The post is primarily to provide assessment, psychological therapy and consultation for the care of service users within the Blackburn with Darwen areas.

The teams provide services to people with complex mental health needs. Psychological therapies and psychologically informed care are valued within the teams and network, and are fully integrated within mainstream adult mental health services. The post holder will be operationally managed within the teams as a core team member, while strong professional leadership works alongside operational management to support the role.

An interest in working with individuals experiencing significant levels of complexity and personality difficulties will be essential. Good team working skills are also essential, as are abilities in providing consultation / supervision to team colleagues and other psychological therapists. The post holder will develop links with psychological therapists within other CMHTs and specialist networks. We are seeking candidates with strong experience, knowledge and a proven track record of management and leadership within Adult Social Care. The ideal candidate will have a depth of experience and knowledge across several key disciplines within statutory social care practice.

In addition to providing senior leadership to our services across Adult Social Care, this role will lead on relevant aspects of integration and service planning across the Place Based Partnership. This role is one of several Service Lead posts across the department and there is a requirement to work collaboratively to support the department.

You will have a positive attitude to transformation, innovation and growing new ways of working. You will work closely with senior colleagues within the department and the wider council and will have the credibility to be able to provide healthy challenge, reflection and to be able to influence the development of our services.

Job Purpose

You will take responsibility for our finance teams and performance monitoring team developing the plans necessary to deliver excellent services to our residents. You will have the opportunity to influence the direction of the services and support our staff to make the continuous improvements needed to enable our services to flourish.

The successful applicant will play a vital role in supporting the development of our social care and public health services, offering inspiring leadership to our teams and influencing the strategic direction of our services linked to regulatory and business plan requirements. We are on an improvement journey and have brought together a range of services including for example commissioning, finance and performance, which with your expertise, will support the Directorate to operate within budgets and evidence compliance with a range of regulated activities.

Main responsibilities

• Collaborate with internal and external partners to design and deliver integrated services, ensuring efficient budget use.
• Develop and improve financial, performance, and business systems for managing contracts, focusing on outcomes and quality.
• Ensure commissioned services are high-quality, cost-effective, and people-centered with ongoing quality assurance.
• Lead Adult Social Care Finance, Performance, Direct Payments, and Complex Care teams to drive service improvements and align with public health strategies.
• Ensure compliance with Local Authority systems, including risk management, performance monitoring, and workforce planning.
• Manage multiple Council budgets and funding streams effectively.
• Represent the council in key meetings and with health sector partners to ensure collaborative service delivery.
• Drive innovation and continuous improvement to achieve positive outcomes for citizens.
• Provide leadership, fostering employee development, wellbeing, and proactive health management.
• Provide timely information to stakeholders to monitor performance and progress towards strategic goals.

Requirements for the role

• Must be able to attend the office 3 days per week (Flexibility on the days)
• Must be a Qualified Accountant (ACA, ACCA, CIPFA)
• Must have significant experience within Adult Social care at a Senior Level
• Or similar significant NHS experience

We are seeking to recruit a permanent member of staff to work as a Medical Attendant within a busy secondary school. You will work as part of a team and should be in possession of a valid First Aid Certificate and have experience in dealing with young people and administering first aid. This post may also include some support for pupils within a classroom setting.

An exciting opportunity has arisen for a Health Care Assistant to work within the East Lancashire District Nursing Team.

The role involves working autonomously with the support of the wider team to deliver planned care, and successful candidates will be able to demonstrate good problem-solving skills, adaptability and resilience at interview.
