The incumbent of this position reports directly to the Chief Enterprise Architect and is responsible for leading and mentoring teams of federal technical architects and contractor resources in creating, establishing, and managing a business outcome-driven EA program that ensures alignment and integration across all architecture domains. The incumbent is responsible for creating and managing programs to develop effective IT standards and architectures from an enterprise perspective and conducting objective assessments of applications, systems, and technology components. Fosters open communication and collaboration across the judiciary, leveraging and enhancing the EA toolset to facilitate knowledge sharing, data-driven decision-making, and governance. The incumbent of this position works closely with stakeholders across the judiciary to identify opportunities for innovation and optimization and supports the evolution of the Enterprise Architecture division's services and operations.

Duties of the position include, but are not limited to:

1. Collaborating with the Chief Enterprise Architect and Chief Technology Officer to design, implement, lead, and manage a comprehensive Enterprise Architecture program for the judiciary in coordination with the Business Architecture Branch.
2. Leading, mentoring, managing, and supervising subordinate employees and contractors, ensuring effective program execution.
3. Performing tasking, monitoring, and performance management for all enterprise architecture efforts.
4. Designing, implementing, and managing a program to facilitate enterprise processes, including tactical EA boards, architecture development and governance, portfolio management and optimization, strategic planning and alignment, compliance and risk management, and performance measurements.
5. Implementing and managing EA toolset to transparently share business and technical information, artifacts, architectures, solutions, and roadmaps.
6. Working closely with the Business Architecture Branch, IT executives and leaders, and other stakeholders to understand the operating models and technical architecture.
7. Leading and managing the construction of deliverables, including enterprise standards, application and system assessments, reference architectures, technology capabilities models, as-is and to-be architectures, journey maps, and investment roadmaps.
8. Designing, leading, and managing EA services including application portfolio management, technical reference model, EA assessments, solution architecture guidance, gap analysis, and journey mapping.
9. Assessing the effectiveness of the Enterprise Architecture program by developing and monitoring performance metrics and delivering and implementing improvement plans to optimize program performance.
10. Developing IT standards for the judiciary and monitor compliance with standards across organizations.
11. Providing advice to solution architects and stakeholders on applicable technical architectures, solution architectures, standards, and guidance to enhance delivery and compliance.
12. Ensuring the EA toolset delivers necessary information and artifacts to judiciary users, effectively communicating as-is and to-be enterprise state, technology and business information, artifacts, dashboards, and metrics to drive technology alignment and understanding.
13. Researching and sharing information on emerging EA trends and disruptions, informing the organization of potential opportunities and challenges and providing recommendations for proactive adaptation.

As an Energy Technology Program Specialist, you will:

• Serve as a project manager for the Office responsible for a wide variety of highly complex energy efficiency and renewable energy projects/programs.
• Interpret, analyze, and implement the impact of new and proposed legislation, Executive Orders and other regulations on energy efficiency and renewable energy programs.
• Develop systems and procedures to enable the energy efficiency and renewable energy program to meet statutory requirements and Departmental goals and objectives effectively and efficiently; advise supervisor and field activities on unusual, difficult, or controversial energy efficiency and renewable energy matters.
• Review, monitor, and report expenditures to management; design and implements innovative funding mechanisms, prizes, and events to advance solar energy deployment programs.
• Assist in the evaluation of program impacts in the solar energy sectors and make recommendations and develop solutions or improvements in approaches in the deployment of the activities.
• Oversee the coordination and interaction with other internal offices and other Federal agencies as well as with public and private interest groups in implementing energy technology projects or programs.

The incumbent is responsible for creating and managing programs to develop and govern business architectures, strategies, capabilities, and roadmaps, fosters open communication and collaboration across the judiciary, and leveraging and enhancing the EA toolset to facilitate knowledge sharing, data-driven decision-making, and governance. The incumbent also works closely with stakeholders across the judiciary to identify opportunities for innovation and optimization and supports the evolution of the Enterprise Architecture Division's services and operations.

