Major Duties:

• Responsible for budget formulation, review and execution.
• Prepares local budget instructions/policies/budget analysis/documentation. Monitors trends & reports statistical data.
• Works in conjunction with the Senior Budget Analyst for Budget execution of funds to control points and analyzes trends.
• Conducts analysis, audits and research on current and future cost data.

• Assist in the development , review and execution of the financial plans for the operation of a medical center or other large multi-faceted corporate entity.
• Performs comprehensive examinations of budget estimates and makes recommendations to Senior Budget Officer and Chief Fiscal.
• Communicate with a variety of individuals from varying backgrounds (medical center staff, volunteers, patients, visitors) in a courteous, tactful and respectful manner.
• Render technical advice and assistance in the areas of budget , accounting ,payroll , travel & revenue activity.
• Prepares budget presentations for Budget Summit and provides any other budget analysis/documentation as needed.
• Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives.
• Develop specific objectives and devise new methods, techniques and criteria in relation to acquiring information, analyzing data , modifying systems and developing solutions . Present findings.
• Review and analyze automated financial and performance data to monitor for accuracy, trends and process variation.

A Virtual Medical Manager manages and leads a team of virtual assistants, with the primary role of ensuring congruence between the virtual assistant’s performance and the clients’ expectations.

TASKS;

• Managing the day-to-day planning, operations, and problem-solving of a team of Medical Client-VA pairs to meet with required targets set by clients as a Virtual Medical Manager

The Workforce Lifecycle Systems Branch (WLSB) delivers operational support and provides oversight to critical HR systems. The branch has two sections, each managing an array of HR systems and initiatives that empower the employee journey at the NIH.

• The Talent Management Systems Section (TMSS), works with OPM, NIH administrative communities and OHR partners to provide project management, support product improvement, and training for HRIT systems and tools used for: recruiting, evaluating, assessing, certifying, selecting, hiring, and onboarding the unique talents that support the NIH mission.
• The Core Systems Section (CS) works with CIT, NIH administrative communities and OHR partners to
  provide project management, product improvement, and training for Enterprise HRIT systems and
  tools.

• Participate in the planning, development of policy, evaluation and coordination of NIH human resources programs through project assignments and membership on task forces and committees.
• Provide technical support for existing systems.

Duties include, but may not be limited to the following:

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.
• Performs other duties as assigned.
