DUTIES AND RESPONSIBILITIES

The aviation safety inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The ASI provides policy assistance to ASIs on difficult or complex policy interpretations. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

ASIs at the FG-13 level issue certificates to and monitor (1) a large and complex aviation organization or
(2) a number of smaller organizations that, together, are comparable in complexity to one large one. They are the primary contact point with the aviation organization(s). They may decide on issuance of the original certificates. They evaluate and decide upon proposals to change the authorized programs of the organizations. They continuously monitor the activities of organizations to determine whether they are following their authorized program, Federal regulations, and good safety practices.

FG-13 assignments are characterized by one or more of the following:
1. Commercially operated aircraft or and the complex avionics equipment associated with such
aircraft;
2. A variety of maintenance operations with diverse types of aircraft; or
3. Novel and complex aviation operations.

FG-13 employees plan and conduct their assignments with substantial technical independence. They receive administrative and policy guidance from their supervisors and policy makers. They also obtain technical advice from higher-level inspectors who are experts on a particular type of aircraft or who have overall program responsibility. They independently plan and carry out a work program to meet the needs and monitor the activities of the organizations for which they have certification responsibility. The scope program may be such as to require the occasional assistance of other employees to conduct inspections and evaluate operations.

The ASI applies a mastery knowledge level of the appropriate specialization and a broad knowledge
line of business mission and goals to assigned programs and areas of responsibility.

The ASI plans and directs the use of time and resources to accomplish organizational objectives. He or she defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Guidelines and precedents are frequently inadequate for dealing with novel or complex operations.
FG-13 employees understand and apply the basic principles of aviation safety and interpret the
intent of the regulations.

At FG-13, contacts are frequently with owners and top managers of aviation corporations and involve of issues and problems that confront large aviation organizations. Occasionally issues are controversial, arousing considerable public interest.

ASIs at the FG-13 level participate extensively in the certification inspection and surveillance of highly complex air carrier operations where principal program responsibility is vested in an aviation safety inspector of higher grade. These FG-13 employees have broad authority to negotiate with carrier management and make technical determinations within the coverage of approved specifications and policy manuals.

The ASI provides guidance to field level staff to solve difficult technical issues. Resolves all but unique problems, with the intervention of management or a more experienced technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

Contacts are internal and external to the agency. The ASI occasionally represents the agency as a point of contact for policy development, inspection activities or as a technical trainer.

This is a career ladder progression position; the duties described below are at the GS-11 level. If selected at a grade below GS-11, the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the GS-11 grade level, the incumbent:

• Independently conducts a wide variety of onsite safety and health inspections and investigations of mining operations as applicable, mills, preparation plants and related facilities.
• Prepares written reports of inspections and investigations, issuing citations and orders for violations found during examinations.
• Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities.
• Provides technical advice and guidance to mine operators to help them solve problems and comply with mine safety and health requirements.
• Assists mine operators in the planning of modifications to improve and/or correct deficiencies in the operation such as selecting and installing new equipment and changing materials or methods.
• Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities.
• Serves as a MSHA representative and information source on mine safety and health.
• Testifies at judicial hearings regarding notices of violations and orders of withdrawal.

Work Environment: The incumbent inspects and/or investigates both surface and underground mining operations as applicable, which is a very hazardous and stressful work environment surrounded by a high risk of exposure to potentially dangerous situations. In addition to the characteristically dark, wet, and cramped environment, underground mines contain noxious gases and fumes, and the danger of potentially explosive dust or gases, electrical fires, roof falls, and exposure to radiation.

• You will provide primary contractual and quality oversight of the government contracted ship building and repair efforts.
• You will ensure that the contractor's Quality Management System (QMS) is effective and that contractual requirements are being met.
• You will conduct product verification (PVI), in-process inspections, perform procedure evaluations (PE) and audits across multiple areas.
• You will monitor the capability of the builder’s processes, regularly audit their in-process execution, and inspect the final products produced.
• You will prepare and monitor surveillance plans, and sampling criteria, for the fabrication, installation, activation, testing, and trials of numerous shipboard systems.
• You will plan and apply QA methods and techniques to audit and monitor the contractor’s QA system/processes; production, waterfront and storage facilities; industrial safety, fire/security programs; and contractual personnel qualification programs.
• You will monitor corrective actions undertaken to both assure the product delivered adheres to referenced standards, that corrective actions prove successful, and adequate to prevent recurrence.
• You will serve as a member of MOCK INSURV Board, assessing the ship’s readiness to operate during acceptance trials, and provides assessment, and recommendations concerning delivery readiness for assigned vessels.
• You will coordinate the production, test, and oversight efforts of ship's force, government and builder QA personnel, offsite certification/inspection teams, and other external entities contracted to provide support to the shipbuilding program.

