The Service:

The SEN Team is a specialist team within Education's Inclusion Service with links and positive working relationships with many other teams across the council. We are an established team with a strong commitment and drive to support children, young people and their families in the city. The council has been selected by the DfE to lead on the SEND and AP Change Programme for the South-East which provides a unique opportunity until July 2025 to shape the future of special educational needs and alternative provision. The SEN Team will have an important role to play in the delivery of this programme. Your New Role:

You will support the SEN Team through undertaking the administration of the statutory process in identifying, assessing, issuing and reviewing the education, health & care planning arrangements of children and young people's special educational needs and disabilities. Based at Spithead Resource Centre, Montgomerie Road, Room One is Portsmouth's autism hub, supporting autistic and neurodivergent adults 18+, in the PO1 - PO6 area. It works primarily on a peer led model, offering peer mentoring, peer support, signposting and providing advice and guidance. Room One does not require a diagnosis to access the service. As it is a peer led service, lived experience of neurodivergence is required, but a formal diagnosis is not required.

Your New Role

Working as part of a small team supporting autistic and neurodivergent adults, you will have a good knowledge of the issues impacting autistic and neurodivergent adults. You will lead peer mentoring session on a 1:1 basis and facilitate groups either on focused topics or ad-hoc discussions as well as provide support in the community in a variety of settings. You will liaise with other services to ensure adequate knowledge of what is available in the local community as well as representing Room One at public events, forums and meetings.

We are seeking a Principal Design Engineer (Electrical) with extensive knowledge of building services in the construction industry, good people skills and relevant experience.

You need to have extensive electrical building services industry experience, working on major projects in the construction sector, with an understanding of mechanical engineering where services interlink. You must have an appropriate qualification/degree and preferably be a member of a professional institution such as CIBSE or be willing to work towards membership.

You will mainly be based at the Civic Offices in Portsmouth, managing a team of Electrical Design Engineers, supporting Building Services professionals generally. You will have responsibility for developing electrical engineers in the Capital Projects Team - including senior engineers, engineers, graduates, apprentices and trainees.

What is the role?

You will be based mainly at the Portsmouth Civic Offices and on site leading a team of Building Services Engineers. You will support the Head of Capital Projects, Head of Compliance and team managers with delegated responsibilities - leading a team responsible for undertaking various capital projects. You will also support in setting design standards, overseeing contractor proposals and providing professional electrical engineering advice for a range of clients.

Leading and developing a team of Design/Project Electrical Engineers to ensure the Housing, Neighbourhoods and Building Services meets the demands of Portsmouth City Council's building assets, external clients and efficiently using the resources within the team. Designing, procuring, and managing external contractors or consultants using a variety of contracts, to ensure that the service is delivered to meet the demands received in accordance with the scope of the service.

You will manage the team allocating workloads, set design standards, facilitating learning and development of your team to ensure a consistent approach to Electrical Engineering and managing the capital projects to the current policies or legislation as appropriate. Assist in identifying opportunities for further service developments and seeking potential income streams, both corporately with other PCC directorates and with external agencies or organisations.

You will support and deputise as appropriate for the Head of Capital Projects and the Head of Compliance with management of resources and professional fee income, to ensure that the whole team can meet the demands it receives and assist in the development of those teams. Candidates will also have a good knowledge of the CIBSE process and function as Supervisor/Mentor to Apprentice, Trainee or Graduate Building Services Electrical Engineers

Collaborating with corporate colleagues supporting the delivery of the Mechanical and Electrical Projects including HR, IT, Procurement, Legal Services, Finance and Accountancy, Education, and leisure along with other Local Authorities and outside agencies. You will need to have a full driving licence, as you will be visiting sites across Portsmouth and will need to travel effectively between them.

Who is the person?

The ideal candidate is someone who will:

1. Have extensive Electrical Design and construction industry experience and have the appropriate technical qualifications/degree and preferably be a member of a professional institution.

2. Preferably have experience of managing and leading a team.

3. Have a good knowledge of, and be able to provide, advice and lead others regarding Electrical Design, electrical related legislation, contract law and guidance. Specifically building regulations, planning law, fire safety, procurement legislation, JCT and NEC contracts.

