GS-13 Duties:

Develops specifications and mappings of data elements to ensure compliance with collections metadata standards and requirements. With a developed expertise in metadata technical standards and practices, plans and carries out work, resolving most conflicts that arise, integrates and coordinates work with other library areas. Participates in metadata migrations based on the requirements of existing and planned target systems. Assists senior staff in planning, transformation, and timely migration of data, including techniques for bulk transformation and ingest of data into library metadata systems. Evaluates and remediates metadata from commercial sources and automated processes; tests the resulting output and makes adjustments as necessary; and makes recommendations for data migration into target systems. Recommends specifications for automatic generation of metadata from incoming library content or associated metadata. 

Under the general direction of the section head who sets objectives and indicates available resources, the incumbent plans and manages metadata projects, applying standard project management methodologies. Performs data integrity testing. Develops and manages project plans for metadata migration and maintenance. Organizes, develops, and implements plans for specific projects and data sets. Develops and executes test plans. Assists in managing projects from conception through implementation applying best practices and library standards. Ensures clear and frequent communication with stakeholders and managers. 

Develops data structures and access strategies in alignment with business and mission requirements for review by senior staff. Participates in the research, evaluation, development, and implementation of appropriate metadata standards for description, inventory, access, retrieval, preservation, and management of the Library's collections, both analog and digital. Coordinates with units across the Library to identify data sets and develop metadata migration specifications based on the requirements of existing and planned target systems.

OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. OI is staffed by special agents, forensic accountants, analysts, and other professional staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they service. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Supervisory Criminal Investigator (Special Agent in Charge), located in the in Mid-Atlantic Field Office, oversees the region, and supervises complex and sensitive criminal, civil, and administrative investigations and other matters involving VA's programs and operations.

The duties of the Supervisory Criminal Investigator, include:

• Functioning as a law enforcement officer with full law enforcement authority, i.e., carrying authorized firearms and other enforcement equipment; applying for and executing arrest and search warrants; searching, apprehending, and transporting criminals and arranging for their detention.
• Managing criminal and administrative operations conducted from multiple offices in the region that provide investigative services to VA Medical Centers, Regional Offices, and other VA entities located in a number of states and encompassing multiple judicial districts.
• Ensuring subordinates are operating under the provisions of the Attorney General Guidelines for Offices of Inspector General with Statutory Law Enforcement Authority, CIGIE Quality Standards for Investigations, and other directives, rules, policy notes, and guidance.
• Managing and directly overseeing other supervisory criminal investigators in the region who are assigned to assist incumbents in achieving OIG and OI investigative goals and objectives.

• Executive Compensation Arrangements - 83 - property transferred in connection with the performance of service; 162(m) - deduction limit on excess compensation; 280G and 4999 - golden parachute payments; 402(b) - nonexempt employees trust/secular trust; 403(c) - non-qualified annuities or annuities purchased by exempt organizations; 404(a)(5) - deduction for nonqualified deferred compensation; 409A - nonqualified deferred compensation; 421 through 424 - statutory stock options; 451 - constructive receipt (as applied to compensation arrangements); 457(f) - tax treatment of participants in ineligible deferred compensation plans of state and local governments and tax-exempt entities; 457A - nonqualified deferred compensation from certain tax indifferent parties, and 4960 - excise tax on tax-exempt organization executive compensation.
