• Overall in-charge of all Technical Staff and to coordinate on Departments’ requirements. Ensure the smooth management and operations of the RP’s facilities such as laboratories, studios, XLC and TRCC.
• Provide direction and co-ordinate all related matters and report to RP on manpower charges and payment claims via monthly reports. This should include:
• Leave plans of Technical Staff and covering arrangements.
• New and/ or rolled over Incident(s) with details and status that had occurred in the preceding month(s) and provide recommendations to resolve the issues.
• In the event where any deployed Technical Staff is absent from duty, the Technical Manager shall be responsible to ensure service standards to RP are maintained by immediately updating RP and providing a suitable stand-in with the relevant skillsets. The C&S Resident Technical Officer (RTO) shall be part of the site supervisory team in providing supervision, inspections and Quality Assurance of the New Canopy Shelter to Existing Bus Gates (C&S and Architectural) works for the project. Applicants should possess the following minimum requirements:

1. Minimum five (5) years of C&S engineering experience in supervising C&S works preferably in hospital, commercial or aviation construction industry, with construction value of the projects in excess of S$1 million;
2. Minimum a Diploma in C&S;
3. Certified RTO Accredited by IES/ACES;
4. Attended the Building Construction Supervisors Safety Course;
5. Experience in the supervision of structural steel construction;
6. Experience with Structural Retrofitting or Strengthening nature of work;
7. Experience in the supervision of reinforced concrete construction and prefabrication works;
8. Experience in architectural finishing/building works;
9. Past experience with projects located within Changi and Seletar Airport will be advantageous; and
10. Good team player with ability to work independently and multi-task;

Key Responsibilities:

• Manage and supervise major construction works in buildings, including services laying and lighting and control systems installation.
• Oversee the installation, maintenance, and operation of airfield lighting systems, airfield control rooms, server rooms, battery/genset rooms, M&E equipment, switch rooms, fire protection systems, and CCTV/security systems.
• Ensure compliance with Singapore standards and regulations, as well as industry best practices, throughout all construction and installation activities.
• Conduct regular inspections to ensure quality control and adherence to project specifications.
• Coordinate with contractors, engineers, and other stakeholders to resolve technical issues and ensure project milestones are met.

• For the proposed Resident Technical Officers (RTOs) for both Land and Marine Works, the minimum experiences are as follows:
• The RTOs shall have at least (3)* years of site supervisory experience with minimum two (2) years in land reclamation, marine construction or coastal development related projects, and accredited by IES/ACES as a RTO.
• Must be literate in English and have adequate knowledge to use computer, reply emails, use computer software, i.e. Microsoft Word, Excel, Power Point, etc.
• The candidate must be able to clear any internal security checks conducted by the Employer and/or Singapore Government. The candidate must possess and demonstrate a track record of being team players with ability to contribute.

Description:

• To take instructions from the Overall Site Project Coordinator.
• To ensure that the Civil, building and its related works are constructed in accordance with Drawings and Specifications and the Building Control Act and Regulations.
• To monitor and report on the progress of civil and structural engineering works.
• To carry out inspection of civil and structural engineering works prior to concreting.
• To supervise concreting/ spalling concrete repair work, hoisting of components and demolition works.
• To carry out checks on compaction and curing of concrete.
• To carry out audit checks on striking of formwork, re-props and removal of props.

• To ensure that structural works (including spalling concrete and structural cracks repair and defects rectification) are carried out in a safe and proper manner.
• To obtain the duly endorsed method statements and drawings for the spalling concrete and structural cracks repair and supervise them accordingly.
• To assist the Site Project Coordinators to conduct inspection of the completed building for Works.
• To carry out audit check on the safety provisions on site.
• To provide feedback on site problems, safety issues, discrepancies and irregularities to the Site Project Coordinator.

