Job Responsibilities:

1. Finance and Accounting

• Manage and supervise the day-to-day accounting activities, including accounts payable, accounts receivable, and general ledger for 3 countries – Singapore (HQ), Malaysia and Thailand.
• Detailed cashflow planning for Singapore, Malaysia and Thailand including managing Accounts Receivables and Account Payables.
• Ensure timely and accurate recording of financial transactions, including journal entries, accruals, and reconciliations.
• Banking function and cash management for 3 countries, preparing transactions for approval by management, liaising and coordinating with bank branches on various matters
• Coordinate and support on preparation of financial statements and audited reports for 3 countries – Singapore (HQ), Malaysia and Thailand.
• Collaborating with other departments to complete accurate records and provide accounting support
• Coordinate with external advisors to ensure compliance with statutory audit and tax requirements in 3 countries
• Gathering supporting documentation and performing recordkeeping.
• Prepare ad hoc financial analyses and reports as requested by senior management.

2. HR and Administration 

• Doing monthly payroll into online portal - for 3 countries – Singapore (HQ), Malaysia and Thailand.
• Monitor leave application and submission expense claims for director approval through email.
• Dealing with landlord matters for offices in Singapore, Malaysia and Thailand including renovations, lease renewal negotiations and attendant documentation
• Ensuring general compliance with manpower or HR policies in Singapore, Malaysia and Thailand in relation to staff welfare, hiring and termination practices, recruitment, performance appraisal, etc 

Requirements:

• Bachelor's degree in Accounting, Finance, or a related field. Professional accounting qualification (e.g., ACCA, CIMA, CPA) is preferred.
• Minimum of 5 years of progressive accounting experience, dealing with financial statement and auditor report
• Strong analytical and problem-solving abilities, with attention to detail and accuracy.
• Effective communication skills in both English and Mandarin, both written and verbal.
• Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment

The following are the duties of this position at the full working level.

• Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards.
• Develops, recommends and implements marketing plans, including targeted key messages, information dissemination methods, and optimum communication vehicles. Develops and recommends effective, research driven marketing strategies for agency programs, products and messages.
• Working with leveraged partners, reviews and analyzes taxpayers' financial information to recommend alternatives for filing and payment of federal taxes. Independently reviews tax liability issues, reviews data, identifies and addresses potential tax issues; explores issues to determine nature, scope and direction of inquiries; evaluates alternative courses of action to resolve issues/problems; develops marketing plans and products.
• With some guidance, plans, prepares and conducts, or arranges for leveraged partners to conduct, a variety of innovative and customized seminars, speeches, workshops and feedback sessions that highlight IRS benefits emerging issues and new legislation to targeted audiences. Delivers objectives through a portfolio of partners, requiring customized marketing strategies to promote voluntary compliance.
• Conducts studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.
• Collaborates with partners and others to assess the effectiveness of local marketing efforts. Provides feedback and recommendations to management and partners regarding marketing events, marketing program effectiveness and additional needs for marketing products and/or communication vehicles. Coordinates activities to plan and resolve unusual or controversial issues regarding marketing/promotional ideas. Coordinates with area and headquarter offices on marketing program development and implementation. Provides support to product development.

The Transaction Risk Principal is responsible for conducting detailed transaction-level risk reviews of CHIPS grant, loan, and loan guarantee applications, ensuring CPO transactions align with program objectives and established risk policies and procedures. The Transaction Risk Principal works closely with the Transaction Risk Director, Chief Risk Officer, and the CHIPS Investments and Strategy teams to evaluate and structure transactions by providing independent risk analysis, conduct comprehensive risk assessments, and assign risk ratings. Specifically, this includes:

• Conducting independent credit and risk analysis of deal structures, project sponsors, and investors.
• Contributing to the development of strategies to reduce or mitigate risks in transactions and realize improved outcomes.
• Risk rating transactions according to established guidelines and scorecards.
• Applying final risk parameters for inclusion in credit subsidy models.

The duties and responsibilities of the The SL Trial Attorney generally include, but are not limited to, the following:

• Supervises and directs, independently or as team leader, all phases of litigation at the trial
  and appellate levels, including retaining appropriate foreign counsel, developing cases,
  overseeing factual development, drafting and reviewing briefs and legal memoranda,
  coordinating with agency counsel and keeping supervisors apprised of significant
  developments.
• Assists and counsels OFL attorneys on foreign legal precedent and practice for case
  presentations at the trial and appellate level.
• Provides substantive training of OFL attorneys in the areas of international, foreign,
  diplomatic, and comparative law, including instruction about research, precedent, and
  OFL practice in these areas.
• Provides support and advice to client agencies and other Department components concerning relevant litigation and policy-related matters.
• Consults senior Civil Division, Commercial Litigation Branch, and Section officials on policy and legal issues within OFL's responsibility.
