Performs full performance level assignments under limited direction. Serves as an individual contributor, team member, or project leader for assigned matters. Performs most assignments independently. Receives direction from a manager or more experienced attorney when exceptionally difficult issues are encountered. In consultation with a manager, determines tasks, deadlines, and outcomes. Plans and carries out assignments, resolves most conflicts, coordinates with others, and completes assignments on his or her own initiative. Work directly contributes to the success of a region, center, or program area.
Under limited direction from a manager, represents the agency in employment and labor law litigation before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), other administrative fora, and in conjunction with the Department of Justice and U.S. Attorney’s Offices, in federal courts. Provides review and analysis of complex and significant issues within the practice areas to ensure compliance with existing laws, statutes, regulations, and agency policies. Assists with providing legal advice and counsel to FAA management, including high-level agency officials, in employment and labor law matters and other matters within the practice area's portfolio.
Independently plans use of time and resources to accomplish complex objectives. Completes work within established schedules and deadlines, including established priorities. Analyzes program requirements and accomplishments, and recommends adjustments needed to address program needs. Recommends schedules and allocations of resources to managers. Independently allocates resources to complete limited assignments within established schedules. Attorney possesses considerable latitude to select an optimum approach or recommend a new approach to a problem or issue. Work is reviewed from an overall standpoint for consistency and effectiveness in meeting requirements or satisfying expectations.
Conducts thorough legal research by appropriately identifying and analyzing relevant legal and factual issues and arguments. Assesses legal strengths and weaknesses of available arguments to provide accurate, complete, and practical legal advice and conclusions. Identifies and learns emerging issues, principles, and practices relevant to the legal practice area.
Produces communications that are well-organized, clear, and persuasive. Provides advice tailored to the client and requirements of the agency. Maintains the appropriate balance between providing accurate, complete, and practical legal advice. Effectively adjusts communications and/or advice to meet audience expectations and level of understanding. Contacts are internal and external to the organization and the agency. Contacts are with other attorneys, agency managers, aviation industry representatives, and officials of courts.
Demonstrates interpersonal skills needed to develop and maintain strong client relationships. Provides support and assistance to actively participate with clients to identify and meet client goals and objectives. Assists with seeking consensus with client as to the timing and scope of work. Provides assistance and support in identifying and appropriately pursuing solutions to effectively represent the agency’s interests. Keeps clients informed of developments, to include how any particular outcome may affect an agency program.
Demonstrates knowledge and a full understanding of key client business processes, priorities, and objectives relevant to the practice area. Assists with accurately identifying client business objectives and issues when providing legal advice. Assists with providing appropriate alternative solutions as needed to meet client’s strategic business objectives. Provides legal risk/reward analysis in support of business decisions.
