Assures that the training center continuously meets the standards prescribed by the applicable Federal Aviation Regulations (FAR), agency orders, and directives and assures compliance in all aspects of training through the use of a planned surveillance and inspection program on a continuing basis.

As the team lead, determines through surveillance and investigation that the training center is adequately staffed with appropriately qualified instructors and TCEs. Monitors TCEs to determine adequacy and quality of approved training programs. Conducts initial and annual training and designation of all assigned evaluators. Reviews flight training equipment discrepancy logs to assure compliance with established criteria. Assists the National Simulator Program Manager in initial and recurring qualifications of flight simulators and selected flight training devices.

Coordinates with Principal Operations Inspectors throughout the FAA who are assigned air carrier operators using the training center to ensure proper application of training programs for the particular air carrier involved. Coordinates with training center management regarding regulatory changes, FAA policy matters, and updated training requirements as needed. Coordinates and conducts various surveillance and certification activities, as appropriate, with other FAA district office inspectors. Provides technical oversight to assigned Fleet Training Program Managers.

Initiates and/or assists in the emergency suspension of airmen certificates. Conducts enforcement investigations and prepares final reports in those cases requiring legal disposition. Provides technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions.

Reviews and submits with recommendations, training center certificate applications, training center curriculum, and associated revisions. Recommends amendments to previously approved programs when contrary to existing regulatory requirements, to eliminate unsafe practices or to improve the specificity of instruction. Determines appropriate methods and/or plans for securing corrective action, when needed, and conducts follow-up inspections to insure that appropriate action has been taken.

Recommends the designation of training center evaluators for types of aircraft and simulators operated by the training center. Examines and trains training center evaluators for initial designation, recertification and standardization actions as necessary. Conducts practical tests for certification and ratings. Conducts reexamination of certificated airmen when it is determined that they do not meet the minimum standards required for the certificate they hold. Approves flight simulators and flight training devices for each maneuver, procedure, crewmember function, circling approach, and runway scene to be used in an approved training program.

Develops and conducts a surveillance program for all training center activities. Monitors flight crew training programs conducted by the training center to ensure compliance with the FAR, national and regional directives, and safe operating practices. Monitors TCEs during the conduct of airman certification and recurring evaluations to insure strict compliance with established standards.

Conducts hands-on evaluation of flight training devices to determine that they continue to meet original specifications in accordance with guidance provided in the appropriate Advisory Circulars. Reviews applications for initial evaluation or upgrade evaluation of flight simulators, including the Approval Test Guide. After determining compliance with guidance in the appropriate Advisory Circular, and compatibility with training programs submitted or approved, forwards the application package to the NSPM. Reviews the training center discrepancy logs for discrepancies that would affect the capabilities of the flight training equipment.

Under the direction of the Regional Sales Leader, the Regional Sales Manager role is responsible for providing leadership, delivery of sales support and initiatives to an assigned region of the retail distribution channel regarding Retail Investments products. The Regional Sales Manager is the ground-level sales support for Retail Investments in the Retail Channel and is accountable for ongoing sales effectiveness of Retail Investment products in the assigned region.

 

Sales & Channel Support:

• Create and manage relationships with the assigned region of the retail Distribution Channel to ensure optimum representation of Retail Investments Products
• Provide ongoing sales support to the assigned region of the retail Distribution Channel
• Work with Retail Investments, Product Delivery Groups to establish requirements for sales tools, training and process development, to execute against the sales delivery strategy and customer positioning of the Retail Investments LOB
• Identify and provide product specific training when appropriate to sales force

• Identify gaps, issues, and best practices by monitoring of Retail Investments sales and service (growth and  retention) targets against District/Area/Branch plans

As a Practice Lead for Parsons, you will be responsible for the strategic & operational direction of a very diverse, world-class team, including the management of profitable growth, client development and driving excellence in project delivery.  Additional responsibilities include leveraging key accounts, closely coordinating and collaborating across business lines while providing innovative leadership.  The successful candidate will mentor and develop an established group delivering bridge, tunnel, road, and highway infrastructure programs in Ohio.  Our Practice Lead must be an effective “seller/doer”, able to balance business development, operational management, and project management responsibilities simultaneously.

The ideal location for this position is our Cincinnati, OH office, but hybrid and telecommute options are available for the right candidate.

Qualifications

• 4-year degree in Civil Engineering or related technical/business field.
• 15+ years of managing diverse infrastructure projects with a track record of successful project delivery on Ohio projects.
• Demonstrable experience meeting operational business goals and strategizing on market development.  Experience must include P&L ownership and the ability to meet or exceed sales, operating profit & margin, and DSO targets.
• Able to foster collaboration across multiple market sectors and business lines including our Rail, Aviation, Industrial, and Federal Solutions groups
• Experience leading and participating in business development activities.
• Licensed Professional Engineer in Ohio, with considerable experience in the Ohio Market.

Project Management

Manage scope, schedule, and budget of highway projects. Develop scope and fee and negotiate new contracts Client management Change order management Identify staffing requirements.

