Serves as an ATSS with the Technical Support Operations Group. Performs a variety of functions directly related to the operation of the NAS. Collaborates with system users, planners, engineers, and contractor personnel for the acceptance of new or modified systems and provide assistance for resolving problems with the installation or improvements. Develops recommendations for enhancing efficiency of systems by modification and application of existing or emerging technology.

Provides training, mentoring, guidance and advice to FAA employees, contractors and other organizations as needed. Supervisor rarely reviews completed.

Integrates Operational Risk Management (ORM) into all planned activities ensuring that all customers users of services are included and involved in implementation and planning. Utilizes appropriate Personal Safety Training and supplied Personal Protective Equipment (PPE) when engaged in restoration and maintenance activities. Ensures all involved parties utilize PPE for the task appropriately. Contacts are both internal and external. Represents the organization as the primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Meets and consults with representatives of external organizations such as DoD, airport management, contractors, utility companies and foreign governments to resolve problems of mutual concern and to elicit cooperation and action favorable to FAA needs. Duties may include climbing, lifting up to 50 pounds, walking up several flights of stairs, working on elevated surfaces, and/or working in/outdoor environments. Accomplishes work under the general supervision of a manager and minimal oversight of a team lead or higher level professional. Demonstrates considerable independence in planning time, and coordinates only as needed with a manager or more experienced employee to prioritize assignments and use assigned resources. Established policies/procedures provide guidance for most assignments, but allow some discretion for the employee to select the most appropriate approach(es) or to recommend new approaches. Resolves most problems and work issues without the assistance of a manager or more experienced employee. The Aviation Technical Systems Manager provides leadership, direction and guidance for the integration and implementation of Air Traffic Organization (ATO) activities within the Western Service Area.

The Aviation Technical Systems Manager serves as the Director of the Western Service Center, ensuring timely and quality support services are provided to ATO service units and facilities within the service area. The position is at the highest non-executive managerial level which manages the work of a large, multi-level organization typically through subordinate managers. As the ATO's primary point of contact for support services in the Service Area, the manager will interact with high level executives both inside and outside the Federal government to include FAA, ATO, Department of Defense, local and national law enforcement, the military, the private sector, members of Congress and their staffs in the regions and headquarters, and other principal agencies both local and national. Applies experience with the National Airspace Systems (NAS) equipment, procedures, or safety interventions, including their interrelatedness and functions in order to design, develop, modify, or evaluate the NAS. Identifies potential controversial issues within the NAS and makes sound recommendations to resolve them.

Applies detailed technical knowledge of the work as it relates to NAS systems and equipment, to ensure procedures and operations are directed toward continuous improvement of customer service, projects, and programs while ensuring they are aligned with ATO, Mission Support Services and FAA goals, objectives, and plans. The work involves the full range of cabin safety operations activities relative to public and industry use where applicable. Serves as Flight Standards technical expert with responsibility for the planning, development, standardization, evaluation and effectiveness of assigned cabin safety operations programs nationwide.

Serves an Aviation Safety Inspector responsible for reviewing and evaluating, on a continuing basis, established rules and regulations related to assigned technical programs to assure that they have kept pace with the needs to which they were directed and that they are still reasonable, necessary, and adequate. Evaluates regulatory petitions or proposals from within or outside the agency, and recommends the development of new or amended rules, regulations, or other regulatory material, and the discontinuance of rules and regulations no longer considered necessary.

Responsible for the preparation of Federal Register notices regarding assigned technical programs for original petitions for exemptions and analysis of technical input from other employees within Flight Standards. Coordinates with other Aviation Safety and Flight Standards Organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of General Counsel so that the denial, grant or disposition of petition for rulemaking will withstand a legal challenge. Technical input must be reviewed for completeness and ensure it responds to all aspects of an exemption petition.

Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. Develops policies, including advisory circulars, inspector guidelines, and training standards related to certification, inspection, surveillance and operation of assigned program areas. Reviews and evaluates, on a continuing basis, established rules and regulations to assure they have kept pace with needs to which they were directed and that they are still reasonable, necessary, and adequate. Assures effective coordination of assigned programs and activities with Safety Assurance offices, other organizational segments of the Division, the Agency and organizations outside of the agency.

Reviews Safety Assurance office requests to ensure all safety critical information is received from external stakeholders. Provides education, resources and support when Safety Assurance offices are resource constrained. May result in the issuance of a Letter of Authorization (LOA) Deviation, Advisory Circular, Notice or updates to guidance.

A. Technical Administration
The Aircrew Program Manager (APM) is responsible for overseeing a fleet of aircraft which are part of a
complex aviation organization operating turbojet aircraft engaged in passenger and freight service. The
APM will carry out assignments that require knowledge and experience of flight operation of the assigned
aircraft and are responsible for oversight of flight operation procedures, training programs and airmen
certification. Assignments typically involve overseeing carriers operating domestically which include
regional jet fleets, or other fleets that are novel and complex as defined under 14 CFR Part 61 and involve
critical and important areas of operations with the highest risk to the National Aerospace System.

