As a Supervisory Information Technology Specialist (Lacs Program Manager), you will:

• Independently plan, design, and implement LACS, single sign-on (SSO), & IT security activities, projects, studies, or other types of work related to enterprise application authentication and access management.
• Plan, develop, and oversee vital IT programs for the ACISO-IO including security; determine goals and objectives that need additional emphasis
• Advise the CIO, Deputy CIO, ACIO-IO and other senior OCIO leadership in developing, promulgating, and implementing objectives, principles, policies, procedures, and standards for the Department's logical access control systems program in accordance with Federal security standards and guidelines.
• Provide leadership and planning to develop and implement a disciplined security management strategy which focuses on managing risk, optimizing cost-effectiveness, measuring performance, and ensuring alignment with Treasury's Enterprise Architecture.

The purpose of this position is for the incumbent to investigate complaints and concerns related to unaccompanied children's experiences in the care of the Office of Refugee Resettlement (ORR), ensuring adherence to federal law and ORR policy and procedures. Duties Include:

• The incumbent receives and reviews complaints, inquiries, and other submissions related to the care, safety, and well-being of unaccompanied children in the custody of the ORR.

• The incumbent evaluates submissions from a variety of stakeholders, including children, care provider staff, service providers, community members, family members, and Federal employees.

• The incumbent provides responses to complaints, inquiries, or other submissions that fall within the office's scope and warrant further investigation.

• The investigative response may include conducting site visits, interviewing involved parties, reviewing relevant documentation, and analyzing program records and historical information.

• The incumbent ensures the investigation captures verifiable facts, as well as the perspectives, opinions, and subjective experiences of the complainant and others involved.

• All investigative efforts are documented in a comprehensive final investigative response report.

• The final investigative report details the nature of the original complaint, the investigative efforts undertaken, findings of fact, and perspectives of interviewed parties.

• The report includes recommendations to resolve the complaint or concern, prevent reoccurrence, and address the complainant's grievance if relevant.

• The incumbent collaborates with UCOO leadership to communicate investigative findings and recommendations to affected parties, ensuring information is shared only with those who have a right or essential need to know.

• The incumbent maintains high professional standards, upholding the core tenets of an Ombuds Office-confidentiality, impartiality, and independence-and effectively communicates their mission, role, and duties to all stakeholders.

• Provide oversight and monitoring of overall costs, control, adherence to schedules and technical quality of work within Desktop Management and User Support/Computer Refresh Program.
• Oversee coordination of internal and external resources, ensuring IT projects remain within scope, on schedule, and within the defined budgets, in collaboration with project staff from various functional departments on a daily/weekly basis.
• Manage vendor relations, contract negotiations, project budget, and deadlines while focusing on maximum cost savings.
• Lead all phases of the project lifecycle such as initiation, planning, execution, supervision, and finalization all which mitigating risks in a proactive manner.
• Provide input for the IT governance, strategy, and portfolio management functions around acquisition feasibility, costs, and contract execution performance as needed.

• Serve as a Senior Program Manager for the Construction appropriation account at HQUSACE staff level, Programs Integration Division (PID), Civil Works (CW) Directorate.
• Co-lead a HQ Program Delivery Team to develop Chief of Engineers Construction account recommendations for the annual CW Program budget.
• Budget focused work will include recommendations for: work plan for funding pots in enacted appropriations and spend plans for enacted supplemental appropriations.
• Coordination with HQ Business Line Managers, develops/defends Chief’s 1 to N Construction priority project rankings.
• Review/edit program development justification materials, perform quality assurance of work package detail data, and develop complex Excel financial data tables for all active construction projects in the account.
• Support OASA (Civil Works) develop and defend HQDA budget recommendations for the Construction account to the Office of Manpower and Budget, including developing historical financial data tables and justification materials.
• Perform quality assurance reviews of Construction account work allowance transactions and approve transactions that require actions in CEFMS.
• Develop work allowance data tables for issuing funds to projects from regular and supplemental enacted appropriations.
• Develop the project funding ceiling table during a continuing resolution.
• Update annual program development guidance.
• Provide technical advice on Construction account budget policy and business processes, and present, as course instructor, Construction account training materials during twice/year PROSPECT #10 course.
• Respond to program requests for information, inquiries, and taskers from the Legislative and Executive Offices, including OASA(CW), OMB, Appropriation Committees, other Federal agencies, and the general public on Construction appropriation requests.
