The post holder will support the Assistant Director and, through matrix working, the Director of Adult Social Care and their teams to ensure that their workstreams of programmes are planned and managed effectively and take the lead in assisting in their successful delivery: Develop and manage the Teams service development programmes and projects, monitoring and ensuring progress, reporting risk, and issue management. Liaise with appropriate functions within the ICB and NELC, and local partnerships. Manage business returns pertinent to the work area. Develop and implement a programme of improvement for designated work areas in line with national and local strategies to ensure information is properly managed and best practice is shared across the team, Directorate, wider NHS organisations, traditional Local Authority agendas, and partnerships. Take a lead in ensuring workforce plans of commissioned providers are of sufficient quality including the coordination of training & development and recruitment activity across partnerships and networks by identifying training needs at service level, identifying and procuring relevant training provision, ensuring the delivery of the training to the target groups, and settlement of invoices accordingly. Also monitoring subsequent service improvement. Oversight and management of all aspects of the Team budgets associated with the designated work area, and contribution to the teams financial planning as part of the commissioning cycle. NEL Health & Care Partners and Mental Health Sector Network, including the Mental Health VCSE Alliance Preparing for Adulthood partners Co-production and engagement Core Functions Reporting to the Strategic Lead for Disabilities & Mental Health this role will lead the development, agreement, and implementation of proposals for accommodation-based care for identified individuals or cohorts of people with complex needs. They will be responsible for ensuring high quality of care is delivered to recognised quality standards, and ensuring the whole stock under their portfolio is utilised to its most effective capacity. Linking with many professionals, landlords, and providers the postholder will be in a key strategic position to address issues and complications thereby to ensure as smooth an experience for the person requiring care as possible. Management and Leadership Responsibilities Act up for the Strategic Lead where required in areas defined under their topic area/portfolio. Lead defined projects from identification through inception, design, implementation, and evaluation. Will be named lead for contract management related to provision of services under the postholders topic area/portfolio, drawing on support from finance and contract teams, and ensuring adherence to the strategies, plans, and principles of NEL Health & Care Partnership and HNY ICB, including being the responsible budget holder. Ensure effective communication to all stakeholders by: o Maintaining effective communication by providing and receiving highly complex, sensitive, or contentious information to secure agreement and cooperation for the relevant projects or programmes implemented through this post. o Giving formal presentations about the projects which may be complex, sensitive, and/or contentious to varied and large groups of staff. o Regularly reporting project progress to agreed standards, including sensitive, contentious, and complex information, to all stakeholders including the Director of Adult Social Care and Place Director, elected members, and others including adapting the information to be accessible for co-production methodologies. o Ensure that any project exceptions are escalated to the relevant Programme Board and added to the overall programme risk register where necessary. Planning and Organisational Responsibilities Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with national and local priorities. Contribute to short, medium and long term business plans, achieving quality outcomes. Contribute to the development of key performance indicators for the successful assessment of individual and workstream success. Delegate aspects of Research and Development activities. Identifying, securing, and collating information which is often complex or partial, and analysing & reporting findings. Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes in relation to the identified areas of work. Ensure timely and accurate information analysis and reporting to management on agreed areas of work. Contribute to and lead performance improvement across a range of contracts/service providers, taking a lead for identified areas where agreed. Provide coordination of and participate in relevant internal and external working groups and provide project related advice, expertise and support where requested. Provide relevant and timely specialist advice and guidance on own portfolio of projects/functions. Work with members of the Teams to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions. Management of a risk and issues tracking mechanism and its proactive resolution and escalation processes. Policy and Service Development Responsibilities Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to service or initiative management. This will necessitate that the post holder is making recommendations and devising solutions within their own autonomy based on broad and in depth knowledge of national frameworks, legislation, guidance and professional knowledge impacting across organisational boundaries. Develop policies and procedures in own work function with an impact on the wider organisation, as required. Research and Audit Responsibilities Contribute to the development of key performance indicators for the successful assessment of individual and workstream success. Delegate aspects of Research and Development activities. Carrying out audits on an annual or bi-annual basis. Managing Resources Responsibilities Responsible for day - to - day coordination of staff as part of matrix working. Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective. Responsible for procurement and maintenance of Accommodation Based Care frameworks provision across North East Lincolnshire, ensuring people with Learning Disability, Neurodiversity, Mental Health issues, Physical Health conditions, or other vulnerabilities have access to good quality and safe homes with access to the appropriate level of care and support to meet their needs. Be the responsible Budget Holder for Accommodation Based Care frameworks in North East Lincolnshire Provide oversight and monitoring of all aspects of Team project/service budgets related to the areas of work Evaluate projects/function within identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis. Required to analyse complex issues where material is conflicting and drawn from multiple sources. Education and Training Responsibilities The postholder is expected to maintain their training and competency requirements to remain contemporaneous in their topic areas and practices.
