Selected Physician will serve the Veteran populations at both the Hyannis and New Bedford Community Based Outpatient Clinics (CBOCs), requiring travel between the two Facilities.

The Staff Physician (Family Medicine | Internal Medicine | Primary Care), is responsible for maintaining professional, technical and administrative knowledge, competencies and skills to provide effective, timely, quality responses to patients' health care needs. The Primary Care Physician is responsible for the Veterans enrolled in his/her PACT.

The Boiler Plant Operator uses manual and automatic controls to operate the Boiler Plant in the Operations Section of Facilities Management Service at the Lyons Campus. Performs all duties required to maintain the safe and efficient operation of a high-pressure steam boiler plant and performs all preventive maintenance duties, adjustments and corrective actions as required and necessary.

The Boiler Plant Operator performs all duties required to maintain the safe and efficient operation of a 3500-horsepower high-pressure steam boiler plant, operating steam pressure of boilers between 100 and 135 psi, consisting of five (5) 700-HP fire tube boilers (with economizers) automatic and. manually fired combination oil and natural gas burning. The total capacity is 120, 750 lbs. /hr. with an average output of 40,000 to 45,000 lbs. /hr.

The Incumbent performs all preventive maintenance duties, adjustments and corrective actions as required and necessary. The incumbent operates the feed water system, the steam system, domestic water, natural gas, fuel oil, and local control panels at each individual boiler and the main control panel with plant and boiler master controls along with all associated transmitters and recorders. The Incumbent operates systems and related components. Operations of the feedwater system consists of backflow preventers, water softeners, make-up tank, transfer pumps, a 100,000 lbs./hr. Deaerating Feedwater Heater and feed water pumps. The domestic water system includes a plant water softening system. The chemical feed system includes batch tanks, chemical storage tanks and chemical feed pumps. MAJOR DUTIES ADMINISTRATIVE OVERSIGHT/OFFICE ADMINSTRATION - 65 PERCENT

The Supervisory AO performs administrative tasks at an independent level that is supportive and contributes to the overall functioning of the MHSL. The Supervisory AO is able to coordinate the large variety of administrative tasks expected of the MHSL direct care providers, support staff, supervisors, program directors and service line chief. The Supervisory AO engages collaboratively with MHSL and other Medical Center staff daily. The Supervisory AO provides consultation and guidance on matters that improve effectiveness, efficiency and access for Veteran to Mental Health services. These matters include but are not limited to assisting MHSL staff to review and analyze data and prepare reports and presentations. The Supervisory AO utilizes organizational skills and reporting mechanisms to develop effective and reproducible systems to manage items such as Task/Action Items and MHSL inventory. The Supervisory AO works effectively with the Quality Management service and other internal stakeholders to operationalize best practices and remain compliant to accrediting bodies. • Develop policies and procedures to assure effective management, ethics, safety, communication, and quality within the section and between Primary Care and other services as appropriate.
• Must demonstrate knowledge and skills in interpersonal relations through appropriately and courteously relating to internal and external customers.
• Must have ability to work collaboratively with HAS and Nursing Management
• Must demonstrate ability to lead Process/Performance Improvement (PI), and quality assurance initiatives in primary care.
• Positively support the goals of the Primary Care Services, the mission of the Hospital and the VA Health Care System.
• Maintain and promote high ethical, clinical, and administrative standards that are carried into the decision-making process.
• Responsible for developing both long- and short-term plans for his/her Section giving special consideration to the integration of the Primary Care Services programs within other Extended PACT services to ensure an interdisciplinary approach.
• Makes recommendations to the Chief, and Assistant Chief, of Primary Care regarding all resource management issues, including equipment, space, educational opportunities etc.

Major duties include but are not limited to:

• Performs the administrative and personnel management functions relative to staff supervised.
• Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
• Observes workers' performance; demonstrates and conducts work performance critiques.
• Provides informal feedback and periodically evaluates employee performance.
• Resolves informal complaints and grievances.
• Develops work improvement plans, recommending personnel actions as necessary.
• Provides advice and counsel to workers related to work and administrative matters.
• Effects disciplinary measures as appropriate to the authority delegated in this area.
• Reviews and approves or disapproves leave requests.
• Assures that subordinates are trained and fully comply with the provisions of the safety regulations and with VHA Scheduling Directives 1230, 1231, 1232
• Plans work to be accomplished by subordinates; set and adjust short-term priorities and prepare schedules for completion of work.
• Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
• Receives and relays incoming and outgoing telephone and intercom messages.
• Receives and responds to unclear inquiries from patients concerning a variety of medical, personnel, and administrative matters.
• Receives and directs patients and visitors, answers routine inquiries and obtains necessary record information prior to patient's visit.
• Makes patient appointments and/or makes or assists in making the determination as to the patient's eligibility for benefits.
• Receives, schedules, and routes patients applying for care.
• Receives new and recurring applications for care.
• Procures data from official records, verifies information contained in the application.
• Enters no-show information for patients who fail to report for scheduled appointments, rescheduling patients as directed by the physician.
• Determines the nature of the patient's medical care needs, questions, or complaints and answers questions, provides information, gives guidance, and initiates action as appropriate.
• Maintains contact with medical and clerical staff in various clinics and wards to resolve delays and misunderstandings in the medical administrative aspect of providing medical care.
• Responds to technical questions regarding patient rights and responsibilities and medical eligibility for care.
• Serves as key member of the patient care team providing crucial administrative advice and guidance.

Duties include but are not limited to the following:

• Daily responsibilities include collecting, compiling, and tracking data and statistical information in support of Veteran Transportation Service (VTS).
• Performs a basic analysis of the data and generates a variety of reports.
• Collates in-coming data from a variety of sources.
• Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate. Enters pertinent information into an automated tracking system.
• Receives DSS extracts to verify that the workload being captured in DSS is correct.
• Maintains automated system of program-specific data to track items such as service project milestones, progress reports, clinic trends, program trends, performance measures, compliance strategies, etc.
• Interacts with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers.
• Coordinates service practices that decrease waits and delays for patients in all specialty areas.
• Plans consult processing flow to ensure veterans receive consultation services in a timely manner. Utilizes the Veterans Health Information System & Technological Architecture (VISTA), Computerized Patient Record Systems (CPRS) or SharePoint Consult/Request Tracking System in processing internal consultations.
• Provides procedural support in administering quality monitors to be utilized in the internal consultation process to measure the success of efforts to provide seamless care and to support the education of staff in the proper use of the electronic record, to include internal consultation processes.
• Assists the Mobility Manager in planning and directing programs that provide VTS support services functions.
• Reviews workload types in Veteran Transportation Service e.g. outpatient clinic visits, surgical admissions.
• On a daily basis validate program workload and ensure reporting is accurate.
• Responds to "action required" notifications, insuring the primary providers are correct. Coordinates the day-to-day operation of VTS program flow, processes and functions.
• Provides technical and management guidance necessary to achieve the optimum use of service resources.
• Plans and provides support services in the following types of program areas: electronic records management; driver scheduling setup & management of program; space utilization services.
• Provides advisory services to the Mobility Manager regarding the requirements and implications of the office services provided.
• Provides advice to operating managers and supervisors on how provided services can assist in accomplishing their missions and programs.
• Performs other related duties as assigned.
