The post holder will take direction from the Procurement Manager but also work independently and proactively to: Work with colleagues in the procurement team to support the delivery of the procurement strategy and balanced scorecard objectives through the work plan. Provide excellent customer service to clinicians and service users across the Lancashire Procurement Cluster Trusts and customer trusts. Lead a range of procurement projects including planning and tender selection strategies. This involves working closely with clinical and non-clinical staff in order to achieve project support and sign off recommendations. Developing appropriate procurement documents via the tendering system and assisting in setting up the award evaluation system. Responsible for the procurement of high value, complex contracts, ensuring appropriate project management processes are in place, status reports are compiled and EU procurement requirements are met. Lead on commercial negotiations with suppliers in accordance with the project timescale. Support and guide the professional and training developmental needs within the team. Supervise a dedicated buying team aligned to a selected customer base. Day to day management of Lead Buyer, Buyer and Assistant Buyer as required and directed by the Procurement Manager. Support budget holders in managing their budgets for allocated projects (across the whole life cycle) and the provision of regular update reports against agreed timescales. Contribute as part of the Lancashire Procurement Cluster procurement team (tower) to the strategy and direction of the tower. Support in the delivery of the Procurement tower and wider Lancashire Procurement Cluster strategy by ensuring it is communicated, understood and supported by budget Managers and Clinicians, so achieving the LPCs objectives and ensuring commercial arrangements are optimised throughout the member Trusts. Lead on the uptake of local benefit from collaborative arrangements with all collaborative partners. Ensure compliance with statutory and local policies/standards/procedures throughout the procurement process. Co-ordination of quotations and tenders ensuring that there is compliance with Trust Standing Orders and Standing Financial Instructions Identify and deliver projects and efficiencies to achieve agreed performance targets. Working closely with partner Trusts, to analyse spend, control expenditure, understand markets and identify savings opportunities. Ensure that all contracts data is captured on the LPC wide contract register. Record efficiencies in the form of savings from budget and inflation/cost-avoidance.

Actively engage with primary and community care colleagues to identify those individuals in the last 12 months of life, raise awareness of and access to hospice services, increase opportunities for advance care planning and work to maximise patient independence, self-care and autonomy Provide responsive assessment and care planning to support early discharge from hospital/hospice and/or prevent avoidable admissions Build on the assessment and care planning of community nursing providers to enable patients to remain in their preferred place of care/death Effectively manage risk on a planned and responsive basis, escalating urgent/emergency situations as they arise Work in collaboration with those involved in a persons care including family/informal carers, to prevent crisis development and enable the person to remain in their own home in keeping with individual preferences and where admission avoidance is possible Deliver high quality person-centred care for those referred to the service with palliative/end of life care needs Provide support and supervision for the work/development of team members including for example Health Care Assistants, volunteers and those on placement including student nurses Ensure medicines are managed and administered in accordance with all internal policies, standard operating procedures and legislation related to the management of controlled drugs Ensure that patient records are completed accurately and in-line with hospice policy and professional standards Establish and maintain effective communications and working relationships with the multi-professional/multi-agency team Verify death for patients on the caseload, following procedures and best practice guidance for care after death and liaising with families, carers and others involved in care as appropriate Contribute and/or lead on the provision of education/development opportunities within own area of knowledge and training

CLINICAL DUTIES 1.1. Accept referrals via agreed protocols within the Military Veterans service. 1.2. Make decisions on suitability of new referrals, adhering to the departments referral protocols, and refer unsuitable clients on to the relevant service or back to the referral agent as necessary. 1.3. Formulate, implement and evaluate therapy programmes for clients. 1.4. Use highly developed communication skills in working with veterans to understand their personal and often very sensitive difficulties 1.5. To exercise autonomous professional responsibility for the assessment and treatment of clients in line with the service. 1.6. Educate and involve family members and others in treatment as necessary, conveying CBT and other psychological formulations with sensitivity in easily understood language. 1.7. Attend multi-disciplinary meetings relating to referrals or clients in treatment, where appropriate. 1.8. Complete all requirements relating to data collection and reporting within the service. 1.9. Keep coherent records of all clinical activity in line with service protocols 1.10. Work closely with other members of the team ensuring appropriate step-up and step-down arrangements are in place to maintain a stepped care approach. 1.11. Assess and integrate issues surrounding work and employment into the overall therapy process. 1.12. Liaise with other health, social care, 3rd sector, employment and other staff from a range of agencies involved in providing services to clients. 1.13. Contribute to a rota providing clinical duty cover in the office if requested.

DUTIES AND RESPONSIBILITIES To explain procedures and test to patients according to clinic protocol and advise on how patients obtain results To assist in the accurate filing or inputting onto the Lilie database patient test results under the direction of a senior member of the team which includes advising patients of negative test results as per clinical protocols and contacting patients to advise them they need to return to clinic for follow up treatment or tests To undertake pregnancy testing with patients as required advising them of the results of the test and discussing the patients options following the results which may include referral to a Termination provider (such as Marie Stoppes) or the Teenage Midwife/other health care professional in line with clinic protocols Under the direction of the Doctor or Trained Nurse provide initial screening of diagnostic tests i.e., fix and stain smears on microscope slides from patients with sexually transmitted infections. To examine smears by microscopy and confirm infections such as gonorrhoea, trichomonas vaginalis, non-specific urethritis, bacterial vaginosis and thrush in support of medical and nursing staffs clinical finding and to fully document these results in patients records

We are looking for an enthusiastic clinician who has the necessary ophthalmic skills to support the lead clinician in both clinic and theatre management. The time table would include clinics and theatre lists in subspeciality and a general cataract theatre. The post holder will be encouraged to continue to work with the wider team in the development of the integrated eye service. The post holder will be expected to work closely with colleagues and management in developing the ability of the department to respond to operational pressures together with clinical governance and longer term service strategies.
