Job Purpose



Provision of support to the Directorate Manager in the Operational Delivery and performance management of medical specialties ensuring key access targets are maintained and sustained. Post holder will be responsible for the day to day management of a number of departments supporting clinical staff in the delivery of diagnostic services. The post holder will be expected to work independently to manage these departments, in line with service requirements and local/national policies.

This post also directly line manages the Assistant Directorate Managers and secretarial staff of the Directorate management team.

Main Duties & Responsibilities
• Development of Directorate specialty teams, both clinical and non-clinical, who will lead the patient journey improving processes and patient experience
• Training and development of the specialty teams in terms of their knowledge and IT capability
• Supporting service improvement through analysis of data and undertaking capacity and demand analysis of services to support delivery of the 18 week RTT and cancer targets.
• Manage all delegated administration and clerical staff within the Directorate.
• Deputise for the Directorate Manager as required



Operational Management


• Management of the Assistant Directorate Managers, Directorate secretarial teamensuring key standards and performance is maintained.
• To manage on a day to day basis, the delivery of Trust access targets (cancer, 18 weeks and diagnostics) through appropriate implementation of the access policy
• Develop plans for each specialty to ensure that access targets are met in the short, medium and long term, using a structured and organised approach to capacity and demand analysis to identify shortfalls in capacity and take short-term action e.g. additional clinics, and develop longer-term solutions
• Organise additional capacity as required using meticulous planning to ensure that all elements of service provision are considered and organised to enable capacity to be maximised. This requires a structured approach to ensure that capacity short-falls are identified in advance to enable re-provision in a timely and organised manner across all specialties as required, and also flexibility to respond to changes in circumstances
• Keep up-to-date with current government and local policy for patient access and waiting times and be responsible for interpreting and applying this policy for services within the Directorate. This will require the development and introduction of local policies in keeping with national policy
• Ensure that effective lines of communication are established within the post holders areas of responsibility
• Represent the Directorate at daily bed meetings and escalate patient flow status to clinical teams.
• Ensure clinical incidents are appropriately investigated and risk registers/assessments are reviewed in a timely manner.
• Analyse and interpret complex performance data on a regular basis, comparing capacity and demand and assessing possible options for the future.



Responsibilities for Human Resources
• Overall line management responsibility for delegated admin and clerical staff within the Directorate
• Allocation of available staff within the department as required for the smooth running of the department
• Appropriate performance management of staff and undertaking of regular appraisals and ensuring training and development of all staff
• Manage the recruitment process as required
• Ensure robust communication plans are in place across departments



Financial Management
• Manage requests for additional contractual sessions, against agreed activity plans, ensuring the correct rates of pay is processed between the Directorate and payroll.
• To have further delegate responsibility for financialmanagement of specific programmes and projects as required
• To be a key part of the Directorate financial planning, in particular with relation to the Cost Improvement Programme and its performance management



Communication & Leadership
• Responsible for ensuring that all staff are fully engaged in all developments. This will require a very high level of communication across all staff groups using regular team meetings as one forum for this
• Communication across the Directorate on all issues relating to Quality Improvement, Performance Management and new IT processes and systems relevant the admin team
• Development and representation of complex concepts and process as part of this work. Working with staff to translate these complexities into improvements in processes
• Translating national policy, which may be complex or very contentious, relating to performance targets, patient access and waiting times in a form which is meaningful to all staff groups (clinical, secretarial, clerical) using a variety of communication styles to achieve this
• Providing the necessary leadership and drive to ensure that agreed developments are implemented in a sustainable way
• Representing the Directorate at appropriate meetings and providing feedback from these meetings to key personnel within the Directorate



Service Planning, Development, Improvement and Strategy
• To contribute to the development and implementation of the Directorate improvement programme, including taking lead responsibility for initiatives to improve access and performance
• Review and develop services, including collection of data for the drafting of business plans and development of policies and/or procedures
• Plan and lead service improvement initiatives to improve the quality of the clinical administration service in the Directorate. This will involve reviews of workforce, workload volume, systems and processes and use of technology
• Contribute to the strategic development of the Service and the Directorate. This will include developing and implementing plans in line with national policy to ensure that Directorate access targets can be achieved
• Using strong analytical skills, diagnose problems within existing processes and effect changes to resolve them
• To programme manage service developments as requested by the Directorate Manager
• Ensure systems and processes for complaints and incidents are followed and use these to identify areas for improvement and realise these changes
• Develop and implement policies within the departments that they manage, which may impact across other areas of work.

Performance Management
• To ensure that the Trust Access Policy is adhered to and applied fairly and consistently
• In conjunction with the Directorate Manager, ensure the delivery of key access targets for the Directorate and other performance indicators, escalating any variances and providing an action plan as required
• Attend waiting list meetings with corporate performance teams escalating concerns when required.



Other
• Observe the provisions of and adhere to all Trust policies and procedures
• To maintain confidentiality and abide by the Data Protection Act
• To be familiar with and follow health and safety policy and procedures and to be aware of individual responsibilities under legislation, drawing areas of potential risk to the attention of managers
• To undertake any other duties which are deemed appropriate top the band when requested by senior staff

• Monitor and optimize service delivery performance: Track key metrics, identify areas for improvement, and implement initiatives to drive service quality and efficiency.
• Own critical incidents: Take ownership of complex issues, coordinate resolution efforts, and ensure effective communication with stakeholders throughout the process.
• Develop deep understanding of service delivery: Analyze projects and processes to gain insights into scope, challenges, and potential optimization opportunities.
• Lead service improvement initiatives: Design and implement strategies to enhance service delivery, including automation, runbook creation, and L3 collaboration.
• Optimize the L2 support team: Implement a shared services model through cross-skilling and training, leading to cost savings and improved resource utilization.
• Foster continuous improvement: Analyze internal and external processes to identify and implement strategies for service delivery optimization.
• Drive accountability and ownership: Ensure the L2 support team meets service level agreements (SLAs) and customer expectations, proactively driving future demand.
• Collaborate with stakeholders: Maintain effective communication and collaboration with internal teams (L3 support, network, development) and external vendors.