4. Have a good knowledge and experience of preparing design concepts, feasibility studies and option appraisals for a varied range of corporate clients, departments, and external organisations.

5. Have a good knowledge, be able to apply, advise and lead others regarding construction related health & safety legislation including the CDM regulations and the asbestos at work regulations.

6. Have experience of leading, recruiting and mentoring, developing teams to conduct all aspects of their roles and meet the demands for the Capital Projects service provision.

7. Have good knowledge and experience to apply cost control, resource planning, professional fee management and financial management techniques for project budgets up to £3 million, and applying PCC financial rules, standing orders, exercising financial control, and ensuring value for money.

8. Have relevant experience of using Microsoft packages, be able to demonstrate practical IT skills using associated Electrical design software, Excel spreadsheets to analyse data and MS word in developing reports.

9. Have knowledge and experience of public procurement rules and procedures and leading the procurement and management of external consultants or contractors for capital projects

10. Have experience of managing external consultants and contractors delivering a design on substantial capital projects, individual contract values can be up to £3 million.

11. Be organised and methodical when managing own priorities and workload.

12. Experience of communicating with senior staff, other departments, external organisations, contractor organisations, and Councillors.

13. Have a general awareness of all aspects of building engineering services including mechanical aspects.

14. Have a full driving licence, as you will be visiting sites across Portsmouth and surrounding areas and will need to travel effectively between them.

To achieve this we offer meaningful, structured sessions, which are tailored to support people's goals set out in Personal Profiles for staff to follow. Working as part of the team you will ensure that people who attend the service receive a day care package that reflects their personal abilities and skills and promotes further engagement, independence, wellbeing, and growth.

You will be working with people who have profound and multiple learning disabilities, using multisensory stimulation to achieve positive outcomes for individuals. You will be expected to follow and deliver structured session plans and record details of session outcomes for the service users; raising and discussing any concerns identified during sessions with relevant senior staff. We are looking for a reliable, self-motivated individual with experience in general ground maintenance, as well as a full driving licence. It would be an advantage to hold certification PA1 PA6 in herbicide and pesticide application or equivalent. You will be able to use tools and machinery required for the role and have experience of using garden machinery including riding on mowers. Working under supervisory instruction you will be able to follow set process and procedures but be able to work automatously when required, with the ability to plan and manage your time effectively. You will be flexible to provide cover at weekends and out of normal working hours when required.

What is the role?

The Estate Operations Manager is responsible for managing all aspects of Estate Services for Housing, Neighbourhood and Building Services sites, and additional PCC sites managed under 'service level agreements'. Estate Services comprises of all cleaning and grounds maintenance tasks, estate-based functions, and investigations such as fly tips and routine checks. The management of this significant logistical operation makes this a challenging role, influenced by the large number of personnel and sites responsible for, fleet management, equipment to be used by the service as well as servicing and repairs of that equipment, and staff related matters - to meet the shared purpose of:

‘Helping to keep the city (local area) safe, clean, and tidy, and provide advice / support when necessary’

There are 5 area offices containing a combination of Green and Clean and Estate Wardens. Typical team sizes vary from:

• 2-3 Estate Operations Supervisors
• 25-40 Green and Clean operatives
• Up to 5 Estate Wardens

In addition to the area offices there is one Manager responsible for the Housing Depot. The structure is as below:

• 1 Estate Services Team Leader
• 1 Estate Operations Supervisor
• 6 Resource Controllers
• 17 Housing Depot Operatives
• 14 Public Conveniences Cleaners
• 14 Cleaners

Finally, there is an Operational Support Manager role that completes all elements of the above management roles. This is supportive to the resilience of the management team providing backfill, ad hoc tasks and project management roles.

All these management roles are referred to as the Estate Operations Managers. Those in these management roles are subject to rotation and change based on the needs of the service.

