Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Serves as an ADO resource and liaison between ADO and RO personnel on all airport and aviation planning issues. Provides advanced technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Serves as the ADO point of contact for all forecasting and capacity reviews internally with peers and supervisors as well as externally with stakeholders. Develops the ADO Airports Capital Improvement Program (ACIP) and may administer the Passenger Facility Charge (PFC) program. Collaborates with ADO environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act and other environmental programs. Provides technical guidance and reviews airport sustainability programs. Provides detailed level assistance to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances. Develops the ADO input to the National Plan of integrated Airports System (NPIAS) and conducts reviews to ensure that FAA guidance is
being met during the initial submittal of NPIAS entry/removal requests. Provides technical review and analysis of all land documentation in coordination with the compliance specialist. This includes land use compatibility plans, change in land use requests, land release, and land acquisition. Performs in depth review of appraisals submitted by sponsors to ensure that land acquired under a project is properly configured, has good title and cost is reasonable. Ensures conformance with the Uniform Relocation Act. Prepares correspondence for review by management. Correspondence may include Congressional responses, briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development. Provides advisory and advanced technical guidance to the ADO and to the public on all aspects of project implementation including airport planning and programming, airspace, airport design standards, and contract administration. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Possesses advanced experience in coordinating public outreach meetings. Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements. Approves payments on AIP funded projects. Reviews benefit/cost and life-cycle costs analyses. Prepares ADO recommendation related to project support and prospective funding. Reviews and makes recommendation for modification of standards requests to management and/or RO. Forwards recommendations to RO for approval. Reviews project justifications and eligibility analyses to ensure projects are ready for grant funding. Serves as the liaison for communications with the RO. Maintains project status using the Office of Airports database system (SOAR). Possesses an advanced understanding of grant project management and associated financial reports. Serves as an ADO resource for the final review of planning projects and submittal of recommendations to management for grant financial completion, including eligible final payment or recovery as appropriate. The Supervisory Projects Engineer is a key engineering advisor reporting directly to the Chief of Engineering Service. The Supervisory Projects Engineer is a responsible leader and a member of the Engineering management team and is relied on for authoritative advice on all aspects of design and construction matters. This position provides matrix management support and technical expert consultation to the Chief of Engineering Service for all issues relative to the areas listed above. The Supervisory Projects Engineer makes recommendations to the Chief of Engineering for final approval, and has responsibility and accountability for all aspects of the Medical Center Design and Construction program and oversight. Other duties and responsibilities include but not limited to:

Engineering Project Management and Administration

• Responsible for the planning, organizing, directing, evaluating, and management processes for the Engineering Service Project Section that includes setting qualitative and quantitative standards.
• Within Projects Section, the Supervisory Project Engineer manages human resource functions such as hiring, performance, training and development.
• Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
• The Supervisory Project Engineer is a member of and participates on station, VISN, and national committees and work groups.
• Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects.

• Receive administrative direction from the Chief, Engineering Service with assignments in terms of broadly defined project related functions.
• Responsible for the implementation of the Medical Center's capital improvement program.
• Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Conducts site visits.
• Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineer, program analysts and program specialists.. Provides technical resource information to engineering subordinates.
• Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments.

• Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Engineering Section.
• Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH).
• Provides for the financial management of the project section. This includes budget formulation and justification for projects, garnering approval, and execution within budgeted amounts; financial management; and financial reporting.
• Maintains awareness of and information about the overall status of financial resources for projects with respect to established budgets in order to react to changing situations with timely recommendations. Assists the Chief Engineer as needed in defending the budget before senior level management. Interacts and negotiates regarding adjustments or reprogramming in support of project changes or requirements.
• Plans and/or accomplishes special projects as required. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for the Chief of Engineering Service.

As a Senior Confidential Assistant, you will:

• Interpret and implement legislation, regulations and any new legislative issuances as well as policies governing other programs and having on impact on CPD.
• Provide technical assistance and guidance on information technology systems such as the Integrated Disbursement and Information System (IDIS) and the Disaster Recovery Grant Reporting (DRGR) systems with respect to reporting on the use of CPD funds in each system.
• Interpret financial management policy and instruction for CPD programs.
• Respond to inquiries regarding the progress of the studies and its applicability to CPD program assignments.
• Analyze and comment on proposed legislation, regulations and other issuances developed by HUD offices outside of CPD and which affect CPD programs and the program operations and success.

You will:

• Serve as a Senior Project or Program Manager by developing strategies to successfully implement program goals for site assessment, site cleanup, and redevelopment.
• Manage a variety of complex grants, cooperative agreements, and inter-agency agreements to states, tribes, local/federal governments, and nonprofits as well as EPA contracts for the assessment and cleanup of Brownfield sites.
• Support/Coordinate and conduct outreach and community involvement activities within EPA and with other entities to promote the assessment, cleanup, and economic and/or sustainable revitalization of Brownfields sites.

Obtains information through field visits, correspondence with officials of the host country, private firm representatives, U.S. Agency for International Development (USAID) and Embassy personnel and other sources needed to analyze applications for DFC financing assistance.

What will I do in this position if hired?

In this Telecommunications Specialist (Communications Planning Manager) - Reservist position, you will be a member of the Disaster Emergency Communications (DEC) Cadre. Typical assignments include:

• Compiling and maintaining the communications COP using spreadsheets, Geographic Information Systems (GIS), or other tools as required.
• Identifying and recording Federal assets, their status, and vulnerabilities including asset owners, radio frequency (RF) transmitter locations, coverage, frequencies, RF cross-banding devices, and bandwidth utilization to include satellite, terrestrial, and wireless.
• Developing required reports including spot reports (SPOTREP), situation reports (SITREP), lifeline reports and Incident Action Plan input.
• Assisting in the development of communications plans by identifying communications related requirements and assets in support of the Operations Section of an Interim Operating Facility or Joint Field Office.