• You will serve as a Quality Assurance Specialist (SHIPBUILDING) in the San Diego, CA Detachment QA group of SUPERVISOR OF SHIPBUILDING BATH.
• You will provide primary contractual and quality oversight of the Government contracted Shipbuilding and repair efforts.
• You will execute a Quality Assurance program tailored to the specific facility by the team lead, the Specialist continuously reviews and assesses the acceptability of the Contractor's QA program.
• You will document findings and concerns are captured for review by senior Navy and contractor personnel.
• You will record observations, concerns, corrective actions undertaken and issues still outstanding.
• You will apply extensive knowledge and experience in reading, interpreting and working to construction design and fabrication drawings.
• You will provide oversight focus to steel working processes utilized in modern ship building, including the cutting, shaping, forming, and joining of structural and plate steel; structural and pipe weld joint preparation.

• The nurse consultant applies expert clinical knowledge to guide patient safety/clinical risk management practices with the goal of enhancing health care delivery and decreasing the risk-of adverse events.
• Utilize statistical and epidemiological tools to assist staff in the analysis of data from adverse/sentinel events, close calls/near misses, or project findings.
• Serve as a facilitator and guides patient safety review teams in the identification of the causes of adverse events as well as identifying and implementing practical, measurable, and sustainable corrective actions.

This Transportation Security Inspector position is located in San Francisco International Airport (SFO), Transportation Security Administration, Department of Homeland Security (DHS). As a Transportation Security Inspector, you will be responsible for ensuring security compliance of persons and transportation systems and entities regulated under the Title 49 Code of Federal Regulations (CFR) Part 1500 series. You will perform selected assignments and progressively responsible inspection work such as:

• Conducting less complex inspections or portions of more complex inspections.
• Applying basic technical inspection knowledge acquired in formal core training and on-the-job training (OJT), along with any limited experience gained prior to or after such training.
• Conducting regulatory inspections and investigations, and supporting criminal investigations related to alleged or suspected security violations.
• Responding to security incidents, threats, violations, or potential violations.
• Providing overt and covert presence, including high visibility activities, to detect and reduce identified security threats and vulnerabilities.
• Participating in covert and overt test and audits, as well as vulnerability assessments.
• Reviewing and analyzing assessment reports and testing results with specific attention to identifying unusual trends or actions that appear to have the potential for developing a security or safety problem.

The Aviation Safety Inspector is assigned to the Operations Branch of the Air Transportation Division, Office of Safety Standards within Flight Standards Service. The incumbent is responsible for applying expert knowledge of and experience with Title 14 of the Code of Federal Regulations (14 CFR) for the development and implementation of standards, programs, and procedures for FAA field personnel and the public governing all matters related to Air Carrier Operations safety issues.

Serves as an Aviation Safety Inspector responsible for reviewing and evaluating, on a continuing basis, established rules and regulations related to assigned technical programs to assure that they have kept pace with the needs to which they were directed and that they are still reasonable, necessary, and adequate. Evaluates regulatory petitions or proposals from within or outside the agency, and recommends the development of new or amended rules, regulations, or other regulatory material, and the discontinuance of rules and regulations no longer considered necessary.

Responsible for the preparation of Federal Register notices regarding assigned technical programs for original petitions for exemptions and analysis of technical input from other employees within Flight Standards. Also, the incumbent coordinates with other Aviation Safety and Flight Standards Organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of General Counsel so that the denial, grant or disposition of petition for rulemaking will withstand a legal challenge. Technical inputs must be reviewed for completeness and respond to all aspects of an exemption petition.

Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. Develops policies, including advisory circulars, inspector guidelines, and training standards related to certification, inspection, surveillance and operation of assigned program areas. Reviews and evaluates, on a continuing basis, established rules and regulations to assure they have kept pace with needs to which they were directed and that they are still reasonable, necessary, and adequate. Assures effective coordination of assigned programs and activities with Safety Assurance offices, other organizational segments of the Division, the Agency and organizations outside of the agency.

Participates in national and international working groups and panels with other organization elements of the agency, or other government agencies, and International Civil. Aviation Organization (ICAO) and industry representatives for the purpose of resolving complex and controversial problems having a direct influence on the safety of assigned technical programs operations, facilities, and equipment. Conducts or participates in group or team meetings which include representatives of other government agencies, the aviation industry, aviation organizations, state, municipal and foreign governments where assigned programs and responsibilities are involved. Develops operational policies, including advisory circulars, inspector guidelines, and training standards, and other applicable standards in support of assigned programs. Analyzes and evaluates the effectiveness of division policy in assigned program areas.

The Inspector often engages with internal and external stakeholders to promote safety, understanding, and compliance related to assigned programs. Represents the agency as a technical trainer/instructor delivering formal training for assigned technical programs.

Provides technical support and conducts research for internal stakeholders related to a variety of issues.

Supervises a staff of air traffic control specialist who are responsible for carrying out air traffic control assignments within a geographic area. Plans and assigns work to be accomplished by subordinate employees. Sets work priorities and schedules. Approves leave; gives advice, counsel, and instruction to employees on both work and administrative matters. Evaluates performance of employees and recommends performance ratings. Hears and resolves complaints from employees and refers group grievances and more serious unresolved complaints to a higher level manager. Identifies and arranges for developmental and other training needs of employees. Finds ways to improve production or increase the quality of the work directed. Adjusts staffing levels and work procedures to accommodate resource decisions made at higher levels. Recommends goals and objectives for the area and tracks accomplishments. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibilities, including selection, training, and transfers. Supports and participates in the labor management partnership process, and fosters a work environment where all employees are treated in a fair and equitable manner. The Operations Supervisor reports to the Operations Manager. Performance is evaluated upon the effectiveness with which assigned program objectives are achieved.

