This is a bargaining unit position. This position is represented by AFGE. This position involves the overhaul of automotive vehicles. The work involves the maintenance, repair, and overhaul of combustion- powered automotive vehicles, over-the-road trucks, and comparable vehicles, such as passenger cars, pickup trucks, buses, semi trailer truck tractors, warehouse tractors, farm tractors, forklifts, motorcycles, light combat vehicles, such as jeeps and trucks, and other vehicles with similar characteristics, including their gasoline and diesel engines and other mechanical, hydraulic, electrical, and electronically controlled systems. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Job Description/Scope of Practice
The incumbent will have knowledge of the processes for Reusable Medical Equipment (RME) as required by this position. The incumbent will be required to maintain current knowledge of the Standard Operating Procedures (SOPs) which document the processes and procedures for cleaning, disinfection, sterilization and preparation of RME appropriate to this position. The incumbent will be able to demonstrate their ability to utilize an acceptable proficiency in the use of RME appropriate to this position.

This is an advance performance level position in Sterile Processing Service as a Lead Medical Supply Technician (Sterile Processing Technician). In this position, the incumbent will provide sterilization, preparation, supply items and reusable medical equipment decontamination and distribution support for the medical center. The term "supply item" as used in this functional statement refers to disposable and reusable items for patient care including instrumentation (scissors, forceps, retractors, etc.), reusable medical equipment (suction machines infusion pumps, etc.), surgical trays and sets and various other items that could be processed or assembled through the Preparation and Decontamination areas of Sterile Processing Service.

This is a full performance level MST position. The Lead works in support of the Sterile Processing Service (SPS) management team. Distributes and prioritizes workload among employees in accordance with established workflow and/ or job specializations. Assures an even workflow and distribution of the workload. Revises work schedules to meet anticipated and unanticipated changes in the workload. Assigns work to staff based on experience and training needs. Monitors and reports on the status of work. Ensures SOPs and SPS mandates are followed during the performance of workflow. Reviews work in progress or spot checks work not requiring review to ensure completed work meets supervisors' instructions on such things as work sequence, procedures, methods, and deadlines. Assesses the quality and quantity of work.by reviewing the cleaning, reprocessing, and distribution of technical medical equipment, material and instrumentation. Provides information to management officials concerning performance issues, assignment changes and task completion. Instructs employees on work-related activities, policies, procedures and goals.

This position is located in an Army Aviation Support Facility (AASF). The primary purpose of this position is to operate and maintain a fuel distribution system composed of bulk storage, hydrant-refueling system, or a tanker truck operation used to perform ground refueling of aviation aircraft. The function utilizes a bulk storage fuel farm to store one or more types of aviation fuel.

b. DUTIES AND RESPONSIBILITIES:

(1) Receives, stores, and issues aviation fuels for the facility. Orders fuel under a negotiated government contract with a vendor who provides delivery to the storage location. Receives fuel by tanker truck or direct pipeline and assists in operations required to secure fuel in fixed storage facilities. Handles and monitors associated equipment including grounding lines, hoses, gauges, pumps, etc., and ensures that established procedures and safety practices are strictly observed. Ensures that fuel amounts received are the amounts ordered, and completes appropriate receipt documents.

(2) Operates a complete bulk fuel storage and distribution system composed of storage tanks, interconnecting line and pipe arrangements, pumps, meters and gauges, etc., in the movement of fuels between storage tanks and to refueling equipment and facilities consisting of 1200-5000 gallon tanker trucks and/or hydrant refueling equipment interconnected with the fuel farm. Operates necessary transfer and pumping equipment including valves, pimps, safety lines, and hoses. Coordinates with personnel receiving fuel, and observes to ensure safe conditions exist during fuel transfers. Performs general maintenance on facilities involving flushing tanks, cleaning and changing strainers, draining water from lines and tanks, and reporting the need for more extensive repair needs.

(3) Operates gasoline or diesel powered truck with a gross vehicle weight of more than 22,000 pounds having 1200 to 5000 gallon capacity on public roads and highways on a regular and recurring basis in order to receive aircraft fuel from a commercial or government storage site and transport it to aircraft operating sites. Based on destination, determines the route to be followed taking into consideration clearance of underpasses, load limits of bridges and overpasses, detours, and road capacities, etc. Exercises skill in being capable of operating vehicles with multiple forward speeds in two or more gear ranges, two or more driving wheels and air brake systems. Must be able to back the vehicle into narrow areas and around loading docks, etc., and drive on steep grades and curves without spilling cargoes. Because of the hazardous nature of the cargo transported, exercises extreme care and all applicable safety precautions in loading, storing and dispensing fuel and in operation of the transporting vehicles.

