Visitor Control Center Security Clerk

Position Description

This position provides administrative and customer service support to the Visitor Control Center at the Naval Research Laboratory (NRL) in Washington, DC. The position will have the following responsibilities:

• Serves as security assistant in NRL Visitor Control Center, which also functions as the NRL pass and ID Office. This is a busy and fast-paced environment, where the work is constant, with minimum downtime. Punctuality at the beginning of the work shift is absolutely critical.
• Greets and signs-in visitors to NRL and process visit requests.
• Determines the purpose of visit and assures positive ID before allowing visitor entry onto the Laboratory.
• Process foreign national visitors by verifying identification/immigrant alien status.
• Process unclassified/classified meetings, verifies clearances for employees, contractors and visitors, processes badges for employees/contractors, issues car passes, after citing necessary state registration.
• Collects fingerprints as required for individual clearance processing.
• Processes VIP requests, databases visit requests for contractor.
• Files, classifies and retrieves material in an established filing system.
• Files and updates databases and checks the status of Personnel Security and investigative actions.
• Assists with a variety of administrative matters as directed.
• Must be familiar with use of computer as it relates to updating various Visitor Control related information.

Qualifications

• High School Diploma or GED equivalent and 4 years of related experience in the area of security.
• Must have an active Secret clearance in order to be considered. 

Additional Preferred Qualifications:

• Previous experience with the Defense Biometric Identification System (DBIDS), Real-time Automated Personnel Identification System (RAPIDS), Defense Enrollment Eligibility Reporting System (DEERS), and LiveScan Fingerprinting Systems is highly desired.

Organizational Function and Responsibilities:

This position instructs adult students at the technical diploma and associate degree levels, as well as to provide continuing education and customized training for business and industry. Instructors develop learner-centered instructional strategies, collaborative curriculum and assessments for continuous improvement.

This position reports to the Associate Dean in the School of Technologies and Trades.

Essential Duties:

Quality Control Technology related program faculty teach in the following program areas:

The duties listed below outline general expectations of part-time faculty. Each academic program will have specific teaching assignments that will be developed at the time of hiring, based on the department’s needs.

1. Plan, develop, and implement appropriate instructional strategies, including alternative delivery strategies when appropriate.
2. Assist and advise students who have problems with assignments, tests, grades, course content, career concerns, and other academic matters.
3. Research, develop, and administer skills assessments before, during and after courses and services with an emphasis on evaluating student performance in courses taught by the instructor.
4. Participate in instructional and curriculum articulation activities with other programs and other divisions of instruction.
5. Comply with college policies and directions regarding student testing record keeping, advanced standing, providing grades on a timely basis, maintaining office hours for student assistance and counseling, etc.
6. Work closely with the College’s Business and Industry Services division to support the training needs of business partners and/or clients.
7. Maintain competencies as an instructor as aligned with the Faculty Quality Assurance System.
8. Comply with all aspects of Board policies, work rules, and the appropriate collective bargaining agreement.

1.  Bachelor's degree in Manufacturing Engineering, Quality Engineering, Quality Control,  Technology Education, Career and Technical Education, or a closely related discipline.

2. Two (2) years of relevant work experience for the discipline.

• One (1) year (2,000 hours) of related work experience must be within the past five (5) years.

• Two (2) years of full-time equivalent teaching experience in a related area at an accredited college within the past five (5) years may be substituted for the one (1) year of related work experience within the past five (5) years.

OR

One of the following credentials:

1a. The completion of an apprenticeship with the Wisconsin Department of Workforce Development, Bureau of Apprenticeship Standards OR with a federally registered program.

1b. A signed letter from a representative of an appropriate and authorized apprenticeship advisory committee.

2. Seven (7) years or 14,000 hours of related work experience.

• If no Associate's degree, expectation to obtain an Associate's degree within three (3) years of employment.

The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.

• Maintain current knowledge of federal laws, rules, and regulations and agency-specific directives, policies, bulletins, or other procedural guidance as well as Human Resources (HR) Information Systems (such as HR Connect, webTA, etc.) to ensure timely and proper submission and tracking of HR actions within Office of Mission Support (OMS).

The Office of the Inspector General (OIG) in the U.S. Department of Justice (DOJ) is a statutorily created independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in those programs. The Office of Data Analytics (ODA) is responsible for supporting the OIG's audits, evaluations, investigations, and special reviews of the personnel and programs of all DOJ components. The goal of the Data Analytics program is to: (1) develop the OIG's capability to manage large datasets to support various OIG projects; (2) develop models to automatically identify indicators of fraud and other high-risk programs and/or transactions; and (3) represent the Department in its interactions with all federal Departments and agencies regarding data analytics activities, policies, standards, and programs.

As an IT Specialist (Applications Software), your responsibilities will include, but are not limited to:

• Installing applications and configuring them to interact with data stack and other applications and pays attention to details while orchestrating inter-operable systems

The selectee will serve as a Security Specialist (Access Control) in the Office of Protective Operations, Presidential Protective Division, White House Operations Branch. Typical work assignments include:

• Receiving and verifying access request forms to ensure all basic required information is provided; and following administrative procedures associated with the handling of classified documents to include responsibility for reporting violations of administrative security.
• Researching and submitting background investigative data for review and interpretation of information.  
• Contacting and interacting with pass holders in a professional manner to resolve incomplete or conflicting data submitted on clearance request forms; preparing summary of derogatory information found during name checks and notifying the proper authority within the branch; evaluating the nature and degree of derogatory information and making recommendations as to the security risk posed; and generating various access control reports.
