The Supervisory Projects Engineer is a key engineering advisor reporting directly to the Chief of Engineering Service. The Supervisory Projects Engineer is a responsible leader and a member of the Engineering management team and is relied on for authoritative advice on all aspects of design and construction matters. This position provides matrix management support and technical expert consultation to the Chief of Engineering Service for all issues relative to the areas listed above. The Supervisory Projects Engineer makes recommendations to the Chief of Engineering for final approval, and has responsibility and accountability for all aspects of the Medical Center Design and Construction program and oversight. Engineering Project Management and Administration

• Responsible for the planning, organizing, directing, evaluating, and management processes for the Engineering Service Project Section that includes setting qualitative and quantitative standards.
• Within Projects Section, the Supervisory Project Engineer manages human resource functions such as hiring, performance, training and development.
• Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
• The Supervisory Project Engineer is a member of and participates on station, VISN, and national committees and work groups.
• Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects.

• Receive administrative direction from the Chief, Engineering Service with assignments in terms of broadly defined project related functions.
• Responsible for the implementation of the Medical Center's capital improvement program.
• Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Conducts site visits.
• Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineer, program analysts and program specialists.. Provides technical resource information to engineering subordinates.
• Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments.

• Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Engineering Section.
• Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH).
• Provides for the financial management of the project section. This includes budget formulation and justification for projects, garnering approval, and execution within budgeted amounts; financial management; and financial reporting.
• Maintains awareness of and information about the overall status of financial resources for projects with respect to established budgets in order to react to changing situations with timely recommendations. Assists the Chief Engineer as needed in defending the budget before senior level management. Interacts and negotiates regarding adjustments or reprogramming in support of project changes or requirements.
• Plans and/or accomplishes special projects as required. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for the Chief of Engineering Service.

Specific duties include:

• The formulation of Policy and Practices requires the Loan Specialist toformulate and recommend policies, plans, procedures, regulations, and standards concerning (1) guidance to program participants and VA personnel relating to servicing and termination of mortgage loans guaranteed, insured, or made by VA; (2) determination of the Government's liability under its guaranty; and (3) disposition of obligations due to the Government by veterans and other obligors following loan termination.
• Administration and application of loan policyrequires the Loan Specialist to review, analyze, and address individual servicing, liquidation, and claim cases. These are highly complex, potentially precedential, and must comply with and compliance with 38 CFR 36.4320 and the Paperwork Reduction Act of 1995.
• Administration of VALERI component applications and data analytics requires the Loan Specialist to perform specific administrative functions which contribute to the overall maintenance of configurable settings in the loan servicing system, collaborating with Loan Administration, LGY system owners, and contractors to document and support proposed system changes to cost, time, and the overall solution. Major Duties:

  • Responsible for data collection, analysis, and reporting for the assigned Sub-Specialty Section.
