Role Overview

The purpose of this role is to play a lead role in build-out of an integrated approach for monitoring and diagnosing of several aspects in Citi’s Cultural ‘health’ to ensure we are listening to the feedback loop mentioned above.

This includes business-as-usual activities related to an annual Cultural Health Assessment and ongoing monitoring and diagnostics from the Culture Dashboard. The incumbent(s) will in turn work directly with the Applied Behavioural Insights (‘ABI’) Projects team supporting behaviour change projects via the input of data insights and assisting with any diagnostic or monitoring requirements across all stages of the ABI project life cycle.

Outside of these regular activities, there lies much greenfield opportunity to evaluate and trial quantitative and qualitative techniques for improved monitoring and diagnostics across Citi’s Culture, with a specific interest and focus on unobtrusive culture measures.

What you will do

The individual will play a lead role the following key areas:

• Activities to inform Citi’s Culture Council review cycle, including input into any semi-regular governance-related activities that require a cultural lens.
• Own and direct other members of the team in the production of aspects of the Culture Health Assessment including, analysis, summary, and presentation activities, developing underlying methodologies, developing associated procedural documentation, ensuring effective risk management and governance across the entire process.
• Support in the Culture Dashboard build-out and UAT, collaborating closely with our partners in the People Analytics & Insights team.
• Support in ongoing uplift requirements of the Culture Dashboard late 2024 and beyond
• Build relationships and engage with stakeholders across the bank to understand Culture data requirements and integrate these into Dashboard uplift activities, working towards a self-service model of Culture data to the organisation.
• Work closely with the ABI Project team across all ‘Define,’ ‘Diagnose,’ ‘Design,’ ‘Test’ and ‘Iterate / Embed,’ project requirements and support of quantitative and qualitative data aggregation and analysis requirements.
• Develop outcome measures for the ABI projects, building mechanisms for capture and reporting.
• Develop and test new and novel approaches to unobtrusive culture measures across Citi and integrate these into our processes, examples may include, but not limited to; text analysis of board and other governance meeting minutes, review, and analysis of external data sources (e.g., Glassdoor) for cultural themes that pertain to Citi.

What we will need from you

• Quantitative skills enabling the effective aggregation and analysis of a variety of data.
• Advanced Degree in any of the following areas: Behavioural Economics / Behavioural Science, Applied Psychology / Organisational Psychology, Philosophy, Sociology, or other relevant areas of the Social Sciences
• Experience with data science or applying more sophisticated measurement techniques would be advantageous.
• Experience working with qualitative data and developing mechanisms for streamlining analysis and integration with other data sources.

The Financial Crime Risk Manager will be responsible for providing leadership, direction, governance, and oversight for the Money Laundering, Sanctions and Anti-Bribery & Corruptions (AB&C) risk stripes within Citi’s Banking business. The role will have a Global mandate, be part of the first line of defence (1LOD) and focus on the Commercial Banking business. Citi Commercial Banking (CCB) provides global banking capabilities to mid-sized, globally-oriented companies across all stages of their growth.

As the position will not have any direct reports, the incumbent will need to work closely with the In-Business Risk and Control (IBRC) teams within the countries and clusters to deliver their book of work.

Key Responsibilities

o Responsible for managing CCB's global Financial Crime program;

o Drive a consistent and holistic approach to Financial Crime risk management within CCB;

o Provide advisory to the regional, country and cluster CCB teams;

o Closely collaborate with Banking’s central Financial Crime team to ensure alignment with the other Banking businesses (Corporate Bank and Investment Bank);

o Build strong working relationships with the second lines of defence partners within AML, Sanctions and AB&C;

o Lead initiatives and actions to identify, assess and reduce key emerging and existing risk areas;

o Prioritize areas of focus based on level of investment, inherent risk, complexity of change and other risk factors

o Represent the CCB business in senior Governance and Financial Crime forums, as well as by leading key Financial Crime projects/initiatives;

o Serve as CCB lead in global Financial Crime audits, reviews and remediation work;

o Maintain knowledge and understanding of new and changing Financial Crime policy, regulations and requirements and assess the implications for the CCB business;

o Establish processes to identify internal/industry trends, themes and areas requiring improved controls;

o Develop and disseminate communications and training on key risk topics and initiatives both within IBRC and for key front line stakeholders;

o Identify opportunities to work across risk stripes to strengthen and/or simplify existing controls;

o Act as the Financial Crime expert for the business's self-assessment processes, and monitor the outcome of the Managers Control Assessment (MCA) to identify risks and vulnerabilities;

o Uphold a culture of Compliance and awareness in the CCB.

Qualifications

Institutional Credit Management’s (“ICM”) objective is to provide an integrated “end-to-end” credit underwriting, identification, measurement, management, monitoring and reporting for wholesale credit businesses across the enterprise.  In-Business Quality Assurance is an integral part of the ICM organization. 

The ICM In-Business Quality Assurance function (QA) verifies that established standards and processes are followed and consistently applied. ICM Management uses the results of the quality assurance reviews to assess the quality of the group's policies, procedures, programs, and practices as relates to the management of wholesale credit risk. The results help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

The ICM Head of In-Business Quality Assurance reports results of Quality Assurance Reviews (QARs) providing feedback, insight, and observations on any deficiency and areas of improvement, engaging with the management of the respective business areas, Independent Risk, and critical partner stakeholders and regulators.

