As Principal Deputy Director, Office of Human Resources, you will:

The Office of Information Technology (OIT) supports the Commission and staff of the SEC in all aspects of information technology. The office has overall management responsibility for the Commission's IT program including application development, infrastructure operations and engineering, user support, IT program management, capital planning, security, and enterprise architecture. As the Director, Identity Assurance you are responsible for providing executive leadership and direction in the establishment and maintenance of a Service-wide strategy that ensures consistent oversight of all authentication and authorization needs across IRS functions and programs, ensuring the establishment of a secure environment for taxpayers to interact with the IRS.

As the Director Identity Assurance your duties and responsibilities include the following:

• Serves as consultant and principal advisor to senior management on all matters relating to identity assurance needs across IRS functions and programs. Provides executive leadership and direction through coordination with top-level heads of office. Formulates short and long-range program policies, strategies, and objectives for identity assurance efforts throughout the IRS. Manages a broad set of activities to enhance identity assurance and digital identity services related to federal tax matters. The Chief of Staff provides management and administrative support across a range of functions, including technical, medical, and public health operations, finance/budget, human capital, security, facilities, logistics, property accountability, acquisition, privacy/civil rights complaints, continuity, and executive secretariat activities. Additionally, the Chief of Staff handles protocol matters that are central to accomplishing the Office of Health Security mission.

Specific responsibilities include:

• Works with executive leadership and senior management to identify, analyze, develop, and implement highly scientific and technically complex policies and strategies on a diverse array of issues related to health security, as well as to ensure subordinate staff effectively execute mission support operations (both management and administrative) including personnel, acquisition, purchasing, facilities management, information technology, safety and physical, personnel, and information systems security; assist the senior executive leadership in overseeing the strategic development and execution of these policies and strategies.

The position is responsible for providing executive-level management and oversight of the Office of Marine Safety (OMS), which investigates, analyzes, develops, and prepares detailed reports and proposed probable cause determinations of all major marine casualties that occur in the US or that involve US flagged vessels anywhere in the world.

Major duties include, but are not limited to:

• Plans, manages, directs, and evaluates the work of the OMS. Provides direction to professional engineers, marine accident investigators, and other technical and support staff to assure high quality marine accident investigations. Implements and exercises NTSB policies and guidelines.
• Manages the accident investigation process and oversees accident report preparation to ensure timely and appropriate response to the Board. Under delegated authority, initiates accident investigations to implement the NTSB Congressional mandate and NTSB priorities. Ensures all factors of accidents/incidents have been identified, objectively examined, and documented. Determines probable cause(s) of each accident.
• Develops a strategic and annual operating plan for the implementation of short-term and long-term objectives for the OMS.
• Coordinates OMS programs with other Federal, state, and local government agencies, industry groups, and foreign governments, as appropriate. Initiates activities aimed at promoting the public image of the work of the NTSB. Meets with high-ranking officials to develop and negotiate the implementation of national and international goals and objectives, as appropriate.
• Establishes and maintains liaison with international and domestic industry, safety groups, labor organizations, associations, Congress, Federal regulators, etc. Provides authoritative advice and expertise in the development of industry standards and regulations, technology, and new applications of existing technology. Provides Congressional testimony, as needed. Represents the NTSB and serves as a member of the U.S. delegation at international meetings on accident investigation issues.

Recommends to the Executive Staff and monitors compliance to approved uniform standards regarding training, resources, and operational development for institution crisis management teams.

Responsible for establishing a system of records needed to support assigned emergency functions, and computerizes these records for quick retrieval and evaluation.

Reviews training programs for content, accuracy, effectiveness to ensure that standardized and approved techniques are being taught and utilized.

Responsible for the development and supervision of Emergency Programs training programs at the national level.