Duties of the position include, but are not limited to:

8. Ensure the EA toolset delivers necessary information and artifacts to business leaders, executives, and other stakeholders, effectively communicating business architectures, artifacts, and metrics to drive organizational alignment and understanding.
9. Advise solution architects and stakeholders on business-focused risks, needs, costs/benefits, and impacts.
10. Support developing and applying guiding principles, standards, and minimal viable architectures informed by the business strategy.
11. Develop and manage a program to support business leaders and executives with business modeling, innovation management, IT investment analysis, process modeling, business capabilities mapping, and journey maps.
12. Research and share information on emerging EA trends and disruptions, informing the organization of potential opportunities and challenges and providing recommendations for proactive adaptation.
13. Establish and maintain strong relationships with key stakeholders across the judiciary, including business leaders and IT executives, to ensure the Business Architecture program effectively supports the organization's goals and objectives.
14. Develop and implement a communication and change management strategy to ensure the successful adoption and integration of business architecture practices and deliverables.

This position is located in the Office of the Chief Information Officer, Office of the Chief Information Security Officer.
This position will serve as the Supervisory Information Technology Specialist (INFOSEC). Duties of the position will include the following:

• Researching, reviewing, and implementing security systems that protect FEMA's information technology (IT) network enterprise.
• Developing and maintaining security architecture reference documentation, including security models, frameworks, and diagrams.
• Collaborating with engineering teams, operations and risk management on organizational security policy settings and implementations.
• Leading the discovery and fusion of new or emerging technology to achieve FEMA's zero trust roadmap goals.

The Transaction Risk Principal is responsible for conducting detailed transaction-level risk reviews of CHIPS grant, loan, and loan guarantee applications, ensuring CPO transactions align with program objectives and established risk policies and procedures. The Transaction Risk Principal works closely with the Transaction Risk Director, Chief Risk Officer, and the CHIPS Investments and Strategy teams to evaluate and structure transactions by providing independent risk analysis, conduct comprehensive risk assessments, and assign risk ratings. Specifically, this includes:

• Conducting independent credit and risk analysis of deal structures, project sponsors, and investors.
• Contributing to the development of strategies to reduce or mitigate risks in transactions and realize improved outcomes.
• Risk rating transactions according to established guidelines and scorecards.
• Applying final risk parameters for inclusion in credit subsidy models.
• Developing risk assessments and reports of individual transactions for presentation to CPO leadership and governance committees.
• Continuously re-assessing portfolios and re-rating risks as necessary.

This position is located in the Office of Information Services (OIS), Office of the Chief Administrative Officer, United States Capitol Police (USCP). OIS provides modern, cost effective, reliable, and secure information and technology products and services - a vital enabler of, and strategic asset to the USCP's mission.  The Enterprise Architect serves as the principal advisor to the Chief Information Officer with responsibility for establishing the agency's technical vision and leading all aspects of technology development.

Creates and implements a vision for the USCP's information management framework, technology systems engineering, and the technical management of information technology in accordance with the Information Technology Management Reform Act of 1996.  Designs customer-oriented initiatives and objectives that are based on the successful implementation of the road maps. Chairs high-level committees, review groups, and councils for the planning, development, evaluation, and management of USCP’s information management systems. 

Develops, plans, coordinates, and implements information technology architecture, service architecture, service catalog, and policy in specific areas, such as enterprise architecture, technology insertion, processing, and reengineering. Interpretations, findings, and judgments form the basis for official actions and/or policies. Identifies potentially beneficial areas for analysis, formulating proposals for original studies and justifying and presenting such proposals to appropriate authorities within the OIS. Establishes and/or updates EA policies and directives from the operations, intelligence, logistics, and administrative areas to ensure they are accurate and consistent across USCP.

Within the Federal budgeting process, develops, plans, and oversees implementation of short and long-range plans for acquisition of information technology hardware, software, and firmware to support the Department’s vision. Performs business case analyses to determine return on investments using investment strategies and business process reengineering techniques as they apply to information technology systems. Evaluates emerging technologies and prototype programs and guides their deployment to satisfy mission requirements.