Requirement :

• At least 3 years relevant working experience in the supervision of Civil & Structural aspect of works;

Description:

• Monitor progress of work against schedule and inform the Overall Site Project Coordinator /HDB when there is a delay or is behind schedule.
• Supervise all architectural works.
• Provide feedback to the Overall Site Project Coordinator /HDB any discrepancies / problems / irregularities observed that require Overall Site Project Coordinator/HDB’s attention.
• Provide feedback on defects and ensure that defects identified are satisfactorily rectified by Project contractor.

Description:

• Ensure the respective Project contractor conducts conditions survey of all areas affected by the works, prior to commencement of works. The Site Supervisors shall ensure that the conditions survey photographs capture all existing M&E services in the affected areas. The Site Supervisors shall check the existing condition of the M&E services and highlight any issues which require attention to the Site Project Coordinator and HDB e.g., deviation between drawings and
• actual installation, site constraints etc.
• Work with the respective Project contractor to assess any potential service disruption due to the M&E works. The Site Supervisors shall ensure that the Overall Site Project Coordinator, Site Project Coordinators and HDB are informed of such potential disruptions in a timely manner, so that affected residents/ non-residential tenants/ agencies/ public can be notified in advance.
• Ensure that the respective Project contractor updates and submits the status of the shop drawing submission and approval records weekly. The Site Project Coordinators shall send reminder to respective Site Supervisors if there is any overdue submission pending their response.
• Monitor progress of work against schedule and inform HDB when there is delay or progress is behind schedule.
• Co-ordinate with services providers to lay cables / pipework in time to ease construction work (if applicable).
• When applicable, conduct visual inspection on:

- missing fittings and accessories

- alignment of PVC/ metal trunking/ conduit

- conduit routing, joints and connections

- other aesthetic workmanship problems

• Supervise sanitary, water, fire hose reel and gas installation and termination work, including water piping work.
• Inform the HDB on any discrepancies/ problems / irregularities.
• Provide feedback on defects and ensure that defects identified are satisfactorily rectified by the Project contractors.
• To maintain the consistency of the quality, the Site Project Coordinators shall work out the schedule together with the Project contractor on the list of items that require Works Demonstration and witness the demonstration conducted by Project contractor and their respective specialist as per contract requirement.
• Ensure the testing & commissioning procedure carried out correctly by the Project contractor and their Specialist.
• Record and endorse all in-process testing and commissioning has been carried out with signature and date.
• To file the duplicate copy of the signed document in the site filing system.

Job Requirements:

• RTO (M&E) shall be conversant in reading construction drawing and specifications. He must also possess abilities to keep good records of documents for future reference.
• The RTO (M&E) shall possess skills for understanding the whole works sequence, fully understand the impact, to supervise the site works effectively and highlight to the next level, to avoid abortive works.
• Due to the nature of services laying and diversion works, working hours may not be normal working hours or days. The RTO (M&E) is expected to be deployed for work, beyond and/or on non-normal working hours or days, to fulfill the works requirement.
• The RTO-M&E shall minimum possess a Diploma in Mechanical or Electrical Engineering from a recognized Polytechnic or equivalent; he must also minimum possess WSH certification and ensure the works are carried out safely.

Description:

Mechanical Work

• Supply, Installation and Commission (SIC) of brine supply system including pumps and pipe works from TDP to RNDF.
• SIC of screened seawater supply system including pumps and pipe works from TDP to RNDF
• SIC of wastewater discharge system including pumps and pipe works from RNDF to TDP.

Electrical Work

• Modify of 22kV switchgear spare panel to transformer panel at TDP’s 22kV Substation.
• Supply & lay 22kV transformer cable from TDP to RNDF. It includes excavation and reinstatement of roads and reinstatement.
• SIC of a containerized electrical house, from the product range of the manufacturer to house both the new 2 MVA transformer and Low Voltage Switchgear (LVSG)

Requirement:

• The candidates shall have about 3 years of relevant engineering experience as an RTO in the supervision of construction works preferably in water and/or wastewater infrastructure projects, and about 2 years or equivalent, have the necessary certification from BCA for construction supervision works.
• They shall be able to work irregular hours when the need arises.
