, the Lanham (federal trademark) Act, and the Federal Technology Transfer Act); eDiscovery issues (including providing legal counsel on litigation holds and the nexus between law and technology); matters concerning third-party testimony under the Agency’s Touhy regulations; other IT, IP and information law issues, as assigned;
• Managing the work of staff attorneys on these matters;
• Providing well-reasoned legal advice to the GLO Associate General Counsel and Deputy Associate General Counsel, the General Counsel, Assistant Administrators, and other senior officials in connection with all aspects of intellectual property law, including the above-noted intellectual property law statutes, as well as on social media, third-party requests for testimony, and eDiscovery related matters;
• Assigning work to the practice group and any attorneys performing interdivisional assignments with IPIT;
• Monitoring assigned work and ensuring that issues and matters are appropriately prioritized;
• Reviewing assigned work and providing feedback to ensure the delivery of consistent, coherent, and sound legal advice;

The Attorney Advisor carries out headquarters level management responsibilities to include programmatic, logistical and financial support. The Attorney Advisor directly supports OPDAT's in country Resident and/or Intermittent Legal Advisors (RLAs/ILAs) to administer technical and developmental assistance. The Attorney Advisor works closely with OPDAT headquarters staff, officials within the Department of Justice and partner agencies, as well as in-country U.S. and foreign officials, to assure assistance programs meet the needs of the host country and supports Departmental and U.S. policy objectives. More specifically, the Attorney Advisor will perform the following duties.

1. Oversees the highly complex justice sector development and technical assistance programs undertaken by OPDAT in an assigned region or subject area. This typically includes, but is not limited to, oversight of one or more focus areas that include combating transnational crimes (e.g., terrorism, organized crime, trafficking, cyber-enabled and intellectual property crimes), corruption, white collar and financial crimes, along with justice sector and advocacy skills development.
2. Leads in the formulation and preparation of OPDAT regional, country-specific, or subject matter program funding proposals and implementation plans. Develops program measures and oversees program execution to ensure compliance with department and partner agency policy requirements, consistency with implementation plans and adherence with the terms and conditions in interagency agreements.
3. Works with program personnel in the analysis of justice sector development and technical assistance needs; the assessment of regional or country-specific capabilities; the refinement of program objectives or goals; and the development or refinement of program plans.
4. Assists in the recruitment of candidates for RLA/ILA positions. Identifies and selects subject matter experts to support program objectives. Provides guidance to resolve administrative and logistical issues concerning deployments and re-deployments.

The Office of Justice for Victims of Overseas Terrorism (OVT) was established in 2005. OVT's mission is to support U.S. victims of overseas terrorism by helping them navigate foreign criminal justice systems and by advocating for their voices to be heard around the world.

OVT supports U.S. victims and their families in efforts to obtain information, be present during foreign terrorism prosecutions, and have a voice during the proceedings, as permitted by foreign law. OVT also provides policy advice on overseas terrorism victims' issues both within the U.S. Government and throughout the world.

OVT's direct services include:

• Providing information to victims about foreign criminal justice systems, victims' rights in those systems (if any), and specific case notifications. OVT provides information through personal meetings, phone calls, emails, letters and password protected websites (in cases with larger numbers of victims);
• Support in participating in foreign criminal justice proceedings. Through the Criminal Justice Participation Assistance Fund (CJPAF), OVT can pay for some victims' expenses associated with participating in foreign systems, including travel expenses to attend court in foreign countries;
• Support in being heard. OVT advocates for the voices of all terrorism victims, including U.S. citizen victims, to be heard in overseas criminal justice proceedings. CJPAF funds the costs of submitting victim impact statements in foreign proceedings, where possible, particularly when victims are unable to appear in person.

Job Description:

The Attorney Advisor for OVT is responsible for developing and implementing programs to achieve OVT's goals of (1) supporting U.S. victims of terrorism overseas by helping them navigate foreign criminal justice systems; and (2) advocating for their voices to be heard around the world. The Attorney Advisor will also serve as a liaison to other government offices in the Justice Department, State Department, and other governmental agencies involved in the investigation and prosecution of international terrorism. The Attorney Advisor is responsible for monitoring the investigation and prosecution of terrorist attacks against Americans abroad, and working with other Justice Department components and the FBI to support U.S. victims and their families in efforts to obtain information, be present during foreign terrorism prosecutions, and have a voice during the proceedings, as permitted by foreign law. The Attorney Advisor will design procedures, programs, and policies to assist victims to receive the rights and services to which they are entitled under foreign law.

The mission of the WBO is to perform intake, tracking and recordkeeping of whistleblower submissions; oversee the review process of each whistleblower’s eligibility; administer the determination process for whistleblower award claims; communicate with whistleblowers and their representatives; and report to the Commission and Congress on the whistleblower program.  The Staff Attorney will assist the WBO Director in running all aspects of the whistleblower program.

At the full performance level, duties may include:

• Review Form TCR whistleblower tips and Form WB-APP whistleblower award applications, including documentation or other supporting information submitted with those forms;
• Communicate with whistleblowers and their representatives about the law and rules underlying the whistleblower program, including the program’s eligibility requirements and information regarding the anti-retaliatory provisions of the Dodd-Frank Act;

• The incumbent serves as an Attorney Advisor and subject matter expert to provide legal advice to the Division Chief, Deputy Chiefs, Associate Chiefs, and Assistant Chiefs on legal matters in one or more of the following areas: Spectrum Policy, Competition Policy, and Infrastructure Policy.
