Provide support to the Deputy Chief Finance Officer in the development of financial strategies and plans for the Trust to ensure financial balance and to exhibit sufficient strategic awareness to deputise for the Deputy Chief Finance Officer as appropriate across a full range of their duties including system level meetings representing the Trust. To support the Deputy Chief Finance Officer in the co-ordination, monitoring and review of Finance Directorate activities, to optimise use of resources, ensuring tasks are performed to a high professional standard and agreed deadlines are met. With the Deputy Chief Finance Officer, ensure that there is appropriate financial information and expert advice to enable the Trust to meet its statutory obligations and satisfy all internal and external reporting requirements including the Trusts Annual Accounts and NHS monitoring returns. Supported by the Deputy Chief Finance Officer & Financial Controller, responsible for the preparation of the Trusts Annual Accounts and Statutory Returns, including the financial contribution to the production of the Trust Annual Report. Ensuring that the Accounts are prepared in line with Department of Health Group Accounting Manual and approved accounting standards and liaison with Internal and External Audit Functions. The postholder will assist in developing and maintaining systems, procedures, and controls to ensure the financial resources of the Trust are protected and managed in accordance with the Standing Financial Instructions. Responsible for the production of the annual financial plan for the Trust ensuring that the Trust meets its statutory obligations. Responsible for managing the Trusts annual budget setting process, ensuring this is aligned with the wider Trust strategy. To work closely with Directorate management teams and finance colleagues on modelling service developments and changes to commissioning intentions that impact on the overall Trust position. To co-ordinate and consolidate information for inclusion with the financial plan relating to cost pressures, service developments and CIP. Responsible for the production of the monthly financial reports to the Senior Leadership Team meeting, Finance & Resources Committee and Trust Board. Co-ordinate and structure directorate reports which supports Trust wide reporting. The reports should highlight the main financial issues and risk and links between financial performance, activity, workforce and other key operational drivers where appropriate. Plan and manage the monthly reporting process ensuring adherence to national, System and Trust deadlines. Endorse any necessary remedial action if required. Ensure that detailed financial forecasts and projections are prepared by Financial Management for inclusion in monthly directorate reports and consolidation into an overall Trust forecast. Produce consolidated financial forecasts to ensure that future financial challenges are understood and are communicated within the Trust. Responsible, with the Deputy Chief Finance Officer, for the development, maintenance and implementation of financial policies and procedures across the Trust (including Powers of Delegation and Authorised Signatories) covering all significant areas where there is a financial risk. Responsible for co-ordinating the Finance department implementation of Internal/External Audit recommendations in a timely manner. To also assess and advise on the impact to the Trust of audit recommendations made in respect of the outsourced finance functions. To deputise for the Deputy Chief Finance Officer as required.
