***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***
This position is located in the Joint Forces Headquarters-State, Logistics Directorate (J-4), Surface Maintenance Facility. The purpose of this position is to perform limited diagnosis, routine repairs, and maintenance on combat, tactical, commercial, and special purpose vehicles and equipment. May assist higher graded mechanics in the performance of maintenance duties.

DUTIES
1. Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.

2. Performs limited diagnoses to determine the cause of mechanical failures by means of visual and auditory checks and/or uses basic test equipment such as compression testers, voltmeters, ohmmeters and pressure gauges. Determines when parts should be cleaned, adjusted or replaced with standard parts to complete work orders.

3. Removes, replaces, adjusts, cleans and installs parts and components such as wheel seals, switches, sensors, fuel pumps, water pumps, power steering pumps, brakes, filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, battery cables, and other items of similar complexity.

4. Independently performs routine repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems using standard parts. Receives guidance and instruction from a higher graded mechanic or supervisor to perform non-routine and more complex repairs on portions of major assemblies and/or systems. May provide field maintenance at unit locations as part of a "contact team". Recovers and evacuates inoperable vehicles from the unit location of breakdown.

5. Conducts limited readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs Preventive Maintenance Checks and Services (PMCS) and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc. Performs other preventive maintenance operations as required to ensure that equipment is functioning properly.

MAJOR DUTIES:

This Maintenance Mechanic position is assigned to the Facilities Division of Big Bend National Park and directly reports to the Supervisor for Buildings and Utilities. The incumbent will perform custodial duties daily, and occasionally in multiple location. Must have basic knowledge of cleaning products and supplies and how to safely use them. The incumbent should have basic knowledge of common building materials, paints, and petroleum products.

The incumbent will assist higher graded workers preform repairs and routine maintenance in constructing, altering, modifying, or repairing a wide range of features in buildings interior and exterior including framework, rafters, joists, insulation, sheet rock, doors, windows, and flooring. Should be able to identify common material needed for carpentry and painting work. The incumbent will be required to assist others with installing and repairing any combination of plumbing fixtures, meters, pumps, couplings, unions, and joints needed for proper operation of the plumbing systems. Incumbent may be required to use a variety of hand and power tools and must operate them safely. Carries heavy items to and around work sites. Loads and unloads supplies, material, tools, and equipment. Performs duties with oversight and/or review of work during progress or upon completion.

Operates motor vehicles and performs pre-vehicle operation inspection such as fluid levels, lights, brakes, and operational procedures, greasing moving parts, changing oil, fuel and air filters, cleaning and washing vehicles, and minor parts changing repairs. The incumbent will be exposed to a variety of seasonal weather conditions while working outdoors. Will be exposed to heat, biting insects, dust, dirt, wind, and rain. Big Bend National Park encompasses 801,000 acres of the Chihuahuan Desert with more biodiversity than almost any other national park and a dark sky designation. Elevation in the park varies from 7825' to 185'. The climate is generally pleasant with hot summers (90-110+ degrees F.) and mild winters (30-50 degrees F.). DAYCARE AND SCHOOL INFORMATION:

The San Vicente Independent School District (SVISD) and SVISD Early Learning Center (ELC), are in Panther Junction and serve those that live in Big Bend National Park. SVISD ELC, is a state-accredited daycare facility for children ages 18 months to 4 years of age. Daycare services are currently free of charge (subject to change). Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested. May maintain and repair electronics communication equipment by removing and replacing components and elements. Equipment includes such items as radios, field telephones, amplifiers, switchboards, recorders, intercoms. Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.

As a DEPUTY SURFACE MAINTENANCE MANAGER (Title 32) with the Texas National Guard, your duties will include, but will not be limited to:

• Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinates program efforts with other organizations or with National Guard Bureau personnel.
• Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements.
