We are looking for a Senior Health, Safety and Welfare (HSW) Practitioner with proven experience in the Health and Safety field.

The post holder will support the Health, Safety and Welfare Manager in driving health and safety compliance efficiently and effectively by providing specialist advice, guidance and support throughout the organisation.

The Senior HSW Practitioner will carry out a diverse range of tasks as required to support the team in maintaining the Health and Safety Management system. This will include the management of service risk assessments, developing and delivering relevant training packages, supporting managers through the Incident Investigation process, and attending meetings and working groups to provide specialist and legislative advice.

Some of the things you will be doing:

Provide professional advice, guidance and support on all matters relating to health, safety and welfare, to assist the HSW Manager, Senior Leadership Team, line managers and employees across AF&RS to discharge their legal obligations under Health & Safety Legislation.

Acting as Deputy to the HSW Manager, you will support the leadership of the function, directly line manage some team members, and oversee the team in the HSW Manager’s absence.

Lead the development, implementation, monitoring and review of our health and safety management system, identifying any potential gaps or inconsistencies in compliance, and undertaking or assisting with system audits and workplace inspections.

We are looking for a hands-on individual with a passion for maintenance & repair! You will be providing an invaluable repair, inspection and maintenance role to Avon Fire & Rescue Service’s fleet of vehicles and equipment - ensuring they can remain on the road and support your local community.

Some of the things you’ll be doing

• Carry out minor repairs to vehicles, plant and equipment as required, which may include jump-starting vehicles, replacing mirrors, fuel connections or small electrical faults.
• Carry out maintenance checks and top-up fuel, oil, water and other fluid levels to the required level. Maintain any associated records as directed.
• Conduct acceptance testing on specialist vehicles/equipment before collection and return to and from Fire Stations
• Carry out inspections of ladder gantries, completing preventative maintenance and repairing ladder gantries, on occasion working alone on station.
• On occasion, and under supervision, take the bowser to the operational fireground, decanting into other bowsers in a safe manner, and liaising with the control point of the operational fireground, refuelling appliances in situ. Be responsible for calculating and recording fuel issued, including accurate fuel readings, until the incident is complete.
• Carry out standard tests on operational equipment or appliances at the Workshops, and on kitted reserves to ensure they are all in working order and ready for operational use. Report any faults or issues of concern to the Supervisor and maintain appropriate records.
• Assist Workshop staff by collecting and delivering spares, fire appliances, workshop vans or other ancillary vehicles and equipment from Fire Stations and suppliers.

What we’ll need from you

• Basic mechanical or technical experience in maintaining and repairing equipment – this could be either commercial or domestic (e.g. domestic experience within your own home/own equipment)
• Current UK driving licence
• Willingness and aptitude to learn how to operate specialist fire service equipment e.g. Turntable Ladders, Salamandre Foam Equipment, Command Fire Apparatus, Welfare and Urban Search and Rescue (USAR) units, Hovercraft, Trailers, and Vehicles.
• Willingness and aptitude to undertake specialist training e.g. Hook Lift Training and any associated driving/training assessments
• Ability to work as an integrated member of a skilled team and adapt/flex when needed to changing priorities
• Computer literacy with basic keyboard skills including data input and use of software packages.
• Ability to communicate effectively to a range of customers/end users – always promoting a positive image
• Attention to detail to ensure accuracy when maintaining/updating records.
• LGV ‘C’ class driving licence (desirable)
• Vehicle Towing Licence B+E (car + trailer) with demonstrable experience (desirable)
• Fork-lift licence (desirable).
• Previous experience in a workshop environment (desirable)

Summary of role

This is a unique and rewarding opportunity for someone who has a passion for working in their local community. You will deliver a truly rewarding service seeing the immediate value of your role supporting the most vulnerable people in your area.

