This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

Duties include but may not be limited to the following:

• Provides accurate and timely billing and collection activities to be completed in accordance with national policies, VHA regulations and healthcare laws.
• Performs a wide variety of activities common to the segment of the program or function for which the employee is responsible.
• Makes decisions or recommendations based on the development and evaluation of information that comes from various sources.
• Identifies and studies factors or conditions and determining their interrelationships as appropriate to the defined area of work.
• Uses independent analytical techniques and theories to apply and interpret requirements, regulations, and procedures that identify and capture the applicable revenue activities from the affected assigned areas at the VAMCs to the CPAC.
• Serves as a financial ambassador/educator by providing Veterans, their families, VAMC teams and other internal and external agencies, guidance on repayment plans, waivers, interpreting insurance and eligibility benefits, and other factors that impact the Veteran's accounts for both First Party (FP) and Third Party (TP) billing.
• Independently evaluates the significance of actions within their span of responsibility, assigns disposition instructions, and implements the most responsive and cost-effective means for managing them.
• Independently researches, analyzes, generates, and corrects Veteran's FP co-payments for care as it pertains to a variety of complex VA programs, for VAMC provided services.
• Performs other duties as assigned.

The incumbent serves as the full-time Maintenance Supervisor over the assigned HVAC Refrigeration Shop, and reports to the Maintenance Controls Manager. The Maintenance Supervisor will supervise journeyman level personnel associated with the following trades: Maintenance leader, Maintenance Mechanic, and AC Equipment Mechanics at the GS-IO grade level.

Duties and responsibilities include, but are not limited to:

• Incumbent will be the Engineering Service contracting officer representative (COR) on all maintenance and repair HVAC/Refrigeration and equipment systems at the VA San Diego Healthcare System.
• This position essentially assigns and administers the Medical Center's electrical and electronics technical staff, contractors, and vendors.
• Incumbent will be responsible for the buildings and associated systems, including preventative maintenance, repairs, installations, alterations, and renovations covered by the Maintenance Unit; and to ensure the quality of work that is produced by contractors and shop personnel through the use of inspections, on the spot checks, work samples and customer feedback.
• This requires actively and continually developing and applying up-to-date working knowledge and skills and abilities through on-the-job training, experiences, review and study of technical and engineering publications, codes and standards and other career development and continuing education opportunities.
• Incumbent is required to keep all work areas clean and secure, observe safe work practices and perform other related duties when assigned.
• This position may be required to become familiar with different area functions and assist in those functions in the absence of section personnel, to the extent of the employee's competency and ability.
• Plans the use of subordinate workers, equipment, facilities, materials, on a week-to-week or month-to-month basis; establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisors; coordinates work with supporting or related work functions controlled by other supervisors; determines the number and types of workers needed to accomplish specific projects; redirects individual workers and resources to accomplish unanticipated work; informs sources to accomplish unanticipated work; informs higher level supervisors of the need to revise work schedules and re-estimate labor and other resources; and participates with supervisors in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected.
• Investigates work related problems such as excessive costs or low productivity and determines causes; implements corrective actions within authority to resolve work problems; and recommend solutions to staffing problems, engineering requirements, and work operations directed by other supervisors.
• Plans and establishes overall leave schedule; determines training needs of subordinates and arranges for its accomplishment, sets performance standards, and make formal appraisals of subordinate work performance, and initiates recommendations for promotion or reassignment of subordinates.
• Incumbent is a first line supervisor over the HVAC/Refrigeration/Equipment Shop, supervising grades ranging from WLIO to WG-IO. Responsible for journeyman and tradesman workers of varying, unrelated trades and/or crafts.
• Possesses strong communication and writing skills and a broad knowledge of hospital operations.
• Works with higher level supervision to determine how many assignments can be done concurrently or which must be delayed and the number/type of employees needed, considering skills and personnel available to do the work and the availability of materials and equipment required.
• Plans and schedules work, considering factors such as the types of projects involved, materials needed, weather, disruption to patient care, disruption to medical center business, coordination, manpower availability, and priorities as set by higher level of supervision.
• Responsible for the continuous and effective operation of the work order system, evaluates time and materials, records materials and services used and ordered, and implements and operates an effective preventive maintenance program for the assigned unit(s).
• Maintains the critical HVAC Refrigeration and Equipment systems of the medical center. Responsible for performance of personnel, both in quality and quantity, as well as promptness in meeting emergency situations.

• Greets and logs patients and provides instructions and information on procedures to be performed.
• Assists with initial casts by holding the fractured areas, handing materials or equipment to the doctor or applying the cast materials while the doctor immobilizes or positions the parts of the body to be casted.
• Schedules and provides preoperative instructions/information for surgical procedures for both outpatients and inpatients.
• Depending on experience and training, may initiate and maintain intravenous access and obtain venous blood samples for laboratory examination.
• Ensures all needed records, X-rays and medical reports (i.e., Care in the community (CITC)).

Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Major duties and responsibilities include but are not limited to the following:

1. Directs and guides nursing assistants and other surgical technicians in completing routine assignments such as setting up rooms, managing equipment and supply carts, and coordinating care with other disciplines.
2. Sets up sterile field with all required items for each procedure such as air-powered equipment, fiber optic equipment, laparoscopic equipment, microscopes, lasers, arthroscopy equipment, urologic equipment, recording devices, robotic equipment, and other operating room supplies and devices.
3. Plans and discusses each procedure with surgical professionals and assures that all supplies and equipment are available prior to the surgical procedure.
4. Participates in interdisciplinary care planning and implementation including pre-procedural verification and timeout.
5. Inspects and ensures instruments, supplies, and implants sterile and free of bio-burden and defects before use in patient care.
6. Practice Infection Control and Sharp Safety Standards.
7. Prepares biological implants according to manufacturers' instructions before transplanting and using on patients.
8. Manages surgical counts, medications, implants, specimens, and surgical asepsis without breach in technique or error.
9. Prepares, organizes, and maintains highly complex sterile surgical setups.
10. Observes and responds promptly to each stage of the surgical procedure and anticipates the needs of the surgeon by maintaining a high level of concentration for extended periods of time.
11. Utilizes universal precautions and follows all infection control policies and procedures when handling specimens, supplies, and equipment.
12. Assists the team members with care of the patient, i.e., positioning, prepping, and obtaining supplies and equipment.
13. In conjunction with the circulating Registered Nurse (RN), performs surgical accounting to verify accuracy. Responsible for the accountability for all surgical instruments and equipment during the surgical procedure.
14. Assists the surgeon by performing such procedures as preparing skin grafts, suctioning, holding retractors, applying skin staples, and cutting sutures. Prepares prosthesis and surgical devices during procedures.
15. Assists in training residents, medical students, nursing students, operating room technology students, and new Operating Room (OR) staff in the operation of equipment, sterile technique, handling of instruments, and OR procedures to include the scrub role in surgical procedures.
16. Accounts for the availability of correct prosthetics in the room, follows established procedure regarding implant inventory and prosthetic tracking.
17. Assists in the implementation and utilization of the Generic Inventory Package to maintain adequate surgical supplies. This includes but not limited to re-stocking the OR cabinets, specialty carts, and other secondary storage containers.
