• Develop building maintenance contracts to solicit skilled repair and/or alteration services.
• Develop purchasing contracts to procure supplies and/or equipment, including complex mechanical equipment.
• Prepare detailed solicitation documents for Invitation for Bids (IFB) and/or requests for proposals (RFP).
• Utilize historical data to analyze requisition or project proposals and/or contract modification requests for reasonableness.
• Review completed documentation for accuracy, adherence to established policies, and/or completion of corresponding duties.
• Review cost reports to identify any discrepancies that necessitate corrective action(s).
• Review mandatory sources of supply, supply schedules, excess property lists, and/or store stock catalogs to determine the most advantageous method of procurement.
• Write competitive solicitations (packages) for items or services that exceed open market financial quotations.
• Processes completed procurement actions for payment.

• Develop and implement systematic plans to assure accomplishment of customer program objectives through coordinated efforts of acquisition team members. Work with members of the program offices to market current and/or new services to exisiting potential Public Buildings Service (PBS) customers.
• Direct and perform the section's full range of contract administration actions required for the acquisition program, inlcuding the issuance of contract modifications, negotiation of changes, excericse of options, justification for other than full and open competition, investigation and resolution of contractor delays, issuance of cure notices or show cause letters, settlement of liquidated damages, contractor performance appraisal, subcontractor suveillance, disposition of claims, use of alternate dispute resolution when appropriate, and similar matters.
• Direct, train, advise, and coach journeyman level contract spoecialists, intern level contract specialists, purchasing agents, and support personnel.
• Serve as advisor to program officials in procurement planning and processes. Advise program officials of the acquisition strategies and procurement objectives to be used, and assist in the preparation of statements of work.
• Direct and serve as senior-level Contract Specialist for pre award and post award functions involving specialized procurements of significant government-wide importance. Requirements typically involve negotiated/source selection procurements of various contracts for designing and building complex structures with state-of-the-art energy management; and service contracts for building management/maintenance, automatic temperature controls, fire safety, and other major systems/subsystems contracts.

As an architect or engineer, you will be responsible for assisting in the overall architectural/engineering (A/E) project management of various leasing, design and construction projects assigned, including, but not limited to, planning, acquisition, design, and construction of new buildings and complexes, as well as the renovation of existing ones. • Assisting with analyzing the A/E issues in project assignment(s), selecting and applying accepted project management techniques and organizational practices.
• Determining the most effective methodology needed to meet project goals and milestones concerned with planning, organizing, controlling, coordinating, reviewing, and recommending or approving design, construction, and related work.
• Assisting with basic qualitative and quantitative A/E analytical techniques to research and gather narrative and/or statistical information, applicable work methods, and procedures to meet deadlines.  Carrying out the successive steps in fact finding and analysis of issues necessary to complete each phase of the project.

• Serves as a Project Manager for highly complex projects working with an interdisciplinary team from development through delivery.
• Prepares, maintains and ensures the accuracy of acquisition plans and strategies, milestone charts and schedules to include legal documentation, realty transactions and key business documents.
• Provide expert guidance to ensure compliance with regulatory requirements, policy, developing best practices, providing training and ensuring stakeholders are informed throughout all phases.

This position is located in the Southeast Sunbelt Region (R4) within Atlanta, GA (Local Commuting Area Only). The incumbent will be expected to report to the Regional Office Building (ROB) at least 2x per pay period.

Implementation, Administration & Oversight of Procurement Data Systems:

• Serves in a primary or supporting role (as assigned) to implement and monitor the acquisition management information system.
• Serves as an Expert and performs a variety of data analysis, management, and monitoring of systems to ensure the integrity and oversight of key procurement related Electronic Information Systems (EIS). EIS includes but is not limited to: Electronic Acquisition System Integration (EASi), Federal Procurement Data System (FPDS NG) System for Award Management (SAM) to include Contract Opportunities, Contractor audits Assessment Reporting System (CPARS).
• Identifies and analyzes issues, problems, and challenges facing the internal and external environment; overlaps in management support services and/or the need for consolidated functions; reviews and evaluates established and proposed policies and procedures to determine impact.

• Performs pre-award and post-award functions involving highly specialized procurements of significant importance to the agency. Requirements typically involve systems or programs such as those involving research, development and production of extensive, specialized equipment or systems; state-of-the-art Information technology products, equipment and/or services impacting customers throughout the nation and/or world; or similarly complex commodities and/or services integral to national defense or security.
• Performs procurement planning. Identifies those large-scale systems, components, equipment, and services to be acquired by contract. Develops procurement objectives and strategies in terms of competition and price range and constructs the contractual vehicle including use of pricing arrangements, subcontracting policy, set-aside policies and similar considerations. Prepares and maintains current acquisition plans, appropriate milestone charts, and related schedules.
• Serves as an advisor to program officials in procurement planning meetings, identifying the procurement objectives and methodologies to be used and assists in the preparation of statements of work and acquisition plans. Prepares determinations and findings and solicitation documents. Performs detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations. Conducts pre-proposal conferences with prospective contractors to arrive at a clear understanding of what is required under the proposed contract. Obtains appropriate data from business and technical officials. Issues necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses. As required by the lack of meaningful cost and price information, incumbent explores new or innovative contracting approaches to arrive at an equitable contractual arrangement.
• Plans a comprehensive negotiation strategy, coordinates strategy with others technical experts involved and leads negotiations which are conducted with contractors to develop the contract prices and terms. Awards the contract. Performs contract administration, including incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, monitoring of Government property reporting, approval of progress payments, final payment and contract close out. Terminates contracts for the convenience of the Government or default by the contractor.

