Institutional Credit Management (ICM) is an in-business and first Line of Defense (1LoD) function within Citi dedicated to end-to-end wholesale credit risk (WCR) management. ICM covers numerous products, regions and lines of businesses (LoBs) – all while providing the controls and support necessary to help reduce Citi’s risks.

The ICM In-Business Quality Assurance (QA) function verifies that established standards and processes are followed and consistently applied. This role reports to the In-Business QA– Global Corporates Regional Lead

Key responsibilities include:

• Support the Regional Leads of In-Business QA in implementation and ongoing delivery of a robust Quality Assurance function in accordance with the coverage universe

• Provide effective credible challenge during QARs to Business Region Heads and Portfolio Managers, as regards to credit reviews and process adherence to ensure that weaknesses in such processes are identified and escalated as appropriate
• Support with the aim to ensure wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework
• Under the supervision of the Global Corporates QA Head, support execution of the following:

• Consistent and objective assessments during QARs, covering Institutional and Commercial Banking in Taiwan
• Subsequent follow-up on corrective actions that were raised during QARs            
• Assist in preparation of Quality Assurance Reports to WCR management that communicate and measure results and identify negative trends and potential solutions

• Constant interaction with the respective Underwriting and 1LOD functions, to ensure that quality assurance protocols are adequate for all portfolios
• Support in the establishment of WCR In-Business QA policies, procedures, risk assessment and controls to drive effective QA coverage and standards
• Support Global Corporates Functional Head to stay abreast of relevant changes to rules/regulations and other industry news including regulatory findings
• Support the Head of WLCR IBQA on internal projects and initiatives
• Support ICM Voice of the Employee (VOE) initiatives

Skills/Competencies: 

Quality Assurance: 

• Demonstrable strong assurance experience, including 8-10 years in corporate banking, credit risk management, internal audit, loan review or quality assurance review function at an investment or large commercial bank
• Knowledge of Wholesale Credit Processes and organizational awareness, portfolios, and processes
• Understanding of policies and procedures with the ability to execute change seamlessly

The role of Citi’s Institutional Credit Management (ICM) function is to provide integrated, end-to-end, management of wholesale credit and counterparty risk within the first line of the bank.  Wholesale Credit Risk In-Business Quality Assurance is an integral part of the ICM organization. 

The Wholesale Credit Risk In-Business Quality Assurance function (In-Business QA) verifies that established Standards and Procedures for Wholesale Credit Risk management are followed and consistently applied across first line of defence. WCR In-Business QA staff are independent of the activities performed by WCR first line businesses that they review. Quality Assurance activities are performed on controls after the completion of Wholesale Credit Risk activities by the first line. Management uses the results of the Quality Assurance Reviews (QARs) to assess the quality of the group's policies, procedures, programs, and practices as relates to the management of Wholesale Credit Risk. The results from the QARs help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

This role reports directly to the Co-Head of In-Business QA Methodology and is part of the wider WCR IBQA Practices Team which manages the methodology, process, technology, reporting and governance infrastructure of the In-Business QA function.

Key responsibilities include:

• The overall objective of this role is to help define and implement the QAR Procedures and Methodology to provide reasonable assurance to various stakeholders that the In-Business QA function:

• Performs QARs in accordance with In-Business QA Standard, Procedure and Methodology Manual

• Is perceived by those stakeholders as adding value and improving conformance with Wholesale Credit Risk Standards and processes across the first line of defence

• Responsible for the development and implementation of methodology guidance and tools specific to Data Testing, that form the basis for rigorous and comprehensive end-to-end processes for In-Business QA to execute data testing as part of QARs on WCR activities within the first lines of defense, which contribute to the buildout of a best-in-class In-Business QA function

• Manage WCR In-Business QA policies, procedures, risk assessment and controls, bringing a systematic, disciplined approach to drive effective QA coverage and standards. Promote knowledge sharing and innovation; promulgate best practices across In-Business QA.

• Lead ongoing and periodic assessment of the quality of the Data Testing within QARs performed by the In-Business QA team with the aim of continuous and timely improvement of technology, processes, and procedures with consideration of:

• Identifying process improvements from the reviews of data testing work papers completed in the QARs

• Feedback from IBQA staff and key business stakeholders, where relevant

• Lead in collaboration, provide oversight, consultation and guidance over the assessment of Methodology related questions from In-Business QA staff performing data related testing within QARs.

The role of Citi’s Institutional Credit Management (ICM) function is to provide integrated, end-to-end, management of wholesale credit and counterparty risk within the first line of the bank.  Wholesale Credit Risk In-Business Quality Assurance is an integral part of the ICM organization. 

The Wholesale Credit Risk In-Business Quality Assurance function (In-Business QA) verifies that established Standards and Procedures for Wholesale Credit Risk management are followed and consistently applied across first line of defence. WCR In-Business QA staff are independent of the activities performed by WCR first line businesses that they review. Quality Assurance activities are performed on controls after the completion of Wholesale Credit Risk activities by the first line. Management uses the results of the Quality Assurance Reviews (QARs) to assess the quality of the group's policies, procedures, programs, and practices as relates to the management of Wholesale Credit Risk. • The overall objective of this role is to help define and implement the QAR procedures and Methodology to provide reasonable assurance to various stakeholders that the In-Business QA function:

• Performs QARs in accordance with In-Business QA Standard, Procedure, and Methodology Manual

• Is perceived by those stakeholders as adding value and improving conformance with Wholesale Credit Risk standards and processes across the first line of defence

• Proactively identify areas of potential enhancement of In-Business QA Methodology and QAR process.

