ICF seeks a self-motivated Senior Disaster Recovery Specialist to be an integral member of our Housing and Community Development team in providing and supporting technical assistance and capacity-building efforts for the U.S. Housing and Urban Development with a focus on Community Development Block Grant Disaster Recovery (CDBG-DR) funding as part of the Community Compass program.
We are seeking a pro-active, team player able to work in a fast-paced environment who will be responsible for supporting a range of technical assistance engagements, providing direct guidance to grantees or federal partners, and developing products and training materials designed to help support federally-assisted disaster recovery and community development programs.

Primary Responsibilities
• Leading and coordinating components of large and small technical assistance and training engagements to assist cities, counties, states, territories, and other entities receiving Community Development Block Grant Disaster Recovery (CDBG-DR) funding in their design and implementation of recovery and resilience programs, including for housing, infrastructure, public services and economic development.
• Providing advisory and consulting services to clients through one-on-one technical assistance, developing and delivering group training sessions, and creating products and materials specific to a given engagement and/or applicable nationally.
• Delivering trainings on regulatory and grant-specific requirements, including but not limited to policies and procedures, national objectives, procurement, coordination with other federal funding streams, labor standards, equity and engagement, and fair housing. citizen participation, and overall compliance.
• Provide project management services to engagements covering trainings, technical assistance and product development, including supporting subject-matter experts, managing budgets and timeliness, ensuring timely and quality project deliverables, communicating with TA recipients, and maintaining relationships with HUD.
• Overseeing priorities to ensure the completion of projects in an accurate, timely, and cost-effective manner.
• Performing quality control on products and tools to ensure accuracy, consistency, and compliance with regulations.
Your minimum qualifications
- Bachelor’s degree in Public Policy, Government, Planning or related discipline.
- 7+ years of direct experience at a grantee or consulting firm that worked directly with CDBG-DR programs.
Additional skills we expect you to have
- Demonstrated knowledge of how housing, community and economic development, and disaster recovery programs are implemented at the state and/or local levels.
- Understanding of HUD priorities and programs (e.g., HOME, CDBG) and cross-cutting requirements (e.g., fair housing) preferred.
- Demonstrated commitment to advance equitable development in disadvantaged communities.
- Experience in developing and implementing project/team processes.
- Project and personnel management skills and experience.
- Willingness to travel approximately once per month.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$62,113.00 - $105,593.00
