This position is in the Office of the Assistant Attorney General (AAG) for the Antitrust Division of the Department of Justice in Washington, D.C. The incumbent serves as Director of Litigation reporting directly to a Deputy Assistant Attorney General. The incumbent provides executive leadership over, and exercises assigned authority for, the planning, direction, timely execution, and evaluation of ATR's Litigation Program. The incumbent also oversees and manages civil and criminal litigation strategies and tactics across the Division's cases.

Major duties and responsibilities include, but are not limited to:

• Serves as advisor on both civil and criminal litigation to the DAAG, Litigation, Assistant Attorney General (AAG), Principal Deputy Assistant Attorney General (PDAAG), DAAGs, and Chiefs, Assistant Chiefs, and staff in the Division's litigating sections and offices.
• In partnership with the civil and criminal enforcement programs, reviews the preparation of memoranda outlining the factual and legal issues involved in civil and criminal matters and the collection of evidence; oversees the selection and examination of witnesses, the preparation of briefs, motions, and other required legal documents for civil and criminal matters; and allocates the litigative resources that will be required for assigned civil and criminal matters and how they are to be utilized.

As a Supervisory Intelligence Research Specialist, you will:

• Direct the group's production of strategic and or long-term intelligence products that identify and analyze information on foreign terrorist groups, WMD proliferators, criminal and rogue regime networks, and other entities and topics of US national security interest to assess implications for U.S. interests and opportunities for U.S. policy.
• Balance competing priorities and maintain adequate production pace regarding the production of assigned projects.

He/She serves as a member of the Leadership Team of the Africa Center for Strategic Studies and as such represents and interfaces with members of the diplomatic community, colleagues and students at the National Defense University, and other key stakeholders in the U.S. Government and elsewhere.

• The incumbent supervises the CAA team to recruit and manage participants for all academic and outreach programs, maintain participant and alumni databases, sustain alumni relationships, support alumni community chapters, and build networks with US Embassies and US government stakeholders necessary to manage the Africa Center's participant affairs. Develops internal operating procedures, checklists, milestones, and metrics for the CAA section to effectively plan and coordinate across Africa Center sections to execute program requirements. The Deputy Director, PMD, serves as the Department's chief oversight manager for approved DOE loan guarantees, and directs the organizational activities of the division. The Deputy Director, PMD, exercises management authority over the life cycle of an approved loan subsequent to financial close through the final payment of the guaranteed debt obligation or expiration of the loan guarantee. This oversight responsibility is expected to evolve over several decades as approved projects move from design, engineering, and construction phases into operating phases of the project life cycle.

Establishes PMD processes and oversight requirements for portfolio management and project oversight, including the development of Credit Monitoring Plans (CMPs), which provide the guidance, template, and basis for rating and monitoring the risks of individual projects with approved loans.

Collaborates with other LPO Division Directors on the development of CMPs. Establishes and monitors compliance with CMPs and approves quarterly/semi-annual project credit reports.

Oversees all post-issue asset management activities including periodic reassessment of the risk profiles of projects with approved loan guarantees, processing of requested modifications to loan terms, including, but not limited to, amendments, waivers, and consents as provided for in individual loan guarantee agreements, pre-claim structuring, claim payments, post-claims restructurings, and settlements.

In consultation with the PMD Director and/or LPO Director, serves as chief negotiator for the rescheduling of debt and exercises broad discretionary authority in deciding upon various courses of action that will affect such recovery. Represents DOE's interests in complex negotiations with borrowers, co-creditors, and outside legal, marketing, and financial experts. Establishes loan loss reserves.

Plans and develops claim methods and procedures in consultation with the PMD Director, LPO Director, LPO Chief Operating Officer, LPO General Counsel, LPO Contracting Officer, and other LPO Division Directors as needed.

Takes action (including, but not limited to, extension, forbearance, rescheduling, workouts, litigation, collateral repossession, and other collection actions) as may be necessary to effect maximum recoveries.

Provides input and consultation to the LPO Origination Division prior to loan closure to ensure that the loan credit approval package and financing agreements associated with a project loan guarantee incorporate appropriate conditions precedent and performance monitoring indicators. Participates in business closing/disbursement meetings to assure that adequate information is available from the LPO Origination Division for loan monitoring.