You will provide bespoke safety advice and services to reduce fire death and fire related injuries, and thereby contribute to the general health and wellbeing of vulnerable groups. You will increase the fire and other safety awareness within these groups through education and the provision of safety information, smoke alarms and other specified safety equipment.

Some of the things you’ll be doing

• Conduct Home Fire Safety Visits providing advice and guidance on all aspects of fire safety. Ensure consideration is given to other aspects of safety and that occupants are enabled to access appropriate support to maintain their health and wellbeing.
• Assess the home and provide suitable alarms/detection systems and assistive technology to enhance the safety and wellbeing of the occupant/s.
• Fit and test smoke alarms of a variety of designs in the homes of a diverse range of people, particularly the more vulnerable including those with sensory deprivation. Provide follow-up advice and support where necessary to ensure the equipment is being used correctly.
• Accurately record key information relating to each visit and where necessary produce detailed reports for relevant agencies to ensure effective outcomes for vulnerable people.
• Gather information to assist operational crews in the event of an incident at an identified risk premises.
• With consideration to safeguarding legislation, where potential signs of abuse and /or neglect are identified, record relevant information accurately and alert the appropriate local authority team to enable further action to be taken.

What we’ll need from you – Essential

• Experience of working with vulnerable individuals and groups, along with a sound knowledge of the variety of issues that may affect these groups.
• Knowledge of agencies within the geographical area who can provide further support to vulnerable people.
• An understanding of home fire safety requirements and related issues, or willingness and ability to learn rapidly upon appointment.
• Proven ability to communicate effectively at all levels, verbally and in writing, and to deal with individuals in a sensitive manner. Able to relate effectively to all personnel and members of the public, especially those from vulnerable groups including the elderly and those with sensory or other impairment.
• Able to plan, organise and prioritise own work to meet objectives.
• A current driving licence (category B) which permits driving a manual vehicle
• Able to plan, organise and manage own work loads.
• Able to work effectively both individually and as part of team.
• Computer literacy
• Recent experience of working with disadvantaged groups, vulnerable people working in a Fire Service is desirable.

Role Summary

To develop home safety visit referral mechanisms through partnerships with agencies and groups who have contact with vulnerable people in the community.

To support these partnership arrangements through relationship management and the provision of guidance and training.

What you'll be doing

• Identifying vulnerable target groups who would be at considerable risk should an unwanted fire start in their home.
• Identify and develop partnerships with third party organisations (statutory and voluntary) who will have contact with these groups
• Provide partners with relevant training and resources to enable them to make referrals to AF&RS for home safety visits. Monitor the activity of all referring partners, and address any concerns or issues.
• Review and record referring partner arrangements (at least annually). Carryout quality assurance of referrals to ensure the correct level of home safety visit is provided.
• Maintain effective communication with internal and external stakeholders.
• Work with internal teams to ensure the effective use of our resources and the best outcomes for vulnerable people.
• Provide community partnership set-up advice and assistance to internal teams to enable them to effectively engage with partners and deliver projects associated with vulnerable people
• Record, monitor and evaluate information and basic statistics relating to the work of this post, and prepare reports as required.
• Carry out role-related project work as required

What we'll need from you
• Experience of working with vulnerable people and/or associated community groups and agencies in a sensitive and supportive manner.
• Knowledge and understanding of issues and specialist equipment relating to vulnerable people.
• Knowledge and experience of creating and maintaining partnerships with relevant agencies and support groups.
• Able to communicate effectively at all levels and to establish and maintain relationships
• Experience of conducting presentations and communicating specific information to groups.
• Knowledge of home safety and risk assessment (additional training will be available).
• Computer literate with a basic working knowledge of MS Word and Excel. Familiarity with PowerPoint would be an advantage
• Excellent time management and organisation skills, with the ability to prioritise, use initiative and work with minimal day to day supervision
• Able to work effectively as part of a team
• Highly motivated and committed to improving the safety of the most vulnerable people in the community
• Knowledge of relevant legislation (eg. Equality Act)
• Current full driving licence