• Manage WCR In-Business QA policies, procedures, risk assessment and controls, bringing a systematic, disciplined approach to drive effective QA coverage and standards. Promote knowledge sharing and innovation; promulgate best practices across In-Business QA.

• Conduct ongoing and regular assessment of the quality of the QARs performed by In-Business QA team with the aim of continuous and timely improvement of technology, processes, and procedures with consideration of:

• Identifying process improvements from the reviews of work papers completed in the QARs

• Provide feedback and contribute to enhancement of training required to In-Business QA staff, where relevant

• Collaborate, provide oversight, consultation, and guidance over the assessment of methodology related questions from In-Business QA staff performing the QARs.

• Help drive technology solutions to support QAR activities

• Stay abreast of relevant changes to rules/regulations and other industry news including regulatory findings and proactively assess the impact to In-Business QA Methodology.

• Contribute in providing ongoing and timely feedback and coaching of In-Business Quality Assurance staff to sustain a strong control culture and an unwavering commitment to excellence in execution of QARs.

• Act as a change agent coaching staff within In-Business QA on areas with noted deficiencies and sharing any observed methodology best practices

• Travel (less than 10%)

Knowledge/Experience:

• Demonstrable assurance experience, including 3-5 years in banking, credit risk management, internal audit or risks and controls.

• Strong knowledge of risk management and control frameworks obtained through experience in large financial organizations.

• Knowledge of Wholesale Credit Processes and organizational awareness, covered portfolios, and processes

• Proficient understanding of QA policies and procedures with the ability to execute change seamlessly

• Knowledge and experience on designing and implementing robust Quality Assurance framework, from developing risk assessment, creating scripts and procedures, development of housing infrastructure and database maintenance, creating reporting templates for observed findings and trend analysis, and continuous improvement

Knowledge/Experience:

• Demonstrable data gathering and analysis experience, including 3 to 5 years of experience in reporting functions, issue identification, report development and / or quality assurance and quality control.

• An understanding of risk management and control frameworks obtained through experience in large financial services organisations.

• An understanding of QA policies and procedures.

• The ability to help develop and execute change programmes.

• A grasp of issues identification, documentation and remediation within the Quality Assurance process.

• Proven ability to design and produce complex reports.

Institutional Credit Management (ICM) is an in-business and first Line of Defense (1LoD) function within Citi dedicated to end-to-end wholesale credit risk (WCR) management. ICM covers numerous products, regions and lines of businesses (LoBs) – all while providing the controls and support necessary to help reduce Citi’s risks.

The ICM In-Business Quality Assurance (QA) function verifies that established standards and processes are followed and consistently applied. ICM Management uses the results of the quality assurance reviews to assess the quality of the group's policies, procedures, programs and practices as relates to the management of wholesale credit risk. The results help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

The ICM Head of In-Business Quality Assurance reports results of Quality Assurance Reviews (QARs) providing feedback, insight, and observations on any deficiency and areas of improvement, engaging with the management of the respective ICM business area, Independent Risk and critical stakeholders and regulators. 

This role reports to the ICM In-Business Quality Assurance – Credit Processes Lead

Key responsibilities include:

• Support Credit Processes Leads and Function Head in executing the quarterly reviews by conducting process and file reviews.
• Assist in providing effective credible challenge during QARs to Portfolio Managers, as regards credit processes quality (loan booking, legal documentation, collateral valuation) to ensure that weaknesses in such processes are identified and escalated as appropriate
• Support with the aim to ensure wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework
• Under the supervision of the In-Business Quality Assurance CP Lead, support execution of the following:
  • Consistent and objective assessments during QARs
  • Ensures controls are operating in compliance with prescribed policies and procedures
  • Subsequent follow-up on corrective actions that were raised during QARs            
  • Assist in preparing quarterly reports to ICM business management that communicate and measure results and identify negative trends and potential solutions
• Assist in other QARs across WCR In-Business QA as required
• Assist WLCR In-Business QA function in the establishment of In-Business QA policies, procedures, risk assessment and controls to drive effective QA coverage and standards
• Support the Credit Processes Function Head for In-Business QA on internal projects and initiatives
• Support ICM Voice of the Employee (VOE) initiatives
• Travel (less than 10%)

Knowledge/Experience:

• Quality Assurance experience, including 8-10 years in wholesale banking credit operations, credit risk management, internal audit, loan review or quality assurance review function at an investment or large commercial bank
• Understanding of Wholesale Credit Processes, portfolios and processes
• Understanding of risk management and controls frameworks related to wholesale lending credit risk management or another financial risk discipline
• Reasonable grasp of the markets and lending wholesale credit risk covered process, to evaluate findings within the Quality Assurance process, determine materiality, and partnering with in-line makers and checkers for ongoing improvement, problem detection, and sustainable remediation
• Ideally, credit operations background, with experience on day-to-day credit support functions associated with loan processing, legal documentation, collateral valuation and stress testing
• Understanding of QA policies and procedures with the ability to execute change seamlessly
• Strong awareness and adherence to the control environment including Quality Assurance