The work involves the full range of cabin safety operations activities relative to public and industry use where applicable. Serves as Flight Standards technical expert with responsibility for the planning, development, standardization, evaluation and effectiveness of assigned cabin safety operations programs nationwide.

Provides education, resources and support when Safety Assurance offices are resource constrained. May result in the issuance of a Letter of Authorization (LOA) Deviation, Advisory Circular, Notice or updates to guidance.

A. Technical Administration
The Aircrew Program Manager (APM) is responsible for overseeing a fleet of aircraft which are part of a
complex aviation organization operating turbojet aircraft engaged in passenger and freight service. The
APM will carry out assignments that require knowledge and experience of flight operation of the assigned
aircraft and are responsible for oversight of flight operation procedures, training programs and airmen
certification. Assignments typically involve overseeing carriers operating domestically which include
regional jet fleets, or other fleets that are novel and complex as defined under 14 CFR Part 61 and involve
critical and important areas of operations with the highest risk to the National Aerospace System.

Develops a work program under the oversight of/in coordination with the Principal Operations Inspector
to ensure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer
check airmen, and company training programs. Plans and conducts assignments with technical
independence, while obtaining advice from higher level inspectors who are experts on a particular type or
aircraft, or who have overall flight operations program responsibility. The scope and complexity of the
work program may be such as to require the occasional assistance of other employees to conduct
inspections and evaluate operations.

Assures the assigned air carrier conducts flight crew training and testing required by appropriate Title 14 of the Code of Federal Regulations (14 CFR), FAA-approved training programs, and current testing standards. Oversees company check airmen and APDs. Serves as the technical advisor to the Principal Inspector on assigned areas of the company's training and testing programs. Coordinates technical instructions, policy orders, and procedures through the Principal Inspector to assure uniformity of training and testing activities. Responsible for conducting enforcement investigations and preparation of final reports and
recommendations on disposition. Performs or supervises the emergency suspension of certificates or
cancellation of flight oversight specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions. Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.

B. Certification
Recommends the designation of APDs and pilot examiners. Responsible for the conduct of flight tests,
additional type ratings, and flight engineer certification; proficiency tests; initial qualification tests, and
line-oriented flight training. Assures standardization of check airmen and designated examiners and recommends to the POI any changes which are considered necessary.

C. Surveillance
Monitors assigned areas of the flight crew training program and associated records to ensure compliance
with pertinent 14 CFR, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training. Attends certificate holder's company and safety meetings. Evaluates training programs to ensure they meet the requirements of 14 CFR. Approves or disapproves training programs including flight simulators, training devices, or other equipment used in these programs.

Flight Oversight ASIs do not conduct certification (pilot evaluating, testing, and checking) job functions as a required crewmember, including safety pilot. The incumbent will not, in any scenario, act as a required crewmember or safety pilot of an aircraft. Flight Oversight ASIs apply a broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies.

A. Technical Administration

Participates in the FAA flight program which requires the inspector to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical. This is a substance testing designated position (TDP). Performs other duties as assigned.

• Manage Tax Credit, HAP, RAP and/or Section 8 based files.

DUTIES/RESPONSIBILITIES

• This role is Primarily located in the 100% Final Inspection Area.

• Perform visual inspection on Finish Good product to assure product meets final acceptance criteria according to inspection checklist.

• Measure materials/products using measurement tools and gauges (calipers, height gauge, rulers, pin gauges, etc.) and generate inspection records. Verify information for accuracy. Ensure that BD’s Good Documentation Practices (GDP) are followed.

• Sample and inspect raw materials, sub-assemblies, and final products for conformance to approved specifications.

• Perform and/or assist in First Article Inspections (FAI), Engineering Evaluations, and Defect Analyses.

• Experience with enterprise software; SAP experience strongly desired.

• Assist in managing activities regarding the disposition of non-conforming materials through Quality Notifications (QN); such as generating, routing, recording and the usage decision into SAP.

• Assist in the execution of Equipment Validations (IQ/OQ) and Test Method Validations (TMV) as an operator.

• Assure compliance to the Quality Management System (QMS).

• Able to learn quickly and work with minimal supervision.

• Perform other duties as assigned.

Education and Experience:

• High School diploma required or previous experience.

Knowledge and Skills:

• IPC-A-610 Specialist Certification desirable.

• Knowledge in GD&T

• One or more years of experience working as engineering technician or QC inspector.

• Knowledge in measuring equipment such as calipers, optical comparators, CMMs, height gauges, etc.

• Knowledge in SAP.

• Ability to work in a fast-paced environment. 

• Knowledge of GMP/SOP/Work Instructions and be able to develop techniques to ensure adherence to quality standards.   

• Ability to work well with others and direct their work activities as required.

• Good analytical skills. 

• May be required to work a flexible schedule.
