This position is located in the Environmental Management function at ARNG/ANG bases. Serves as the installation environmental program manager, providing expert technical advice directly to the Commander on National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Space, Hazardous Waste and various other environmental programs. Represents the commander at various installation environmental meetings to ensure compliance with policies, regulations, and federal, state, and local statutes. Serves as the single point of contact for the initiation, development, and execution of all environmental activities and development of installation regulatory guidance. Accomplishes long range base planning of environmental programs.

• Serves as the Environmental Program Manager for the ARNG/ANG and supported tenants which involves the implementation and monitoring of various environmental programs as outlined in ARNG/ANG regulations, directives and policy guidance such as: air and water permitting, Installation Compatible Use Zone Studies (ICUZ), solid and hazardous waste disposal and handling programs, pollution control, PCB disposal management, underground storage tank management , Environmental Compliance Assessment and Management Program (ECAMP), Installation Restoration Program (IRP), cultural and natural resources, endangered species, historical sites and archeology management, etc. Interprets and implements policy and directives. Identifies and resolves environmental problems to include the development of Environmental Assessments EA), Environmental Impact Statement (EIS), Spill Prevention Control and Countermeasures (SPCC) Plans, etc. and managing all programs properly to ensure environmental compliance. Reviews plans, specification designs, etc. prepared for the purpose of ensuring conformance with environmental standards.
• Coordinates ARNG/ANG level facility environmental plans, programs and projects. Serves as primary point of contact to regulatory agencies on environmental matters to civilian authorities for installation project development that may have an impact on surrounding communities dictated by the National Environmental Policy ACT (NEPA); for federal, state and local notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects; and initial and ongoing installation restoration program (IRP) efforts.
• Serves as the ARNG/ANG contact and spokesperson with local, federal and state regulators. Develops regulations and directives and management plans required to establish an environmental program that complies with federal, state, and local regulations. Uses agency directives as broad policy in developing these regulations.
• Functions as the ARNG/ANG Environmental Management Coordinator and responsible for developing and managing the base environmental program to conform to federal, state, and local rules and regulations (e.g., 29 CFR (OSHA), 40 CFR (EPA) and 49 CFR (DOT)). Develops and manages base environmental training programs. Prepares and manages detailed operating plans and base regulations. Maintains applicable federal, state and local environmental standards, regulations and laws. Responsible for implementation, administration, and records maintenance of the hazardous waste management training program for ARNG/ANG personnel.
• Manages the environmental permitting process to include; air, waste water discharge, pretreatment discharges, drinking water, and hazardous waste storage disposal or transportation. Develops the ARNG/ANG Environmental Program State Operating Budget ensuring that valid cultural and natural resources program requirements are properly identified, justified, and considered in program work plans. Manages assigned program funds. Assists with program funds distribution and obligation.6. Reviews all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact. Reviews designs for environmental compliance and initiates projects to correct environmental deficiencies. Notifies federal, state and local agencies on matters dealing with legally binding reporting requirements. Establishes procedures for ARNG/ANG underdevelopments/interagency (state and local agencies) coordination of land, facilities, environmental plans, and disagreements. Refers technical disputes which cannot be resolved by the base, state regulatory agency and/or regional EPA office to NGB. Reports immediately to the Air Commander/Commander on matters which impact the installation or community environment or could bring a notice of violation or fine from regulatory agencies.

This position is located in the Air National Guard (ANG) Wing, Comptroller Flight. This is an ANG National Guard (ANG) Title 5 position. The purpose of this position is plan, coordinate, and perform comprehensive Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs. Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of state and Federal ANG operations, training, and readiness missions.

• Independently performs and examines financial management functions to ensure internal accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Reviews accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews.
• Aggregates data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Ensures the proper documentation, accounting, and auditability of funds, and their traceability to the USPFO in accordance with Department of Defense (DoD) regulations and/or applicable laws.
• Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.
• Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Resolves complex functional problems within the pay system for affected customers. Develops recommendations for actions under uncertain conditions with short and rapidly changing program deadlines.
• Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles. Interprets policies and collaborates with the financial management enterprise to facilitate best practices and compliance assurance.
• Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager. Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Analyzes diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial issues or problems. Reconciles Resource Center Manager (RCM) accounts ensuring data integrity. Coordinates with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger. Resolves pay and entitlement problems unique to the customer. Manages and executes internal control procedures to protect against fraud, waste, and abuse.
