This position utilizes knowledge of policies and procedures for delivery orders and small purchases and knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments. The Purchasing Agent maintains responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems that support the full range of programs and activities. Major duties and responsibilities include:

• Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,
• Procurement Support - Procures supplies and services to meet the purchase, rental, or lease needs of the organization; develops unique selection criteria for each purchase; Prepare and issue contract modifications for changes in delivery schedule and sends formal correspondence to a variety of customers such as inventory management specialists, other service line contacts, and contracting officers as appropriate for the purposes of auditing documents, processing receiving reports, and payments.; conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements; and,
• Administrative Support - Serves as the first line of contact for medical staff and customers in regard to procured items; develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes; performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility; and,
• Performs other related duties as assigned.

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Duties include, but may not be limited to the following:

• Lifecycle Management: responsible for the lifecycle management of non-expendable assets; develops multi-year equipment/NX plans; utilizes advanced automated non-expendable planning tools; participates in strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment; utilizes performance improvement methodologies to improve the overall management of NX assets; and conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities;
• Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements;

DUTIES:

• Initiation of orders for pharmaceutical and supply items through the Prime Vendor or other mandatory sources; assuring adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases, assuring inventory control through perpetual evaluation and analysis, funds control, receiving shipments of goods, assuring compliance with storage requirements for pharmaceutical items, and liaison with company representatives and managerial staff
• The incumbent will also review or prepare documents and reports regarding financial status, procurement issues, or inventory; verify or abstract information contained in various documents and reports; maintain various procurement files; and resolve discrepancies in shipments, payments, or other documentation
• The position requires the ability to function independently and requires exceptional skill in oral and written modes of communication.
• Has operational responsibility for ongoing inventories of drug products and pharmaceutical supplies and their procurement. Cost-effective turnover must be consistently identified and maintained. As a result, he/she must possess a thorough knowledge and understanding of procurement sources (i.e., prime vendor, open market, government excess, posted stock, and local), VA manual and associate circular procedures, and hospital procurement policies and procedures. Display a thorough understanding of policies, procedures, basic accounting and budgetary skills, the incumbent assures that pharmaceuticals and supplies are procured and maintained in the most cost- effective manner
• Works closely with appropriate staff (administrators, information technologists, supervisory, pharmacists, and other procurement technicians) to ensure seamless operation of the Drug Accountability Program. Resolves issues relating to drug accountability; identifies problems and corrects or elevates them to the appropriate level.
• Has knowledge of specifications and characteristics of a wide variety of prosthetic and supply items which Pharmacy supplies to outpatients. These include, but are not limited to colostomy, ileostomy, and urostomy bags (and associated products), irrigation sets and bags, IV solutions/bags, internal and external urinary catheters, syringes, needles, and bandages.
• Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, sources of supply, etc., based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns of medical practice, delivery time requirements, urgency of medical need, alternative sources of availability, etc. Maintains contact with vendors to get status of orders and expedite delivery
• Takes a lead role ln preparation, performance, reporting and analysis of periodic inventories of pharmaceutical and supply items as instructed by management with intent to maintain inventory turn performance that meets or exceeds VISN and National goals and expectations
• Processes outdated, unusable, and excess inventory for return to respective manufacturers or contracted waste company. This is accomplished on a regular, scheduled, basis, may involve numerous different manufacturers, and requires follow-up review to assure receipt of merchandise, credits, etc

Assignment: Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the Commodity Management Division's subject matter expert and serves as advisor and consultant on inventory management matters. Plans, directs and manages the activities to include inventory management, supply management, receiving, purchasing, distribution, control of facility, pandemic, environmental supplies, office supplies, non-OIT consignment and prosthetics consumables, equipment instrumentation and applicable services.

Supply Management - Inventory Management, Control and Distribution 60%

• Oversees the inventory management, control and distribution of expendable inventory for a VA HCS and supported catchment area.
• Ensures maximum effectiveness in the management of inventories.
• Establishes procedures and oversees and reviews physical inventories and supply reconciliation.
• Establishes reporting techniques to foresee any potential problems in Supply control.
• Resolves any problem areas identified by the use of data and interpretation of such factors as value of items, volume purchase advantages, market conditions, storage facilities, holding characteristics, administrative costs, seasonal variations, cost of transportation, susceptibility of change and fluctuations, source of supply, and method of procurement.
• Plans the grouping of items and establishment of cycles of acquisition that will most nearly accommodate the best combination of these conditions, both marketing and otherwise.
• Analyzes, studies, develops, and directs systems in connection with the EX requirements in the medical center's annual budget development and strategic planning.
• Inventory accountability responsibilities may require site reviews throughout the VA HCS catchment area.

Major Duties:

• Supervises a group of employees performing work at the GS-13 level.
• Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.

• Distributes workload within the team and ensures the work assignments of employees in the team are carried out.

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR), Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.

Duties to include but not limited to the following:
Inventory Management and Control:

• Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area.
• Recognized as an authority on expendable (EX) commodity management and serves as a subject matter expert to all services and service lines. Inventories managed include a wide variety of expendable items and durable medical equipment (DME) which may or may not be available through the Medical/Surgical Prime Vendor (MSPV) program or other negotiated or Federal Supply Schedule (FSS) contracts.
• Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines.
• Conducts short, mid and long-term advanced planning for expendable items and DME, utilizing enterprise-wide computerized planning tools. Analyzes data to include demand history, program requirements, VA HCS operations, procurement lead-time, current stock levels and other factors which impact procurement decisions.
• Manages inventory, independently sets initial stock and par levels and reorder points and resolves issues for a complete medical or service category (i.e., surgical, dental, imaging, engineering, prosthetics, laboratory or other major commodity).
• Authorizes significant changes in expenditure and stock levels based on usage requirements and budgeting considerations.
• Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns.
• Utilizes best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance. Analyzes, coordinates and controls management of stock items to support preparation of long-range forecasts necessary to support new requirements.

• Coordinates with the property managers for disposal of surplus or excess supplies in accordance with specific agency directives and procedures.

Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR) ,Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.
• Performs other duties as assigned.

Duties may include but are not limited to:

• Administers and manages inventory controls for all medication, chemicals, medical supplies, and other supplies provided by Pharmacy Service to inpatients and outpatients.
• Employees routinely must decide what drugs and quantities to order to 1) assure continuous therapy and 2) stay within assigned budgetary limits.
• Maintains a borrow/loan ledger, which is reconciled monthly, to document borrow/loan actions with other hospitals in the area.
• Performs credit card reconciliations, certifies and files invoices, and completes other procurement forms and documentation as necessary.
• Works with Pharmacy Specialists and other Pharmacy Staff to implement and carry out recall action plans.
• Ensures that all necessary documentation and other follow-up actions are completed as required.
• Serves as a backup Procurement Pharmacy Technician (Procurement/Inventory) and complies with all the acquisition regulations, both Federal, VA, and local.
• Creates purchase orders with Prime Vendor (e.g., through McKesson Connect), Government Purchase Card, and VISTA IFCAP requests for all drugs, medical and surgical supplies, and other specialized medical devices handled by pharmacy that are either stocked or special ordered.
• Maintains accurate records of all purchases with appropriate documentation.

• Purchasing Support - Conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases; tracks obligations/commitments and monitors expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends; and,

• Administrative Support - Serves as the first line of contact for medical staff and customers in regard to procured items; develops reports and spreadsheets, obtains, organizes, files and retrieves reports for briefing and presentation purposes; performs a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility; and,
• Performs other related duties as assigned.