Operations Responsibilities:

Work with other Project Managers, technical managers and Regional Manager to appropriately assign engineering staff for the benefit of project delivery and pursuit success. Collaborate with other managers within the Region to successfully plan, implement, and execute the goals, projects and pursuits of the Region. Identify and support implementation of technology initiatives applicable to the advancement of the transportation practice. Lead the transportation team in Cincinnati. Grow headcount by recruiting and retaining top talent.

Technical Responsibilities:

Collaborate with other managers to provide technical guidance and quality oversight for projects and pursuits. Seek opportunities, and foster same for others, to make presentations and write articles to earn a reputation as an industry leader and promote Parsons as the gold standard in the industry. Engage and serve in leadership positions within professional organizations – seek growth opportunities, stay abreast of local industry news, engage with clients and counterparts to raise the profile of Parsons in the industry.

Business Development Responsibilities:

Support BD efforts in the region including target planning and teaming development in collaboration with the BD staff and under the direction of the Regional Manager. 

Serve as a Capture Manager and Project Manager for key pursuits. Other responsibilities include:

External:

Attend regularly scheduled key client meetings.  This includes meetings for specific projects, and interaction with client staff. Maintain current knowledge of project pipeline for key clients – this includes project opportunities ranging from traditional projects to APD.  In addition to being aware of what is currently in the published plans, acquire knowledge of upcoming opportunities that has not yet been made known publicly.

Internal:

Participate in writing/editing proposals, pricing and pricing reviews of proposals.    Lead proposal and proposal review efforts (Pink, Red, Tiger teams) and become integral to the success of the company. Communicate relevant client news with Operations and Business Development sharing information that could be important to our pursuit success. Participate in BD strategy meetings providing Operations input– this includes the bi-weekly meetings, as well as any periodic meetings that are held.

Parsons is now hiring an experienced Airport Design Manager to support our client at IAH Houston International Airport.

Responsibilities:

• Monitor Design Consultant contract requirements against deliverables.
• Coordinate project governance design presentations and input.
• Manage scope of each design submittal package.
• Develop and recommending cost reduction initiatives when necessary to stay in budget.
• Facilitate responses to RFI’s between the project team and Design Consultant
• Coordinate and schedule design workshops between Design Consultant, HAS and other stakeholders.
• Support the design to budget process including evaluation of technical design alternatives.
• Support the Project Manager to coordinate, schedule, and assist with constructability reviews during all phases of design.
• Document design-related issues, decisions, and actions within HAS Document Control System and manage to resolution.
• Coordinate and schedule design review meetings and consolidate input from stakeholders, including any third-party reviewers. Coordinate design feedback to Design Consultant.
• Conduct design review sessions with stakeholders and oversee design feedback input.
• Work with the HAS Sustainability Manager to Monitor and track sustainability plan development and LEED component tracking in coordination with Design Consultant.
• Confirm all resolved design issues have been incorporated into design submittal packages.
• Coordinate reviews of submittals/ shop drawings from HAS project stakeholders, including subject matter experts, airport operations, and project team.
• Work with the HAS Commissioning Manager to support start-up and commissioning efforts as necessary including witnessing performance testing.
• Support project close-out activities related to Design Consultant obligations and deliverables.
• Support HAS on the implementation of the procurement strategy and plan.
• Support HAS on the implementation of the contract strategy.
• Develop the scope and selection criteria. Support Houston Airport System procurement as required.
• Verify all project level designs follow codes and standards.
• Verify all project level designs follow regulatory and environmental requirements.
• Establish, implement, and maintain the CADD and BIM framework, environment, policy, and procedures.

Qualifications:

• Must have a bachelor’s degree in architecture.
• Overall working knowledge of the architectural, engineering, and systems elements of airports infrastructure and supporting facilities.
• Demonstrable establishment of collaborative relationships with stakeholders involved in planning, design, and construction of airport facilities (airport, community, and government).
• Minimum 15 years of experience in the management of project design including significant time at large airports.
• Experience in the design development of new/expanded facilities while maintaining operations.
• Professional registration is required at this level.  Must be licensed in the State of Texas or must be able to acquire license within six (6) months.

• Responsible for managing overall store logistic processes that support company initiatives and productivity goals
• Utilize all company tools and training resources to educate the team on all logistics processes, visual execution standards and stocking routines
• Manage publication calendar and delivery schedule to effectively plan and execute all logistics workload; partner with Operations Manager to effectively schedule for all workload
• Responsible for organizing, planning and execution of all signage and graphics in partnership with entire management team
• Timely follow up on all truck receiving and/or data integrity issues; responsible for parts ordering thru BOLT and any QA issues
• Validate and ensure execution of all omnichannel initiatives, inclusive of all inbound and outbound freight activity
• Maintain and manage stockroom standards and organization that supports efficiency and safety standards
• Additional duties and responsibilities as assigned by and in the absence of Store Manager

SKILLS / KNOWLEDGE

• Leadership skills including: Excellent customer experience behaviors, a strong sense of urgency, attention to detail, creative problem solving and sound decision making skills that align with strategic initiatives, effective delegation and validation and the ability to efficiently execute daily priorities
• Minimum of 2+ years of relevant leadership experience in a fast-paced specialty retail selling culture is preferred
• Ability to work a flexible schedule, including nights and weekends depending upon the needs of the business
• Ability to lift up to 40lbs
