The Director of Medical Imaging is responsible for directing and managing the performance of all medical imaging services at Rapid City Hospital. Job Description

Essential Functions:

POSITION SUMMARY

1. Promotes concepts and practice of quality improvement. Establishes and maintains effective working relationships with physician and provider stakeholders. 2. Coordinates and supports the development of applicable pathways, guidelines, benchmarks and metrics. Oversees the development and ongoing promotion of educational offerings and opportunities. 3. Works within the appropriate leadership model to establish, monitor and improve aggregate clinical outcomes. Actively participates in or leads care management activities to improve patient safety, provide patient-centered, appropriate and timely care, reduce inappropriate variation, implement evidence-based standards, enhance efficiency and throughput, and evaluate innovative clinical methods and opportunities.

4. Leads and participates coordination of patient and family disclosure of untoward events. Participates in patient grievance process as needed. Implements the CANDOR (Communication and Optimal Resolution) process through providers and staff that: fosters an environment that focuses on processes and outcomes rather than individual blame; ensures that safety is a priority in design and redesign of new services; allocates financial, informational, physical and human resources for improvement activities; and assures consumer and family disclosure of “untoward outcomes.”

5. Provides leadership, supervision, guidance and development for staff, articulating and demonstrating an expectation for continuous quality improvement, as well as continually supporting and exhibiting company values and service standards. Identifies and provides growth opportunities for staff. Provides clinical oversight for quality issues and programs by participating in the clinical oversight body. This body reviews and approves quality improvement projects and provides clinical guidance where needed.

6. Ensures and fosters a high level of collaboration within a highly matrixed team environment in order to coordinate activities, review work, exchange information, and resolve problems. Champions, models, and promotes service excellence philosophies and behaviors at the facility, regional, and system levels to enhance the overall patient experience.

7. Functions as an integral member of the designated healthcare operations and system leadership teams, serving in an advisory capacity to applicable staff. In collaboration with leadership team members, directs and provides oversight regarding the strategic development, implementation, and maintenance of strong, comprehensive clinical and/or operational services and programs that meet system-wide organizational growth initiatives and the needs of patient populations in the community. 8. Along with other members of the leadership team, promotes financial stewardship and clinical excellence for the designated healthcare operations in both operational and capital acquisition processes, as needed. Allocates financial, information, and human capital for improvement activities, ensuring the efficient delivery of cost-effective services to patients, physicians, and hospital departments. Establishes performance measures, assesses and evaluates operations, and works with department management to assure efficient and effective delivery of services.

9. Develops and maintains positive relations with the providers, the community, consumers, families, regulatory agencies, contractors, and other applicable parties, ensuring and fostering a high level of collaboration within a highly matrixed team environment in order to coordinate activities, review work, exchange information, and resolve problems. Promotes collaboration between the system, clinic management, and providers. Serves as a liaison to the clinic providers. Serves as liaison among facilities, medical staff, medical leadership, external organizations, and contracted payor organizations. 

MINIMUM QUALIFICATIONS

Medical Doctorate or Doctor of Osteopathy Degree required with Board Certification or eligibility preferred and level of expertise typically gained through five years of experience in clinical practice. Must be eligible for or hold a current and unrestricted State license to practice medicine and preferably be eligible for medical staff privileges. (CMOs assigned to oversee the Specialty Pharmacy must hold a current and unrestricted State license).

Depending upon assigned area of responsibility, position may require applicable certifications and/or licensures, including but not limited to: RN; MD or DO; Driver’s License; Certified Healthcare Protection Administrator (CHPA); Certified Protection Professional (CPP); Chartered Property Casualty Underwriter (CPCU); Associate in Risk Management (ARM); CPA; SPHR; Registered Health Information Administrator (RHIA); Registered Health Information Technologist (RHIT); Certified Healthcare Facility Manager (CHFM); Certified Facility Manager (CFM); Certified Coding Specialist (CCS); Certified Professional Coder (CPC); JD from an American Bar Association accredited school; admission to a State Bar Association.

Experience with hospital organized medical staff, managed care organizations, and continuous quality improvement activities preferred.

Proven experience and track record of predicting the futuristic relevancy and applicability of innovative industry trends, both technological and programmatic. Proven track record leading physician groups, including group facilitation, leadership development, team building, performance management, and driving cultural change. Experience working with physicians to strategize and develop measurable improvements the quality of clinical care and patient satisfaction. Proven experience implementing a continuous improvement culture. Experience implementing and maintaining a patient-centered, healing culture. Proven track record of partnering with medical staff to achieve desired facility-specific and organizational outcomes. Knowledge of modern national trends in hospital technology, quality and patient safety. POSITION SUMMARY

• Actively monitor recommendations, guidance, and best practices published by the Centers for Disease Control and Prevention, other national healthcare practice standards, and the Arizona Department of Health Services. Support the Medical Director with the development of and ensuring alignment with MCDPH written healthcare management policies and procedures accordingly

• Consult with healthcare facilities, healthcare providers, and other public health partners about TB, STD, refugee services, Hansen’s disease, and radiology and ensure consultations provided by other clinical staff are aligned with guidance by the Centers for Disease Control and Prevention, other national healthcare practice standards, and MCDPH written healthcare management policies

• Supervise and serve as a preceptor for healthcare workers in training. Support the Medical Director and other MCDPH staff with developing and updating training curriculums. Prepare and deliver presentations for the education and training of health professionals, public health staff, Health and Human Services Constellation staff, first responders, partner agencies, community organizations, members of the healthcare community, and the general public