Develops a work program under the oversight of/in coordination with the Principal Operations Inspector
to ensure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer
check airmen, and company training programs. Plans and conducts assignments with technical
independence, while obtaining advice from higher level inspectors who are experts on a particular type or
aircraft, or who have overall flight operations program responsibility. The scope and complexity of the
work program may be such as to require the occasional assistance of other employees to conduct
inspections and evaluate operations.

Assures the assigned air carrier conducts flight crew training and testing required by appropriate Title 14 of the Code of Federal Regulations (14 CFR), FAA-approved training programs, and current testing standards. Oversees company check airmen and APDs. Serves as the technical advisor to the Principal Inspector on assigned areas of the company's training and testing programs. Coordinates technical instructions, policy orders, and procedures through the Principal Inspector to assure uniformity of training and testing activities. Responsible for conducting enforcement investigations and preparation of final reports and
recommendations on disposition. Performs or supervises the emergency suspension of certificates or
cancellation of flight oversight specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions. Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.

B. Certification
Recommends the designation of APDs and pilot examiners. Responsible for the conduct of flight tests,
additional type ratings, and flight engineer certification; proficiency tests; initial qualification tests, and
line-oriented flight training. Assures standardization of check airmen and designated examiners and recommends to the POI any changes which are considered necessary.

C. Surveillance
Monitors assigned areas of the flight crew training program and associated records to ensure compliance
with pertinent 14 CFR, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training. Attends certificate holder's company and safety meetings. Evaluates training programs to ensure they meet the requirements of 14 CFR. Approves or disapproves training programs including flight simulators, training devices, or other equipment used in these programs.

Flight Oversight ASIs do not conduct certification (pilot evaluating, testing, and checking) job functions as a required crewmember, including safety pilot. The incumbent will not, in any scenario, act as a required crewmember or safety pilot of an aircraft. Flight Oversight ASIs apply a broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies.

Monitors assigned areas of the flight crew training program and associated records to ensure compliance with pertinent 14 CFR, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training. Attends certificate holder's company and safety meetings. Evaluates training programs to ensure they meet the requirements of 14 CFR. Approves or disapproves training programs including flight simulators, training devices, or other equipment used in these programs. May require amendments to previously approved manuals to correct any conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction.

D. Flight Program
Participates in the FAA flight program which requires the inspector to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical. This is a substance testing designated position (TDP). Performs other duties as assigned.

Directly supervises multiple employees engaged in mainly technical, specialized, and engineering work. Applies detailed technical knowledge of practices, principles, theories, concepts, methods, techniques in general inspection, investigation and/or compliance as they apply to Aircraft Certification. Also applies a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects and work assignments to accomplish the mission objectives. Monitors and assesses the operational performance of AIR to reduce risk to the National Airspace and integrate quality and safety in AIR operations. Responsible for monitoring and assessing AIR’s organization health; managing AIR’s strategic priorities; standardizing AIR's approach to project management, conducting targeted studies for improvement of AIR’s efficiency and effectiveness; coordinating AIR's interactions with other governmental oversight offices; facilitating AIR's response accidents and incidents and institutionalizing lessons learned.

The Section Manager supports the Branch Manager to execute daily operations, ensuring:
• Section resources, activities, and stakeholders are aligned with AIR objectives.
• Section personnel and resources are developed consistent with AIR’s future needs.

Reviews and approves time and attendance and assures accurate labor distribution reporting. Assigns, communicates and clarifies context for tasks and responsibilities. Oversees daily operations to ensure timeliness, effectiveness, efficiency, productivity and compliance with policy in attaining organizational goals. Facilities coordination and effective communication across FAA organizations, the aviation industry, other civil aviation authorities and union representatives to accomplish work

Operational Program Management: Responsible for overall management responsibilities associated with the planning and direction of programs. Develops and implements plans and techniques to improve program and policies to align to AVS strategic goals. Oversees procurement and management of building operation and security, as applicable.

Performs a combination of routine, multiple and varying administrative tasks in support of agency administrative programs, policies, and procedures. Assists managers, support staff, and other employees in day-to-day operations.

Applies experience and advanced knowledge to plan and perform administrative assignments with a broad understanding of how administrative assignments contribute to organizational activities. Initiates requests for personnel actions and other documents required to fill vacancies and effect other personnel actions (promotions, details, resignations, certification, etc.). Coordinates questions with the servicing HR office regarding personnel actions, routine discrepancies, and missing/vague guidance. Maintains and updates organizational systems to ensure accurate account of staff levels, employee position assignments and employee status. Collects, compiles and formats historical and trending financial information to contribute to the preparation and submission of budget requirements. Modifies and maintains automated systems for tracking obligation and expenditures of funds throughout the execution phase of the annual operating budget cycle. Initiates or reviews procurement requests for equipment and other items as needed.

