As a Financial Compliance Manager (Chief, Office of Compliance), you will:

• Direct and monitor the Bureau's internal control, product accountability, and internal quality audit program to provide reasonable assurance that assets are safeguarded from loss, misuse, or misappropriation, and to ensure conformance with the Bureau's quality management system.
• Oversee the planning and conducting of independent reviews of Bureau organizations, programs, systems and activities to assess the adequacy of and to improve internal controls and compliance with internal and external control-related requirements.
• Provide monthly and other periodic reports to executive level management in the Bureau regarding outstanding corrective actions and controls reviews.
• Serve as a member, Ex Officio, on the Bureau's executive level Internal Control Policy Committee (ICPC) and advise ICPC regarding internal control and audit related issues.

As a Management Analyst (Human Capital), you will:

• Identify and justify the allocation of human capital requirements across the Bureau based on strategic objectives as well as conduct comprehensive studies related to significant changes in workforce distribution.
• Recommend reallocation of existing resources and advise OHR management and senior leadership on appropriate staffing levels and skills mix.
• Plan, organize, and/or co-lead team projects to develop or evaluate human capital change initiatives.
• Provide technical assistance and direct support to management in all matters relating to the application of planning systems and management programs to meet mission requirements.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. • Conduct complex studies of existing facilities, equipment, and inventory requirements to determine the effectiveness of the supply chain and provide Bureau-wide recommendations to lead change in support of operational efficiencies, improve supply and inventory management functions, reduce costs, and streamline processes to support lean manufacturing and other major initiatives.

Under the supervision of the OCIO Communications Officer, the incumbent works to prepare and edit written materials to support internal and external communication efforts for the Office of the Chief Information Officer (OCIO) at the Library of Congress.  These materials include, but are not limited to, articles, fact sheets, talking points, speeches, blogs, emails, PowerPoint presentations, graphics, brochures, and website copy.

Serves as the central researcher, writer, editor, proofreader, and production coordinator for the OCIO Weekly Byte newsletter, and other weekly, monthly, and annual deliverables. 

Serves as a technical authority in the production of written publications and other products. Develops and accurately synthesizes final copy based on material submitted by subject matter experts from across the agency. Reviews work of others for editorial quality, consistency, and compliance with established style, format, and content. Ensures that the language used is appropriate for the stated audience level and that necessary background information is provided so the viewer or reader will be able to understand new or difficult ideas and concepts.

Works collaboratively with OCIO senior management and other Library staff to improve OCIO internal and external communication, support service unit wide communication forums (all hand's meetings, weekly management meetings, etc.) and maintain an online repository of all communication materials.

Works with program leads to establish communications strategies, as requested, for programs.  Provides editorial support as necessary to OCIO staff, and as requested, to senior Library officials external to OCIO. Contributes to problem solving methods and techniques, distribute and balancing workload, and tasks, and make adjustments to accomplish assignments in a timely manner. 

The incumbent is a writer and editor who composes speeches, presentations, testimony, and publicly released written materials regarding copyright and the Copyright Office, primarily on behalf of the Register of Copyrights. The incumbent researches and analyzes topics as necessary to develop complete and accurate statements and works closely with Copyright Office senior management and subject-matter experts to gather information and verify facts and policies included in written materials. The incumbent consolidates diverse submissions into a unified written product for the intended audience. The work requires a delicate balance between maintaining accuracy and adjusting the level of writing to the understanding of different audiences.

Working closely with the Register, senior-level managers, and subject-matter experts, the incumbent manages written content for the Register of Copyrights for letters, publications, testimony, speeches, and other materials. Collaborates with the Register and the senior management team on strategies for communicating the Copyright Office’s mission, policies, programs, objectives, and priorities.

Collaborates with senior staff and other subject-matter experts to convey information regarding copyright and Office activities and practices to diverse audiences. Interviews external subject-matter experts as needed. Develops and synthesizes final submissions based on materials obtained through research, including material submitted by others that the writer verifies. Ensures the language level is appropriate for the stated audience and the necessary background information is provided.

Initiates and maintains relationships with subject-matter experts to prepare written materials on behalf of the Copyright Office. Exercises substantial judgment in developing, checking, verifying, and synthesizing information, recommending significant changes in the organization, presentation, and factual coverage as needed. Considers a variety of approaches and comments and provides persuasive reasons regarding whether to incorporate approaches and comments. Determines the accuracy and adequacy of written materials, verifying that conclusions are based on facts presented. Explains editorial standards adhered to in the preparation of products to subject-matter experts.

For exhibits or special programs, writes and edits complex materials designed to interpret a variety of types of information. Develops, collates, and synthesizes final copy. Frequently, the submitted material is in outline form or written for publication and requires extensive rewriting, reorganizing, and editing. Ensures the language level is appropriate for stated audience and that background information is provided so the audience will understand new or difficult ideas and concepts. Ensures all text and labeling coordinates with the visual presentation. Recommends addition of objects or graphic elements such as maps or charts to enhance understanding of exhibit objects. Determines the accuracy and adequacy of written materials, verifying that conclusions are based on facts presented.

As a Director of Communication and External Affairs, you will:

• Function as an expert advisor and lead communication efforts on domestic energy matters. Communicate Cybersecurity, Energy Security, and Emergency Response (CESER) policies, programs, and actions to multiple audiences and informs the public of relevant CESER programs that underpin national energy goals.
• Analyze CESER information needs and recommend strategies, programs, and products needed to communicate with the media, constituent groups, other agencies, and elected officials.
• Prepare, justify, administer, and oversee associated budgetary and programmatic requirements and integrate reports, research, testimony and other correspondence for interagency, Congressional and/or public distribution.
• Plan, organize, and direct work to subordinates, evaluate work performance, give advice, counsel, employees on both work and administrative matters.
• Manage CESER emergency response communications efforts, acting as the primary and daily communications lead supporting CESER's efforts during emergency response communications, working in close coordination with DOE Public Affairs.
• Manage the quality and consistency of output/products requiring CESER/agency approval, ensuring these outputs/products are strategic, concise, relevant, consistent, and appropriate for use by DOE senior leaders in developing and disseminating DOE CESER strategic messaging to Congress, the media, and other outside agencies.

As a Physical Scientist (Senior R&D Analyst), you will:

- Work with Division Manager, Analysts, Project Managers, external stakeholders, and team members from different areas of expertise to determine appropriate work and test procedures for materials used in currency such as inks, papers, and special substrates.
- Plan and perform investigations to develop new methods and means of validating findings. Isolates unknown and novel conditions to develop methods and assessment techniques.
- Determine data required and personally, or in concert with data review and analysis personnel, determine the accuracy required to permit meaningful statistical interpretation of test results and what degradation may result from poor data.