Estate Operations Managers will gather data, analyse it, and use it to improve their understanding of how the service operates, including the demands residents make on the service and their satisfaction with it. Your new role

The Transport Planning Team is looking to recruit a Principal Transport Planner to deliver our residents' parking programme and support other transport projects such as our car club and mobility hubs. As a Principal Transport Planner, you will be responsible for the provision of expert advice on strategic transport issues, particularly those regarding parking provision. This role has a focus on the development of transport strategy, including delivery of our Portsmouth Transport Strategy and Parking Strategy. As well as developing emerging transport policy and strategy, your work will help to shape a number of high-profile pieces of work. You will engage and consult with councillors, external stakeholders and residents on transport planning issues addressing varied and complex issues.

What you'll need to succeed

You will have a relevant degree level education OR demonstrable equivalent professional experience. Membership of a professional body is desirable but not essential. You will be able to communicate messages (which may be complicated or sensitive) clearly, concisely and at a level appropriate to the audience, who may not be specialists in transport planning.

You will have excellent communication skills with the ability to represent the service with direction at highly challenging internal/ external meetings, with integrity and confidence. You will be able to put forward persuasive and compelling arguments. You will also have excellent writing skills including the ability to write clear, basic and appropriate information for reports, articles and briefing papers including technical and Cabinet reports where necessary.

You will have the ability to work independently and proactively, with the experience of working in a politically sensitive or with potentially controversial issues. You will also advance the provision of shared transport modes within the city through the development of effective working relationships with operators, other local authorities and key stakeholders.

This is a brilliant opportunity to join us and provide a Personal Assistant service to the Port Director (PD) of Portsmouth International Port, diary and travel management for the Deputy Port Director (DPD) and manage both reception and a business support administrator, who provides support to the senior management team at the port.

Who is the person?

You need to have:

1. Excellent literacy and numeracy (GCSE level or equivalent in English and Maths is required due to the administrative work involved in the role.

2. Formal secretarial qualification or equivalent standard is desirable or experience of working as an effective personal Assistant at Director level, with the ability to take concise minutes and capture actions accurately, preferably in a corporate environment.

What is the role?

• Carrying out inspections on blocks of flats, communal areas, play sites, parking sites and garages ensuring they are maintained in a safe, clean, and tidy condition, identify and report repairs that are required; routinely carrying out minor repairs to housing communal areas, such as changing light bulbs which will require the use of ladders.
• Communicating with residents in person, on the phone and in writing.
• Using word templates to issue letters to residents, following correct procedures regarding letter and report writing.
• Reporting and logging incidents of anti-social behaviour.
• Responding to calls and listening to residents to gain an understanding of the situation / circumstances.
• Reacting to problems appropriately and when necessary challenging resident behaviour.
• Speaking to tenants and leaseholders regarding the correct disposal of black bags and bulk items with a view to re-educating those who are not disposing of these items in the correct way. Educating residents about recycling.
• This is not an office-based role, and you will need to be able to walk up several flights of stairs, move refuse bins and access bins to investigate waste.
• This is a varied and challenging role that involves dealing with a wide section of the local community and other external agencies such as the police as well as putting you in close contact with numerous departments within Portsmouth City Council, so your ability to work in partnership with others will be paramount.

Who is the person?

You need to:
1. Have experience of working with the public and be comfortable visiting customers in their home.
2. Have the ability to communicate effectively at all levels from residents to Councillors, social services, and staff across Portsmouth City Council.
3. Have a proactive approach when dealing with and identifying issues in the area, engaging with customers, in a calm and tactful manner, and challenging behaviours when necessary.
4. Be able to work independently and as part of a team, using your own initiative and judgement in order to find appropriate and effective solutions.
5. Be able to identify or consider other resources available to you to help you achieve results for our customers.
6. Be able to carry out minor repairs to housing communal areas, such as changing light bulbs which may require the use of ladders.
7. Be able and prepared to help support our customers as needed, for example, climb stairs and move refuse bins and bulky items.
8. Be comfortable using a variety of IT systems such as Word, Outlook, and Excel.
9. Be prepared for or have experience of a physically challenging role where you will mostly be travelling the estate on foot, moving items of furniture, and carrying out repairs.
10. The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post