Ensures effective management and internal controls of assigned agency property through periodic inventories in accordance with agency guidelines. Performs time and attendance duties for large groups of employees with varying and/or frequently changing working times, shifts, schedules, premium pay entitlements, pay systems, position tenure, and/or collective bargaining unit differences. Utilizes travel system to initiate, complete, review and validate travel authorizations and vouchers to ensure compliance with governing guidelines. Ensures compliance with facility, regional, and service area facility security guidelines and policies governing the issuance of keys, parking decals, identification badges, proximity cards, and other access credentials for FAA employees, contract employees and visitors. Independently uses a variety of software to prepare narrative and statistical reports, graphs, and charts. Accomplishes work under the general supervision of a manager and minimal oversight of a team lead or higher level professional.

Demonstrates considerable independence in planning time, and coordinates only as needed with a manager or more experienced employee to prioritize assignments and use assigned resources.

Serves as an ATSS (NAS Area Specialist), in a Service Operations Center (SOC). Performs a variety of functions directly relating to the operations of the NAS. The focus is on the availability and reliability of the services and products provided to users of the NAS.

Recognized as the principal technical specialist on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area. Responsible for the planning, directing, coordinating, monitoring, and maintenance activities associated with the management of assigned NAS systems/facilities.

Performs work of broad scope and complexity with a high degree of independence. Applies broad experience and comprehensive technical knowledge to maintain and protect the integrity and safety of all components and systems for the NAS service delivery. Provides the highest organization level of technical support associated with analyzing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

Plans, coordinates and performs work with a high degree of independence, keeping the supervisor advised only of the most critical issues. Resolves unique technical problems without managerial intervention, providing coordination and suggested solutions.

Rapidly analyzes and seeks resolution to problems as they arise, and makes adjustments as necessary to deal with system outages and network performance deterioration. Initiates action for the timely repair or restoration of services and systems, taking into account the availability of backup systems, possible reconfigurations to minimize service interruptions, and the relative criticality of particular functions to the safe and efficient operation of the NAS.

The incumbent is responsible for timely upward reporting of NAS information that could have an impact on operations for purposes of Situation Awareness (i.e. NOT AM, SAL Paging function). Incumbent -in-charge is expected to be management's representative during non-administrative hours.

Integrate Operational Risk Management (ORM) into restoration, schedule maintenance activities, and all planned projects, ensuring that all customers and users of services are included and involved in ORM implementation and planning.

Contacts are both internal and external. Often represents the organization as the primary point of contact on projects, programs, and other work activities to coordinate and implement plans or obtain information and resolve problems.

The Operations area serves as a principal organizational element of the Technical Operations Organizational to plan, direct, coordinate, monitor, and accomplish activities associated with real-time management of assigned NAS systems/facilities at the service integrity level. Reports to the Service Operations Center Manager.

Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules. Work is reviewed for compliance with established policies and sound technical and programmatic judgment.

Performs other duties as assigned.

The incumbent is recognized as the principal technical expert for development of workable solutions for any unanticipated situations adversely affecting operationally critical systems of the NAS. Serves as senior project manager or team leader for large, challenging and complex work activities. Represents the FAA as a senior technical authority for major Agency activities, emerging technologies and customer concerns.

Responsible for establishing and managing program goals and objectives and formulating project plans; develops, interprets, recommends changes, and has broad discretion to insure compliance with Organizational objectives and policies; identifies, procures, distributes, and tracks resources needed to accomplish large work activities.

Works with customers at high internal and external organization levels to the FAA to resolve complex issues to insure the integrity of the NAS. Coordinates with multiple air traffic entities to shut down and restore facilities, systems, and services to prevent activities from disrupting air traffic operations. Quickly resolves restoration problems with minimal impact to the NAS.

Performs work providing Agency-wide leadership for highly complex and challenging technical activities. This may be accomplished using innovative concepts and approaches for problems that have resisted earlier efforts at resolution.

Maintains authority to commit the necessary resources to accomplish the agency's mission. Develops innovative approaches to attain Organizational objectives and optimize the use of resources. Works independently, monitors and evaluates trend data on a nationwide basis to develop workable solutions for sustaining the NAS. Keeps abreast of changes in technology and the new systems coming on-line. Provides recommendations to senior level managers for enhancement of systems and air traffic operations. Formulates Standard Operation Procedures (SOP) for local use, dealing with Emergency and Safety situations at assigned facilities.

Incumbent has the authoritative responsibility for timely upward reporting of NAS information that could have an impact to operations for purposes of Situation Awareness (i.e. NOTAM, SAL Paging function). Understands the current state and dynamics of local operations and being able to anticipate future changes and developments. The incumbent is management's representative during non-administrative hours; formulates and recommends organizational positions on major Agency activities to senior managers. Technical decisions are considered authoritative in his/her area of expertise and are considered a technical expert within the FAA for an assigned system or specialty area.
