The Facilities Manager is a key role accountable for the management of total facilities services across our two hospices and our retail sites. They will be accountable for the fabric of the hospice buildings and tangible assets, including short, medium and long term planned preventative maintenance, contract and contractor management, security and energy sustainability. They will be the nominated competent person ensuring health and safety legislative and policy compliance. A key focus of the position is to deliver safety excellence, drive operational efficiencies and provide management information to the Executive Management Team. The Facilities Manager leads the development of a high-performing team of technical employees, who can provide exceptional levels of customer service across all of the Charity work locations. This includes embedding a culture of efficiency and collaboration that aligns to the Charitys values. Facilities Develop and implement a programme of planned maintenance for all of the Charity locations, including retail stores, to ensure that the premises and the equipment within are fit for purpose, maintained in a serviceable condition, meet relevant safety standards and are in good working order. Develop a charity wide asset register to demonstrate condition, life cycles and service intervals to be used to drive facilities budgeting and forecasting. Develop and utilise the facilities system to be a leading tool demonstrating the completion of maintenance tasks for premises and equipment as well as remedial actions, compliance recording and auditing Coordinate and control all building works and refurbishments, planning for minimum disturbance to the patients, visitors, customers and employees. Ensure the Maintenance team carrying out routine monitoring and repairs on all buildings and facilities and engage external contractors where necessary. Is responsible for ensuring all regular tests and checks are completed as required and recorded accurately. This includes fire alarm and evacuation procedures. Ensure all equipment is installed, checked and serviced in accordance with the manufacturers instructions and accurate records are maintained to confirm this. Lead and develop the maintenance team, allocating work and ensure all work is completed, safely, efficiently and to a high standard. Line management of supervisor including identifying learning and development needs and annual performance appraisals. Ensure that contracts are in place and reviewed annually to meet the planned maintenance requirements of all sites, as well as providing support for any reactive maintenance required. Develop a process for assessing reported faults/defects to determine appropriate action plans for undertaking non-planned maintenance. Consult with relevant managers to ensure maintenance work is co-ordinated to achieve minimal disruption to patients, visitors, customers and employees. Ensure all work sites are adhering to the required visitor record processes, such as signing in and out, and all contractors are made aware of the fire safety and evacuation procedures and standards of behaviour for the site. Assess maintenance works completed by contractors and confirm, on behalf of the Charity, the completion of such works and authorise payment of invoices. Engage contractors to perform work that cannot be completed safely, effectively or in its entirety by the Maintenance team. Undertake a comprehensive quote process, to ensure the most cost effective and high-quality solution is achieved and manage the completion of works to be completed within schedule and budget. Manage expenditure against budgets and report to the Finance Director and/or Head of Finance monthly to ensure actual expenditure within budget. Ensure effective financial management processes are implemented and adhered to within the Maintenance team. Contribute to the development of the annual budget, providing expert insight to maintenance and asset management requirements. Provide on-call cover for out-of-hours (i.e. night, weekend and bank-holiday) maintenance call outs to the Hospices, which may include attending the site to check reported items, undertake remedial action if possible and contacting relevant contractors if required. Undertake planned and reactive maintenance tasks as required. This will include general carpentry, basic plumbing, glazing, masonry, decoration and minor electrical repairs. Review leases and tenancy agreements to ensure measures are implemented to comply with the conditions. Health and Safety (H&S) Responsible for the role of competent person. Ensure the activities of the maintenance team comply with all aspects of H&S legislation and policy and champion H&S awareness across all Charity work locations. Ensure all of the Charity locations and grounds are maintained to safe standards and are representative of the brand. Accountable for ensuring H&S, events and COSHH risk assessments are completed, actions are planned and implemented, communicated and understood by relevant teams. Provide regular assurance to the Executive Management Team on compliance with required H&S standards. Lead and support the development and maintenance of an effective H&S culture across the charity including incident and near miss reporting. Lead and chair the Health and Safety Committee, ensuring that H&S issues are discussed on a regular basis with an engaged and well-informed committee, including production and completion of action plans, risk register and reports as appropriate, following the meeting. What will you be doing?



Based at Welwyn Garden City HQ, the Facilities team are responsible for ensuring the Constabulary’s buildings across the estate are compliant and fit for purpose and services provided offer value for money.



The Facilities Manager Technical is part of the Estates and Facilities team and is responsible for maintaining various types of Mechanical & Electrical plant across the wider policing estate. The role is responsible for managing the delivery of an effective and compliant facilities management service through in-house staff, suppliers and consultants with a focus on hard services.



RESPONSIBILITIES



· Check and approve expenditure against FM budgets.

