What will I do in this position if hired?

In this Security Specialist position, you will work within the Office of Chief Security Officer, Security Operations Division, Disaster Security Branch, providing management, leadership and training to junior security specialists as well as monitoring and briefing senior leadership on a host of security issues.

Typical assignments include:

• Performing the vetting of locally hired personnel;
• The fingerprinting of and credential/badging of personnel;
• Writing incident reports;
• Leading and managing a team of security managers.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4-Year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

• You will provide security oversight, leadership, and administrative support to Special Access Program (SAP) security requirements within the Advanced Security Division Central Business Office.
• You will interpret sponsor’s unique classified technical needs and applies risk management and implementation of relevant security measures to ensure national security.
• You will implement unique security requirements related to information, physical, personnel, industrial, operations, and communications security, monitoring and inspections while driving the program to meet its mission.

This position is responsible in ensuring a safe environment for the hotel employees and guests, and safeguards the assets of the hotel. The Security Manager assists the Management, employees and guests in every way that is consistent with the protection and prevention objectives. He/she also supervises and trains the security team.

Operation

• Manage and supervise the day-to-day security force to ensure the safety and security of all guests, employees and hotel property
• Design, implement and train employees on preventive security programs
• Conduct patrols and regular checks on all Security Officers to assure that they are alert and discharging their duties efficiently and effectively
• Conduct all criminal investigations, put up investigation papers /documents and report cases in connection with crime, subversions, potential liabilities and insurance requirements
• Assist colleagues in handling of unusual guests or employees’ issues, such as, but not limited to, disorderly conduct, thefts, suicides, bomb threats, employee or guest accidents, fire or safety hazards, robberies, terrorist activities, civil disturbances, power or elevator failures, medical assistance and natural disasters
• Keep abreast of developments within the hotel and community as they relate to security as well as act as a liaison with local law-enforcement agencies
• Be fully conversant of current local laws and regulations as they relate to the hotel, particularly in the area of guests, patrons and employees’ rights
• Provide security coverage for VIP guests
• Oversee and ensure expenditures are within the budget
• Cultivate Informers with the intention of obtaining information of security interest that may be of immediate or future use to the Department for prevention and detection purposes

Team Management

As a Public Affairs Specialist (TITLE 32), GS-1035-11/12, you will:

• Plans, develops, implements, and evaluates the state Public Affairs (PA) program through media and audience analysis, determines PA program needs and organizational direction to achieve National Guard PA goals.
• Formulates long range plans, and develops policies to enhance public understanding, support, and acceptance of National Guard (NG) programs and/or activities statewide.
• Advises the Adjutant General and program managers on sensitive or controversial PA matters.
• Develops and writes information materials designed to reach audiences through various media such as wire service, radio, television, and newspaper.
• Prepares materials specifically to explain or describe NG missions, requirements, capabilities, accomplishments, policies and programs.
• Coordinates, supervises, and evaluates media servicing activities.
• Targets and services statewide media markets with print, photographic and electronic materials in support of publicizing the National Guard story.
• Provides PA advice to the Adjutant General and staff in support of policies and programs of interest to internal audiences.
• Analyzes, coordinates, and updates Command Information (CI) plans, policies and programs.
• Prepares and coordinates special projects to inform all guard members, technicians, families and employers of new policies, programs, or activities.
• Oversees production of print and electronic media CI projects.
• Advises and assists Unit Public Affairs Representatives (UPARs) and/or other personnel assigned public affairs responsibilities.