This position is located in the Public Buildings Service, Real Estate Division (RED). This division manages the acquisition of leased space – and the renovation of existing leased and federal space – to support customer agency real estate needs.

Duties include, but are not limited to:

• Serves as an expert in project management and serves as the primary point of contact in developing and maintaining Division project management policy, practice, and training regimens. This includes developing and maintaining policy and training documents by staying abreast of Public Buildings Service (PBS), Regional, and Division project management dynamics in both leased and federal space.
• Serves as a knowledge expert/resource to all Project Management Branches and Division staff overall as required on all aspects of project management, developing and providing guidance, one-to-one guidance if requested, formal and informal training or briefings or other information sharing in this program area.
• Identifies project management innovations, precedent-setting projects or new training (within and outside of the Federal Government) in the field that would help grow project management within the Great Lakes Region.
• Engages in helping to resolve questions of project management policy and practice, attending various project or program discussions to offer project management policy and practice guidance or evaluating proposed courses of action to keep projects in line with Public Buildings Services (PBS) and Division policy and practices. 
• Responsible for liaising with, organizing, leading, and facilitating the Division senior or Expert and Supervisory Project Managers as a Project Management Council, in parity and concert with the Lease Contracting Officer (LCO) Council in order to help ensure project management and lease procurement policy, practice and training are coordinated and harmonized to the maximum extent possible across the project delivery spectrum.

The duties of the Supervisory Realty Specialist include, but are not limited to the following:

• Works with internal and external stakeholders and serves as project manager for complex projects in Federal and/or Leased space.
• Analyzes the agency's space requests and ensures that they are accurate and in compliance with current regulations.
• Performs project planning and management functions including the development of project management strategies, schedules, tracking systems, and budget estimates for approved and proposed projects.
• Recommends consolidations, relocations, and other changes to agency housing plans.
• Works on large scale, high visibility and/ or controversial and sensitive projects. Participates and contributes to the region's Performance measures and regional initiatives.
• Performs lease administration functions, including changes in the amount and configuration of space, changes in the type of service rendered, and the enforcement of lease provisions.
• Acquires leasehold interests in real property for tenant federal agencies. Provides complex specifications when responding to agency space requirements.
• Develops acquisition plans and strategies. Performs market surveys and building inspections; Solicits offers; analyzes technical reports on offered buildings.
• Negotiates lease terms and conditions; Performs cost and price analyses of offers; Prepares approval documents.
• Prepares protest and claim files of assigned project and defends controversial decisions to the General Accounting Office, the GSA board of Contract Appeals, and the Courts.

This position can be filled at any GSA duty location in the Mid-Atlantic Region to include NJ, PA, MD, VA or WV. The incumbent will be expected to report to a GSA facility in the Mid-Atlantic Region at least 6x per pay period. At this time we filling up to 5 vacancies, however additional vacancies may be filled from this announcement as needed. 

As an Operations Manager you will:

• Review work performed in program areas to ensure compliance with performance standards and general operating guidelines; assure that specific services provided to buildings tenants are responsive to customer needs and in compliance with levels of service, contract provisions and established codes and standards; develop, implement and monitor programs related to tenant safety and comfort, such as energy conservation, safety, and fire and security protection; oversees technical service operations (e. g. building construction and modification); conduct periodic inspections of buildings and equipment to determine need and timing of repairs and submit required reports to the Field Office Manager, PMD Director and/or Deputy Director.
• Provide contract administration, lease management and quality assurance support on behalf of tenant agencies and GSA.
• Appraise operational performance, progress, program status and trends to assure established program objectives, goals and schedules are being attained for assigned building(s)/properties.
• Channel information to appropriate program managers and upon request, represents them in making local contacts on matters affecting their programs.

• Serves as nationally recognized expert on high performance sustainable buildings, energy/water/waste conservation, greenhouse gas emissions, and climate adaptation and risk. Provides high level technical expertise to PBS personnel regarding special, unique and/or other Federal mandates associated with energy/water/storm water/waste management, and sustainability performance in real estate operations and related design and construction project activities. Provides authoritative advice and guidance and consultant support to senior GSA officials on designs, construction requirements, projects and/or building system operations.
• Establishes and implements high performance sustainable buildings, greenhouse gas emissions, and climate adaptation, risk, and resilience policies, directives and guidelines for use across all organizational lines within PBS. Develops standards, training, and facilitates work to establish sustainability practices for all types of GSA facilities and activities.