· Maintain regular and effective communication with building users, suppliers and colleagues.

· Ensuring policies and procedures are followed.

· Monitor works conducted/service provided by suppliers.

· Audit and inspect supplier works.

· Measure and report supplier performance against agreed SLAs.

Job Purpose

The role holder will report directly to the Head of Estates whilst working closely with the Facilities Manager and the wider team, as well as operational colleagues.

The role holder will be responsible for the delivery of specific ad hoc estates projects, whilst also providing support to the wider Estates team in the delivery of business-as-usual activity to ensure the development of an estate that delivers outstanding outcomes for the people we support, ensuring the portfolio is managed safely, cost effectively and in accordance with statutory and regulatory requirements.

This role requires an individual with strong project management capability within an estate’s environment, with a demonstrable track record of delivery of projects on time, to Budget and to the requisite level of quality.

Reporting directly to the Head of Estates, the role holder will:

• Lead the estates input in the expansion of the existing property footprint.
• Onboard new additions to the estate’s property portfolio efficiently and effectively.
• Work collaboratively with operational colleagues ensuring “best outcomes” are delivered for the people we support in the development and maintenance of the estate.
• Support the wider estates team in the delivery of business-as-usual activities.
• Be visible and on site to ensure the smooth running of projects and the timely resolution of issues.

Dimensions

Whilst the role currently has no direct reports assigned, the level of project activity and the consequential resource requirements will determine any additional staffing needs. The nature of individual projects will determine this although it is anticipated that project spend will be circa £0.5m+ per annum.

Principal Accountabilities

Estates and Facilities Management

• Responsibility: Act as the senior estates and facilities professional on project work assigned.

• Project Plans: Ensure there is a clear and documented estates plan for each project assigned and lead the implementation of these plans to ensure best possible outcomes for the people we support. In the planning and delivery of projects, the role holder must ensure that due consideration is given to operational requirements.

• Project Performance: Ensure a robust contract performance management framework is in place for each project.

• Regulatory: Ensure all project work is undertaken in accordance with applicable regulatory and statutory requirements.

• Resource Management: Manage and co-ordinate both AFG staff and external contractors in the delivery of projects. Where required mitigating actions/plans may need to be taken to ensure that projects are delivered to requirements.

• Onboarding: With support from the Head of Estates, lead the estates input re. property acquisition (both support with the identification of appropriate property and subsequent due diligence).

• Expansion: With support from the Head of Estates, lead the estates input re. the expansion of existing estates footprint.

• Business Cases: Prepare business cases, feasibility studies for consideration by the Head of Estates and onwards by the Executive/Director team.

• Business as Usual Estates Activity: The role holder will be required to work alongside the Estates Manager and the wider estates team in the delivery of business-as-usual estates activity (including site visits, contract monitoring meetings, supervision of reactive repairs etc.), where project requirements mean the role holder has capacity to undertake this work.

Financial Management

• Financial Performance: Manage project related budgets, ensuring projects are delivered to Budget, to the requisite quality and to time.

• Procurement: Work closely with the Procurement team to source potential suppliers for services and ensure those services are sourced on a “Value for money” (VFM) basis, and in accordance with the terms of the Scheme of Reservation and Delegation.

• Tenders: Working closely with the Procurement function of the Charity, take the estates lead in tender activity where assigned, ensuring that activity is undertaken in accordance with the Scheme of Reservation and Delegation.

• Cost Reduction/Service Improvement: Lead in ensuring we are continually striving to reduce cost/improve service provision.

• Commercial Acumen: Commercially savvy to drive continuous improvement opportunities (both financial and operational).

Sustainability, Efficiency, and Innovation

• Estates Development: Ensure development activity within the estate takes account of environmental considerations/technological advances in the go-forward design.

Experience

• Experienced in managing contractors and sub-contractors including conflict resolution.
• Experience in both the development of and management of financial Budgets and Reforecasts.
• Experience in undertaking property related “due diligence”.
• Experienced in the preparation and presentation of business cases for consideration by the Head of Estates.
• Experience of working with a Computer Aided Facility Management (CAFM) system.

Manage all general maintenance activities.  This includes but is not limited to general mechanical equipment/systems, boiler plant facilities, fire alarm systems, grounds keeping, painting, and general laboring.

ESSENTIAL RESPONSIBILITIES:

• Develop, implement and oversee all plant operating, maintenance and repair procedures and policies based on industry standards and code requirements.  Sets priorities in assignments including training. Ensures scheduling of plant operations staff 24 hours per day, 365 days per year to ensure proper operation of the facilities and grounds. (20%)
