• Provide oversight of all aspects of the laboratory’s quality management system to ensure conformance to requirements described in the quality management system chapter of the clinical laboratory practice standards.

Requirements

• Resides in Singapore during the appointment as Medical Director.
• Fully registered medical practitioner with Singapore Medical Council (SMC) and hold a valid practising certificate
• Registered as a specialist in Pathology with the following qualifications:
• A pass in the Fellowship of the Royal College of Pathology Part 1 and Part 2 examinations or other equivalent exit examinations from a professional board approved by the Director-General; and
• At least 5 years of work experience in a clinical laboratory licensed under the Private Hospitals and Medical Clinics Act 1980 or in the provision of a clinical laboratory service licensed under this Act, or another equivalent clinical laboratory outside of Singapore approved by the Director-General.
• Shall spend a minimum of 8 hours per week on site to direct and supervise the technical performance of the staff and be readily available for in-person or electronic consultation to the laboratory’s staffs. At all other times, the CGO is required to be accessible, which means always being contactable while the service is being provided, to oversee the service and provide directions/advice as appropriate.

Overview

Under the National University Healthcare System, the department is setting up the NUHS Institute of Clinical Quality and championing clinical quality and patient-centred care across the Group. You will support the functions of the department in the developing, implementing plans and initiatives to achieve quality and patient safety across the cluster. In carrying out the various duties, you will be required to work very closely including with the senior management, medical professionals, administrators, support staff and related external stakeholders.

The incumbent is to oversee the smooth operations and quality initiatives of the department and, the deputy director has a very important role to keep the office running and ensuring it achieves its objectives.

Job Responsibilities

• Works closely with and assists the HOD to oversee the strategic plans of the office and translate goals into action items.
• Develop and implement strategies for improving patient experience and service quality
• Oversee the strategic framework and keep track of progress of programmes in all the strategic fronts across the cluster.
• Monitor the finances of the office and take charge of all official interactions with external partners, stakeholders, and vendors.
• Manage the performance matrices and BSC commits.
• Responsible for the office communications by helping to curate communications from the office and work closely with the group and institutional communication leads.
• Manage and lead other projects where assigned.

Job Requirements

• Bachelor’s degree, preferably in a healthcare related discipline. Master’s degree strongly preferred.
• Minimum 15 years of relevant work experience in related organisations in large scale project coordination work.
• Good organizational development skills and preferably with good knowledge of the public healthcare setting, experience and familiarity is an important and useful attribute
• Relevant communications experience (preferably in healthcare setting) is an advantage.
• Proven people management experience with excellent interpersonal and communications skills, particularly in written communications.
• Ability to think and work strategically.
• Ability to multi-task in a fast changing environment and work under tight timelines.
• Excellent knowledge of MS Excel, MS Powerpoint tools for data analysis, building charts, etc.
• Good numerical sense with analytical skills, meticulous and a strong problem-solver.

The Associate Medical Director will be expected to display the Trust values at all times. They will work as part of the collective leadership team which will ensure that effective and safe patient care is delivered in a person-centred manner ensuring that decision making is as close to the patient as possible. The Associate Medical Director will be working within a care group model as part of a collective leadership team (CLT), working to organisational requirements whilst influencing areas of direct operational managerial responsibility and clinical pathways with a proportionally shared accountability and responsibility for the quality delivery of services. Within the team, they will be the senior professional lead for doctors within their service with professional responsibility for standards of medical practice across all inpatient and Community teams. They will also lead on quality and safety developments across services. The Associate Medical Director and the CLT will provide a visible, accessible and authoritative presence in clinical areas upon which service users can rely to ensure that the fundamentals of care are right. The post holder will support the Lead Psychiatrist to provide professional advice on medical matters with responsibility for leading the medical workforce in their specialty or specific area of responsibility, ensuring continuous professional developments and clinical supervision practices and structures are in place and accessible for all doctors. Working closely with the CLT, they will ensure the provision of services within an integrated governance framework that is safe, effective and efficient and maintains standards against a broad range of local, national and statutory requirements and policies. In addition, they will support the Lead Psychiatrist to facilitate all doctors to be adherent with the professional fitness to practice obligations in line with GMC revalidation requirements. Act as the link between the services and the Medical Directorate in relation to specific areas of responsibility including workforce planning and performance management. The Post Holder, with Lead Psychiatrists, will take medical responsibility for attending relevant governance groups within their CLT ensuring there is a consistent approach to high quality, compliant, safe and effective practice. The Post Holder will be responsible for the line management of all medics within their Care Group specialty. They will also support the Lead Psychiatrists in providing professional supervision, guidance, and the completion of job planning. The AMD will participate in meetings for, and jointly sign off, the job plan for Multi-Professional Approved Clinicians. The role will act as a conduit between those responsible for the delivery of medical education in their Care Group and the Associate Director of Medical Education. The post holder will be committed to ensuring the provision of excellence in person centred care that will include the promotion of recovery, social inclusion and normalisation across all areas of psychiatry in the care group. This will be facilitated by close working with AMDs in other specialties and the specialty Clinical Networks. They will deputise for the Group Medical Director at relevant forums both internally and external to the Trust as required and act as a strategic lead as necessary in areas of service delivery and development from time to time. In all of the above the post holder will be expected to act collectively, collaboratively and effectively within all portfolio areas and to be able to challenge current thinking positively and creatively in order to continuously improve policy and operational working practices.
