The incumbent will be responsible for drafting, reviewing, and editing acquisition documents as well as leading the execution of milestones associated with the procurement of materials, equipment, and services under the Army Nonappropriated Fund Contracting simplified acquisition threshold. Implements market research principles and price/value analysis to facilitate viable acquisitions that best fulfills the customer's requirements taking into consideration appropriate evaluation factors. Assists the Contracting Officer with helping the customer develop and complete comprehensive market research that identifies potential sources in anticipation of requirements, analyzing the requirement, recommends revisions to the statements of work or specifications as necessary to promote maximum competition. Evaluates offers for responsiveness, price reasonableness, and responsibility; drafts justifications for decisions for Contracting officer's review and approval.
