• Responsible for all aspects of the Research Unit, including the research program, personnel, Unit facilities, technology transfer, and fund accountability and distribution of funds and other resources for the research program.
• Guide research programs, determine customer expectations, and advise industry leaders on technical and practical matters related to the research subject.
• Develop and release sunflower germplasm and inbred lines with enhanced yield potential, desirable oil traits, or resistance to crop pests (insects and pathogens), along with effective molecular markers.
• Develop knowledge and technology for sunflower through research on sunflower biochemistry, physiology, genetics, genomics, pathology, and end-use quality.
• Identify and characterize traits associated with resistance to insect pests and improved sunflower-pollinator interactions and evaluate their effectiveness in insect management systems.
• Characterize resistance to diseases in relevant crops, and support development of innovative diagnostic technologies, disease management systems, genomic resources, and crop germplasm exhibiting durable resistance to Sclerotinia sclerotiorum.

• Conduct research on projects to develop novel and improved crop and food products. These may include a focus on pulse crop products for use in flours, beverages, and/or meat substitutes, thereby creating expanded markets for agricultural crops.
• Provide vision, exercise leadership, and maintain line authority over scientists and support personnel assigned to the Unit.
• Ensure that the Unit’s research is integrated into the national strategies for novel and improved crops and food products.
• Maintain and enhance the creativity and productivity of the Unit.
• Hire personnel and manage the human, fiscal, and physical resources assigned to the Unit.
• Serve as the Unit fund holder.
• Provide technical information and consultation, both internal and external to ARS, and ensure the proper interpretation and reporting of scientific research results and information.
• Serve as liaison with cooperating agencies and organizations related to the agricultural industries of the Northern Plains.

Duties include but are not limited to:

• Supports the Chief Financial Officer (CFO), and Assistant Chief Financial Officer (AFO) to provide accurate and timely compensation for all Healthcare System employees.
• Investigates employees compensation-related errors and/or anomalies through analysis.
• Reviews and reconciles various types of employee compensation and leave transactions involving General Schedule (GS), Wage Grade (WG), Physicians (VM), VA Registered Nurses/ APRNS (VN). • Examine documentation for completeness and accuracy.

Major duties include, but are not limited to:

• Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
• Independently secures the required administrative and managerial support to meet operating requirements.
• Reviews/updates all Standard Operating Procedures (SOP) with Supervisory, Inventory Managers related to property management, GIP and/or related information systems, and warehouse/distribution functions.
• Under the guidance of the Service Administrative Officer (AO), the position posts time and leave, manages Logistics scheduling in lieu of the supervisor and manages online certifications for contracts, labor mapping, and ADPAC duties ensures all staff use TMS and monitor TMS use, training completions and accomplishments.
• Provides TMS compliance and non-compliance reports to the Chief for direct reports as well as to supervisors for their employees.
• Serves as an Alternate Facility Hazardous Recall Coordinator.
• Assigned to various committees within the service and Medical Center including special task forces as required.
• Coordinates the personnel management program for Logistics Service, performing all aspects of human resources requirements. Advises the Chief and Supervisors regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, employee career development, human resources training, and other human resources related activities.
• Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources, and participates with managers in reviewing needs, plans, and goals to develop budget data and justification for review and approval.
• Responsible for developing space requests and coordinate movement of assets with Logistics Service and Environmental Management Service (EMS).

Collaborates with leadership and unit managers to identify educational training needs for staff, while supporting activities that foster competence, critical thinking, and decision making. Provides consultation and collaboration through the participation within organizational committees and councils.