This role reports directly to the ICM In-Business QA, Function Head – Counterparty Credit Risk Horizontal process

Key Responsibilities:

• Support the function head on the discussions to define the Quality Assurance function and Reviews across ICM coverage universe
• Provide effective credible challenge during QARs to Business Region Heads and Portfolio Managers, as regards to memo and process quality to ensure that weaknesses in such processes are identified and escalated as appropriate
• Support in the establishment of processes that enable wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework
• Under the supervision of the ICM In-Business Quality Assurance – Financing and Securitisation QA Manager, support on the executing of the following:

Knowledge/Experience:

Institutional Credit Management’s (“ICM”) objective is to provide an integrated “end-to-end” credit underwriting, identification, measurement, management, monitoring and reporting for wholesale credit businesses across the enterprise.  In-Business Quality Assurance is an integral part of the ICM organization. 

The ICM In-Business Quality Assurance function (QA) verifies that established standards and processes are followed and consistently applied. ICM Management uses the results of the quality assurance reviews to assess the quality of the group's policies, procedures, programs, and practices as relates to the management of wholesale credit risk. The results help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

The ICM Head of In-Business Quality Assurance reports results of Quality Assurance Reviews (QARs) to management of the respective business areas, Independent Risk, and critical partner stakeholders and regulators.

This role reports to the ICM In-Business QA, Function Head – Counterparty Credit Risk Horizontal processes.

Key Responsibilities:

• Drive the development and implementation of a comprehensive program of IBQA coverage related to financing and securitisation activities in Markets across the first line of defence, working in close collaboration with business management and leveraging the product/functional expertise to ensure seamless delivery of the IBQA plan.
• Provide effective credible challenge to Business Region Heads and Portfolio Managers as regards credit memoranda and process quality to ensure that weaknesses in such processes are identified and escalated as appropriate.
• Establish and drive processes that enable wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework.
• Accountable for leading the Quality Assurance team which is responsible for execution of the following:
  • Consistent and objective assessments during QARs
  • Subsequent follow-up on corrective actions that were raised during QARs           
  • Synthesize and prepare quarterly Quality Assurance Scorecard Reports to ICM business management that communicate and measure results and identify negative trends and potential solutions
• Update and create QAR templates and continuously improve processes and infrastructure by exploring and evaluating new data sources, tools, and capabilities
• Interact with the respective senior management across ICM, in order to ensure that quality assurance protocols are adequate for all portfolios
• Provide oversight and guidance over the assessment of complex issues, structure potential solutions and drive effective resolution with stakeholders.
• Assist in the establishment of WCR IBQA policies, procedures, risk assessment and controls to drive effective QA coverage and standards
• Stay abreast of relevant changes to rules/regulations and other industry news including regulatory findings.
• Act as a change agent coaching staff in areas with noted deficiencies and sharing any observed best practices
• Ensure ongoing and timely feedback and coaching of ICM Quality Assurance staff to sustain a strong control culture and an unwavering commitment to excellence in execution
• Attract, develop and retain top quality assurance staff
• Support the Global Head of WCR IBQA on internal projects and initiatives
• Support WCR IBQA Voice of the Employee (VOE) as well as diversity and inclusion initiatives
• Travel (less than 10%)

Skills/Competencies:

Audit / Credit / Counterparty Credit / Quality Assurance:

• Demonstrable credit / Counterparty credit risk Audit / quality assurance experience, including relevant years in banking, credit risk management, Loan review function at an investment or large commercial bank
• Deep knowledge of risk management and control frameworks related to Counterparty Credit Risk management or another Financial Risk discipline
• Sound knowledge of underwriting standards for Banks, broker dealers, funds including hedge funds, investment advisors and pension funds, Insurance and public sector companies.
• Ability to understand complex counterparty credit product structures including derivatives and well-versed in securitisation and credit financing products as well as credit analysis, underwriting, legal documentation etc. Financing and funding solutions including TRS, CLOs, ABS, Municipal financing / Residential Financing and securitisation, Prime and Hedge fund financing etc.
• Insights over key counterparty credit risk themes such as limit framework, Early warning indicators, Stress testing, Wrong way risk, exposure modelling including PFE, collateral (ISDA / CSA) and margining processes including key regulations (including uncleared margin rules and IMM) and CVA
• Proficient understanding of policies and procedures with the ability to execute change seamlessly
• Exceptional knowledge and experience on designing and implementing robust Quality Assurance framework, from initial assessment of concerns and monitoring strategy, execution of scripts and procedures, development of housing infrastructure and database maintenance, reporting to senior management of observed findings, and continuous improvement, working closely and independently to the Global Head of WCR IBQA and Regional Directors
• Demonstrable grasp of counterparty credit risk covered process, to evaluate findings within the Quality Assurance process, determine materiality, and partnering with in-line makers and checkers for ongoing improvement, problem detection, and sustainable remediation
• Outstanding awareness and adherence to the control environment including Quality Assurance and Quality Control

Qualifications:

• BA/BSc or higher degree in Business (MBA), or any other related subject
