Key responsibilities include:

• 1. Deputise for the Development Control Team Leader as needed.
  2. Manage a varied caseload of complex development applications and appeals, preparing clear and accurate reports.
  3. Ensure planning applications and appeals meet service targets and comply with relevant guidance and legislation.
  4. Prepare reports and recommendations for committees and present them as required.
  5. Present evidence at appeals/public inquiries when necessary.
  6. Stay updated on legislation and best practices, advising the team and ensuring ongoing professional development.
  7. Support Technical Assistants to meet service targets and provide training as needed.
  8. Respond to enquiries and complaints under the guidance of the Team Leader.
  9. Represent the service at meetings with other organizations, maintaining high customer care standards.
  10. Perform additional relevant duties as assigned.
  11. Assist with corporate initiatives, including work on the Local Plan.
  12. Demonstrate commitment to customer care, showing flexibility to achieve service priorities.
  13. Calculate fees and charges for planning applications as necessary.
  14. Validate planning applications as required.

Business Analyst - Education management system software (Hybrid) needed in Preston, £25.25ph PAYE - Reference: RQ1407023

This is a hybrid role working Preston as and when needed.

You will ideally have experience with education management system software. The project role is a business analyst to support the implementation of a new education management system from Synergy.

The role holder translates senior client business issues into effective Business Improvement projects and programmes that make measured improvements to business performance, service performance and/or customer satisfaction. Using high-level insightful analysis, the Business Analyst designs and manages customer centric Business Improvement programmes that deliver customer satisfaction, cost reduction and business benefits. Acting as an ambassador of Business Improvement the BA influences operational people by adopting different working practices, by closely involving them in the development of Business Improvement activity; and enabling them to implement and sustain the changes.

Accountabilities/Responsibilities

• To lead and deliver all aspects of strategic improvement and change activity in a defined functional discipline or cross-business process.

• To lead key business improvement and change programmes linked directly to the business strategy.

• To lead and deliver all aspects of analysis that will lead to the identification of programmes and major change initiatives in defined functional disciplines.

• To support the Business Architect/business improvement discipline in building the appropriate business improvement skills infrastructure within Digital Services.

• To embed a 'business improvement' way of working at all levels of the organisation that delivers sustainable improvement including improved customer satisfaction, increased revenues and decreased costs.

• To demonstrate the value of using 'business improvement' techniques by helping people to understand what and how they will help them to achieve their goals.

• To challenge non-fact-based decisions, and create both innovative and disciplined ways of working.

• To communicate business improvements in a compelling, inspiring and interesting way using real case study examples.

• To lead external / internal benchmarking activities in support of improvement initiatives.

• To provide a common point for the migration of best practice/performance into wider activities to utilise best practice activity.

• To ensure a standard and consistent approach is maintained.

• To develop and maintain an excellent relationship with key internal/external customers and suppliers as appropriate for ongoing improvement initiatives/activities.

• To lead and manage a business improvement team including consultants.

• Produce service designs in support of new Digital Services proposals and ensure effective operational handover through ICT Service Transition.

• Be responsible for ensuring that all duties and responsibilities comply with all statutory requirements and with policy and procedure.

• Undertake, wherever required, other responsibilities and duties including work related to 3rd party external business, on behalf of the service, where this is commensurate with the grade of the post.

ROLE PURPOSE

The purpose of the Senior Planning & Activations Executive role is to plan and implement client campaigns - they are ultimately accountable for the delivery of all client activity. They will help direct the delivery of communication plans and management of offline and digital campaigns from buying and implementation through to reporting and the delivery of holistic campaign learnings.

KEY Duties

Internal relationship management

•       Direct relationships with internal teams and relevant external groups.

•       Work in collaboration with the relevant internal resources and the Senior Planning Executive / Client Manager to create effective cross channel communication plans.

•       Search for new, innovative and relevant communications ideas and present these to internal teams.

•       Actively contribute to weekly (internal and external) WIP meetings - to raise potential issues within your client portfolio well in advance of the ‘boiling point’ for an issue.

 Media planning and implementation

•       Create clear and coherent plans that aid client’s business objectives (e.g. timing, budget and business requirements).

•       Be experts of the properties and capabilities of each medium's primary strengths and weaknesses.

•       Work with and be able to interpret research, market data and systems to increase planning and trading effectiveness.

•       Take on the day to day management and ownership of the implementation process - ensure media is bought and delivered to plan to meet objectives.

•       Oversee and resolve problems and discrepancies relating to campaigns professionally and in a way that improves the relationship among all parties to the campaign.

Trading all campaigns using the Spark Activation Model & Philosophy:

•       Work with the Activation Manager to brief partners, evaluate responses and provide feedback.

•       Drive negotiations for clients with publishers and secure additional incentives over and above entitlements.

•       Keep pace with market knowledge that will aid negotiations with publishers.

•       Negotiate trading positions across all media ensuring all benchmarks (client & internal), trading strategies & contractual agreements are met.

•       Benchmarks and performs all pre-trade work before booking.

•       Aid the Client Manager to ensure all planning ideas are delivered through the trading process and relevant in-market opportunities are presented to clients.

TV tracking optimisation & reporting

•       Finalise Benchmarking and Pre-Trade work before booking to ensure the rate position is best in market.

•       Complete a TV tracking sheet as soon as the TV booking is laid down.

•       Optimise TV campaigns and utilise the Tracking sheet to keep Activation Manager / Director up to date on progress of campaign.

•       Ensure learnings are captured in implemented into Benchmarking for future insight for sponsorships or special events.

Competitor & market analysis

•       Proactively completes regular and continuous analysis of competitor activity, market trends, economic issues and other factors effecting buys.

•       Sources content and provide relevant insights for inclusion within competitor and market reviews and other ad=hoc client requests.

Trafficking and tracking campaigns

•       Work with Senior Planning Executive and/or Client Manager to deliver ROI tracking recommendations for all client campaigns.

•       Aid Coordinator to ensure that all elements have been trafficked correctly and tracking has been implemented on the sites (check that all tags are reporting)

•        

Campaign management & finance processes

•       Reconcile campaign delivery and ensure the final delivered plan reflects billings.

•       Check proformas each month during invoicing time and implement any changes that may be required.

•       Attend to account queries immediately and have zero outstanding account queries on a weekly basis.

Mentoring coordinators/executives

• Develop, train and delegate effectively with clear instructions and detailed list of expected deliverables

• Set good example for coordinators & executives and ensure they have all the tools and information they need to perform their jobs well.

YOUR SKILLS & WORK EXPERIENCE

• Minimum 3 years experience in a media buying related role – ideally across offline channels (TV, OOH, radio)
• Preferably higher education qualifications.
• Expert knowledge of the Australian media landscape.
• Expert across the following Office platforms: Word, PowerPoint and Excel.
• Excellent experience to evaluate and manipulate data, extracting insights for reporting.
• Advantageous with full understanding and experience using the following tools:
