Information about the Team – This role is within the Strategic Support, Policy and Change Team in HMPPS Wales. This team is part of the Strategic Support Assurance and Administration Directorate. The team has a broad remit that includes change management, business planning, Welsh policy, risk management and leading on the estates strategy.

Additional Information - This is an exciting project management role working at the frontline of change delivery across HMPPS in Wales (both Probation and Prison) . The postholder will support the Senior Project Manager to manage and deliver change across Wales.

Overview of the job

The Band 7 Project Manager has the authority to run a small project or initiative on a day-to-day basis on behalf of the project board / SRO. They are responsible for ensuring that the project produces the required products within the specified tolerances of time, cost, quality, scope, risk and benefits. For larger projects, they will manage particular aspects of the work / workstreams and report to the Band 8 or 9 Project / Programme Manager.

This could be considered a developmental role for staff who aspire to manage larger projects in their own right at Band 8 or 9 and support will be offered to ensure progression to higher levels.

Summary

The Project Manager will require professional expertise in the effective use of project methodologies and techniques in managing a variety of projects and the day to day delivery of the project team.

The job holder will be responsible for managing the project to support a result capable of achieving the benefits defined in the Business Case.

Overview of the job

This is a non-operational specialist role based within HMPPS in Wales establishment or probation delivery unit, line managed via the Functional Lead: Health, Safety & Fire (HMPPS in Wales), Health Safety and Fire within the HMPPS in Wales HSF Team.

The role supports national plans and systems for the effective management of HSF risk through the provision of first line monitoring and support for establishments/ probation delivery units and by the co-ordination and operation of relevant establishments/probation delivery unit’s administration and management systems.

There are no line management responsibilities.

Summary

The job holder will undertake the role, having access to all work areas, plant and equipment. The post holder will report to the Functional Lead: Health Safety and Fire HSF in the HMPPS Wales HSF Team.

The post is the liaison and co-ordination point for health, safety and fire management in establishments/probation delivery units, providing first line advice, information, administration, training and support to the SMT, managers, staff, prisoners, contractors and visitors.

The job holder will co-ordinate HSF management systems within identified establishment(s)/probation delivery unit(s) in line with national policy, arrangements and standards. Support for other establishments/probation delivery units in HMPPS Wales may be required on an ad hoc basis as required by the Functional Lead: HS&F and/or Regional Services Lead: Estates.
