CACI is seeking a Document Management Analyst II to work on-site in Washington, DC. in support of the Civil Rights Division, Fair Housing Testing Unit – to coordinate testing activities. Please note this is not a remote position. The selected individual must be able to work onsite at least 2 day a week in Washington, DC

At the Department of Justice, the Housing and Civil Enforcement Section of the Civil Rights Division brings suit on behalf of the United States to enforce the Fair Housing Act, which prohibits discrimination on the basis of race, color, religion, national origin, sex (including sexual orientation and gender identity), disability, and familial status. The Act authorizes the Department to bring suits where investigations yield evidence of a pattern or practice of illegal housing discrimination.

The Fair Housing Testing Program employs various means to accomplish testing in local communities, including contracts with private fair housing organizations and by using non-attorney Department employees throughout the country. The Department employees have been trained to participate as testers. Using these various means, the Fair Housing Testing Program conducts numerous investigations simultaneously at any given time.

• Work with client attorneys and team members to support the DOJ Environment and Natural Resources Division, primarily on Fifth Amendment takings cases, especially Rails to Trails cases.

• Client facing position supporting the DOJ Environment and Natural Resources division, primarily focused on the Rails to Trails takings liability and valuation trials. Tasks include but are not limited to factual and legal research and analysis, including title and deed analysis, case law, statutes, and tax data; mapping or review of the same, identifying parcels on historical maps and assisting GIS contractors; travel to NARA in College Park, MD, and potentially other sites to collect and analyzing factual information from public resources, obtain historical documents, maps, etc.; assisting with brief drafting and cite checking, general research, preparing drafts, assisting attorneys with drafting correspondence, briefs, etc., deposition support, pre-trial and trial support, including identifying, preparing, tracking and presenting exhibits; preparing weekly and/or monthly summary reports detailing cases supported, tasks performed, and tasks planned, preparing case specific reports of research and analysis, attending case meetings, analyzing attorney fees submitted by opposing counsel, organizing the data in an Excel spreadsheet, using macros, and compiling or assisting in compiling objections to submissions on behalf of the United States.

You’ll Bring These Qualifications

• Must have a paralegal certificate. An equivalent level of legal training may be substituted with the approval of the COR.
• Hands on familiarity with ESI tools and knowledge of e-discovery procedures and resources.
• At least two years of litigation paralegal experience required, including cite checking.
• At least one year of experience in automated litigation support.
• Experience in Excel.
• Requires sound working knowledge of federal and state court systems, legal research, and a thorough knowledge of legal research tools such as LEXIS and Westlaw.
• Must have basic legal knowledge, including knowledge of standard legal citation to cite check legal motions and memorandum.

Paralegal Responsibilities for the Special Litigation Section:

In general, the Special Litigation paralegal duties focus upon litigation support as we prepare for large police-misconduct investigations and trials in the coming months.  The assignments evolve and we would like to be able to add complex responsibilities for a capable candidate. Familiarity and experience with Relativity, Excel, JEFS, Word, Zoom, Teams, Power Point, Westlaw for research, and social media are highly prized.  J.D. is not required.  Paralegal certificate required.  We need someone who can work in Washington, DC for 1-2 days per week, but we are responsive to the impact of COVID and will be flexible and consistent with DOJ policy.
