Serves as Deputy Director for the Office of Airports, Airports Division Alaska Region responsible for the planning, formulation, direction, implementation, and evaluation of a variety of Airports programs/projects in the Region. This includes programs such as part 139 safety and certification, airport and system planning, capacity management, environmental processing, financial assistance programs (Airport Improvement Program and Passenger Facility Program), and compliance requirements.
In the absence of the executive Director, the incumbent assumes full responsibility and authority in the operation of the Airports Division's aviation programs. This position monitors and implements the strategic plan for organizational projects/programs to ensure the successful completion of goals and initiatives, and provides leadership for strategic planning, integration of initiatives/activities, conducting operational and/or organizational analysis, evaluating studies, providing recommendations on operational topics and ensuring collaborative decision-making across the organization
The incumbent utilizes technical knowledge of FAA Airports' policies, programs, Federal laws and regulations, to provide oversight, develop schedules, and make decisions on program and project implementation. Serves as the technical advisor to the Executive and in his/her absence serves as the technical advisor to the Associate Administrator.
The incumbent defines, acquires, and assigns tasks and responsibilities to accomplish objectives, and assists the Executive with providing oversight and management to ensure that region-wide programs operate effectively and efficiently, are in compliance with regulatory requirements, and promote the accomplishment of the FAA's goals and objectives exercises the full range of supervisory responsibilities to include strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers and employees; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate.
The incumbent uses his/her knowledge of personnel and other administrative policies and procedures to monitor, direct, and provide oversight of administrative staff and programs such as budget, hiring and other 1dministrative programs. In coordination with the Executive, the incumbent is responsible for ensuring raining requirements are being met and ensures that the broad technical staff has the required guidance to carry out airport programs and safety oversight functions.
The incumbent possesses the ability to create positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the Airports organization, along with other organizations to enable problem solving at the lowest level.
He/she communicates presentations to a diverse audience to include senior executives, front-line employees, aviation industry representatives, and the general public. Maintains close and continuing contact with key representatives with both internal and external customers to include: subordinates; other peer management representatives; union representatives; higher ranking managers and supervisors from other FAA organizations; members of the federal government to include Office of Inspector General and Federal Environmental Resource Agencies; State and Local Government to include airport owners/sponsors and other federal agencies; general public; airport consultants; and aviation associations.
Additionally, contacts are with customers and key representatives often times take place in meetings, conferences or in unplanned situations where the incumbent is designated as a contact point and where these meetings have direct impact on the implementation of goals for Regional projects/programs