(4) At a tank truck loading facility, operates equipment to transfer fuel from storage tanks by coupling and uncoupling hoses, monitoring meters and gauges, opening and closing valves , operating pumps, and recording fuel mounts received. Transports fuel from the fuel farm to the flight line and positions the vehicles to facilitate off-loading of fuel. Exercises extreme caution in maneuvering around parked aircraft and associated support equipment as wall as aircraft moving on the ramp. Assists in the fueling of aircraft by ensuring that tanker and aircraft are properly grounded and operates the pumping equipment used to transfer fuel to the aircraft. Monitors gauges and motors and coordinates with personnel fueling the aircraft. Starts and stops pumps, closes and opens valves, disconnects and drains hoses, etc. Effects emergency cut off of pumping operations in case of accident. Performs operator maintenance to ensure equipment is safe and operable. Performs duties required to off-load or defuel aircraft when needed to perform maintenance or other functions.

(5) Performs required fuel testing. Determines the existence of water in fuel tanks and follows procedures to drain it. Conducts aqua-glo, milipor, and other fuels tests at required intervals to determine the existence of water, sediments, and other contaminate in the fuel. Drains required fuel samples from storage and dispensing units, and prepares them for shipment to testing laboratories.

(6) Prepares documentation required in accounting for fuel types and coordinates information with other supply functions.

(7) May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies.

Inspects buildings and structures to determine nature and extent of repairs required. Performs minor repairs on existing structures and furnishings. Replaces trim and baseboards and broken, discolored, or missing acoustical ceiling tile, window screens, and other damaged components. Repairs sticking doors/windows and replaces weather stripping, adjusts loose hinges, repairs faulty door locks. Inspects for plumbing and electrical repairs, responds to work orders, and locates and makes repairs to plumbing. Removes, cleans, replaces, packages, and scales defective parts of utility, supply and disposal systems such as dirty traps, sections of broken tile or pipe, and leaky drains using appropriate tools. Caulks and seals elbows, joints, tile, pipes, faucets and shower drain, walls, sinks and tubs. Inspects equipment, furnishings, and buildings for deterioration of painted surfaces and rusty metal surfaces. Mixes and blends paints and other coating material to obtain desired consistency and color following specific written directives. Applies paint to interior and exterior surfaces such as furniture, doors, walls, trims, strips porches and similar surfaces. Provide minor maintenance to wooden furniture and other lodging assets as well as cabinets, counters, flooring, walls, ceilings, doors and plumbing. Conducts preventative maintenance on equipment such as vacuums, steam cleaners and power tools. Periodically moves heavy furniture to facilitate cleaning, occasionally vacuums and cleans carpet and draperies. Moves washers and dryers to enable thorough cleaning. Shampoos carpet using industrial type power equipment. Hangs and moves pictures. Moves and replaces excess or broken furnishings and equipment in guest rooms and in the lodging warehouse. Overseas contractor compliance during furniture and asset installation as part of lodging renovations. Maintains logs and status updates of maintenance called into other agencies such as Civil Engineers (CE). Prepares AF Forms 332 and ensures proper routing through base agencies. Assess safety issues for possible Risk Assessment with Safety. Ensures estimates and pictures where needed are provided as supporting documentation. Performs Quarterly check with CE for tracking of work orders. Ensures maintenance issues are not closed prior to satisfactory work. Manages and blocks rooms in Defense Lodging System. Acts as Safety Representative for the lodging operation. Conducts walk through of facilities and grounds to include the lodging playground and pavilions, tracks and ensures annual maintenance of fire extinguishers. Ensures correction of existing hazards and monitors discrepancies to completion. Answers safety reports and maintains reports and answers for five years. Ensures vehicles are checked daily, proper documentation is conducted, and minor maintenance and upkeep is performed including replacing batteries and maintaining fluids. Schedules vehicles for maintenance through the lodging Vehicle Control Officer (VCO). Be able to drive various vehicles to include forklifts and large utility vehicles. Ensures all Lodging Checklist items are properly documented and maintained.

• Serve as a retail ammunition supply point (ASP) Ammunition Accountable Property Officer and Contracting Officer's Technical Representative.

• Monitor and evaluate the adequacy of contractor performance in ASP operations including stock control, accountability, maintenance, operation of automated systems.
• Serve as point of contact for external ammunition security and safety inspections.
