An exciting opportunity has arisen at the NLMHP for the appointment of a Local Security Management Specialist (LSMS).

The LSMS will be the security management specialist lead, advising and guiding the Partnership on the development and implementation of strategies, policies and procedures designed to maintain or enhance the security and safety of service users, staff and visitors within our sites and services.

As part of the role, the LSMS will develop and implement security related policies and procedures, as well as undertaking audits and risk assessment in both hospital and community settings.

The role will also involve working to introduce violence and aggression reduction standards and practices across the organisation, actively reducing the risk of harm to staff, patients, and visitors. The LSMS will be the Partnership lead in relation to Operation Cavell.

Partnership working will also be a major part of the role, liaising closely with external agencies such as police, prison services, other NHS organisations and linking with individuals with in the Partnership following any reported crimes or acts of violence and aggression. The LSMS will be the MAPPA lead for Camden and Islington boroughs.

To undertake the duties of a Local Security Management Specialist (LSMS) in accordance with directions, advice and guidance laid down by the Department of Health, NHS England, NHS Fraud and Security Management Service and or other NHS regulatory or advisory bodies.

To provide advice, guidance and recommendations on the implementation of security policies and procedures across the NLMHP to maintain or enhance the security and safety of our service users, staff and visitors. To oversee and monitor the operational implementation of these policies and procedures.



To report and give assurance to the Partnership Board, Executive, Audit & Risk Committee and Health & Safety Committee etc that security risks are being managed in accordance with statutory requirements and or NHS guidance. If necessary to raise and escalate security risks that require Executive oversight or action.



To play a critical key role with other senior operational staff in delivery of Operation Cavell, the joint initiative with the Metropolitan Police, CPS and NHS in London to increase prosecutions and convictions of people who assault or abuse NHS staff.



To undertake all security management work in a professional and ethical framework developed and provided by the NHS Security Management Service and additionally in accordance with Partnership Values

The partnership between Barnet, Enfield and Haringey Mental Health NHS Trust (BEH) and Camden and Islington NHS Foundation Trust (C&I) is going from strength to strength since it was originally established in 2021 forming the North London Mental Health Partnership.

In order to meet the needs of the new Partnership services you may be required from time to time to work at different locations to your normal place of work. This may mean that you are required to work at any location that fall under Barnet, Enfield and Harringay Trust and Camden and Islington Trust. The Trust reserves the right to require staff to work at such other places or locations as it considers reasonable and necessary on a temporary or permanent basis.

a. To be the security management specialist lead, advising and guiding the Partnership on the development and implementation of strategies, policies and procedures designed to maintain or enhance the security and safety of service users, staff and visitors within our sites and services.



b. Act as lead for Operation Cavell working with management and staff and undertaking welfare checks with any colleagues who are unfortunately victims of assault, hate crime of other forms of abuse. To support them seeking to minimise the negative impact of their experience and deliver the best possible outcome.



c. To liaise with and provide an interface between colleagues and the Metropolitan Police to ensure that staff receive appropriate support from that service where criminal prosecution or other action is considered an appropriate option. This would include support to ensure statements from victims and witnesses are taken from or received by the police service.



d. Work with management or services to raise staff awareness to the level where all staff would feel confident about reporting any incidents of violence and aggression and hate crime, knowing that it will be taken seriously.



e. Advise and support staff on security matters, both in relation to preventing abuse, violence, and aggression as well as property/asset protection measures.



f. Interpret statutory legislation and advise on the required standards necessary to ensure compliance.



g. Provide specialist advice, guidance, and instruction regarding security issues within the workplace, to ensure that the Trust meets and exceeds the statutory obligations required and achieve high standards of security management.



h. Undertake frequent security risk assessments or audits, crime reduction surveys of Partnership, buildings and services and where necessary, identifying high risk property from datix incident and risk register reports.



i. Develop and maintain Crime and Disorder Partnership, Community Safety and Police relationships.



j. Ensure good working relationships with contractors (estates and facilities) ensuring crime prevention methodology is planned and LSMS has input on all new builds and refurbishment.



k. Implement all LSMS/Missing Persons Alerts to relevant Managers and departments with clear actions.



l. Provide security management reports for all appropriate Partnership governance structures including as required, Trust Board, Executive, Audit & Risk Committee, Health & Safety Committee etc.



m. Maintain a good working relationship with individuals whose role has an impact on the LSMS role (e.g., HR, Risk Management, Local Counter Fraud Specialist, Litigation and Complaints Managers, EPO and H&S) through the designated committees and working groups.



n. Investigate all security incidents in line with security management procedures as and when necessary.



o. Work with CPS and Police on all court cases when dealing with offenders and Trust staff on all prosecutions, seeking redress through criminal and civil justice systems against those who actions lead to the loss of NHS revenue.



p. Develop and liaise with IT, Estates, Procurement, and any other department to ensure all IT and electrical and equipment are either security tagged or marked.



Key Responsibilities in relation to the Camden & Islington part of the NLMHP.



q. Be responsible for overseeing and managing drug dog searches within acute and community rehabilitation facilities.



r. Oversee the disposal of controlled drugs for the Pharmacy department at Highgate Mental Health Centre West.



s. Act as sole point of contact (SPOC) for all criminal matters in or out of the Trust to the Police e.g., Forensic Checks.



t. Act as panel member for both Camden and Islington MAPPA attending and contributing to all meetings as appropriate.



u. To be responsible for managing and overseeing the implementation of the Trust’s CCTV policy and procedures including the process for administering CCTV requests from the Metropolitan Police or internal services where appropriate for evidential purposes.