• On a rotational basis, serve as the physician on-call to receive high-priority public health reports during night, weekend, and holiday hours and provide medical or infection control guidance to healthcare providers. Train and serve as backup to other clinical on-call staff regarding clinical management of TB, STD, refugee services, and Hansen’s disease, including prescribing treatment, post-exposure prophylaxis, and other medical interventions to control the spread of communicable diseases, toxins, and radiation

• Act as medical spokesperson for the Community Health and Records Division and respond to requests for expertise from the medical community, other governmental agencies, and the media. Respond to all public health emergencies incidents of public health significance as assigned

Working Conditions

• This position is primarily office-based, with extensive computer work using various moderately complex databases

• This position will oversee clinical staff at satellite locations and must be willing to travel to other MCDPH satellite locations

• Valid Arizona driver’s license is required upon hire

• Valid BLS for healthcare providers' certification is required within 90 days of hire

• Ability to work under stressful conditions related to death and disease

• Strict adherence to confidentiality policies is required

• Will be assigned to on-call coverage on a rotational basis and may be subject to working non-standard hours or days based on need

• Must be able to participate in emergency response training as scheduled and be available as directed in the event of a public health emergency

Content Management and Governance

• Develop and implement creative content strategy with a focus on customer-centricity. Previous experience managing omni-channel marketing campaigns and content management systems will be advantageous.
• Stay abreast of best practices on website management and provide leadership to direct reports and peers to ensure compliance to content creation, audit workflows, editorial guidelines and search engine optimisation (SEO).

Requirements:

• Minimum 8 years of relevant experience with a proven track record. Significant functional experience working with the latest web and mobile development technology, content management, digital marketing, marketing analytics and delivering customer-centric & personalised experience via digital touchpoints.

• Develop and implement processes, automation and infrastructure to enable secured and expedient data fusion for citizen 360⁰ view and handling of sensitive personal identifiable information (PII).

Roles and responsibilities

• Develop and implement best-in-class processes and automation (e.g. for tokenization, anonymisation, reidentification and encryption) to facilitate timely and secured data fusion and access to support data-enabled health promotion.
• Set up and operationalise a stringent framework and process to validate outputs post-data fusion to uphold strong standards in the privacy preservation of individuals whose data we are entrusted with.

Qualifications

• Qualifications or relevant work experience in data integration, data analytics, statistics, data science, public health, epidemiology or related fields.
• Minimally 5 years of experience in data management, data systems implementation, data concierge or equivalent. This would mean prior experience in setting up data architecture, data quality management systems, and familiarity with data governance processes.
• Possess strong process-oriented qualities, candidate would also need basic proficiency in coding and programming e.g. Python, R to automate and enhance identifier tokenisation processes in line with shifts in governance guidelines and backend data architecture.
• Experience in working with technical teams and adept with the handling of large data sets.
• Strong stakeholder engagement and ability to grasp business requirements and queries quickly and translate business needs into data requirements, as well as multi-tasking and strong project management ability to juggle multiple projects and requests concurrently.

Roles and responsibilities:

The Health Promotion Board (HPB) is seeking a highly motivated and dynamic candidate to join the Monitoring and Surveillance team. Contributing to HPB’s goal of being a thought leader in evidence-based public health, the jobholder will play a key role in managing HPB’s monitoring and surveillance platforms to ensure a smooth and seamless implementation of population level studies on a continual basis. The aim is to advance data-driven health promotion by integrating monitoring and surveillance with policy and practice at the national level.

The jobholder will play a key role to: 

• Design, manage and review national monitoring and surveillance studies [e.g. National Population Health Survey (NPHS), National Nutrition Survey (NNS), Youth Health Survey (YHS) and other studies nested via these national monitoring and surveillance platforms]. He/she will work with and build the capability of the research industry (e.g. research companies) in conducting these studies so as to build an efficient and sustainable working model. This includes working closely with the research industry to put in place good administrative processes to recruit and retain a core group of efficient and capable survey interviewers; and to set up an efficient process for close monitoring of fieldwork including timely trouble-shooting and solutioning. He/she will also work with the research industry to develop, oversee and maintain a robust data quality system to ensure that high quality data are captured for national monitoring and surveillance purpose.

• Generate learnings from analysis of data from monitoring and surveillance platforms and other diverse data sources, distil insights and translate findings to practical recommendations to support policy and strategy development for business needs.
• Communicate monitoring and surveillance findings effectively through the use of various techniques (e.g. data visualisation techniques) and good verbal presentation skills to a wide and diverse range of stakeholders.
• Work with matrix cross-functional working teams and contribute to the monitoring and review of HPB’s key health promotion strategies.

Requirements:

The ideal candidate should possess:

• A Degree in Public Health, Food Science, Nutrition, Health Sciences, Life Sciences, Data Sciences, Social Sciences or related discipline
• At least 5-10 years’ working experience in behavioural and health-related research
• Strong project and vendor management skills, and experience in survey management, consultancy or research will be an added advantage
• The ability to work in a fast-paced, results-oriented matrix organisation, lead and participate in matrix cross-functional working teams
• Good interpersonal, partner management, influencing and negotiation skills so as to work with a wide spectrum of partners (e.g. academics, partners from public and private sectors)
• Good analytical skills to enable triangulating of data across diverse data sources, including knowledge and experience in statistical analyses. Familiarity with statistical software such as SPSS, STATA, or R will be an added advantage
