Introduction

The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons' Strategy and corporate priorities through business and financial planning, analysing performance, and supporting the delivery of projects and programmes across Parliament. Equally important are the financial services, systems, accounting, reporting and Members' services that we provide to keep the House of Commons Service working effectively and efficiently on a day-to-day basis.

The Role

The Business Management Team (BMT) is a sub team within FPP and provides executive level support to Directors in FPP and PACT, including secretariat for both senior leadership teams and a comprehensive business support function.

This role will support the Business Management Director (BMD) to deliver strategy and planning support within both teams across FPP and PACT. It is responsible for the development of business plans as well as ensuring agreed plans are monitored and reported appropriately.

Some of the responsibilities for this role include:

• Manage the business management cycle, ensuring all stakeholders are aware of the annual timetable and agreeing deliverables with responsible owners.
• Support the planning process to capture and report strategic objectives for inclusion to the Corporate Business Plan.
• Responsible for maintaining the principle and corporate risk registers for FPP and PACT, and capture the key controls implemented by risk owners to ensure business objectives are met.
• Support the annual assurance process and coordinate the self-assessment returns for submission to the Governance Office.
• Contribute to and/or lead on specific pieces of wider work and projects as directed by the Business Management Director.

To be successful in this role you will demonstrate:

Experience of managing administrative processes, requiring consistency and a strong attention to detail. The Head of Planning and Governance is responsible for a set of key corporate functions. Working closely with the Chief Executive, Chair and AGC Chair, the post holder will develop, implement and measure performance against corporate strategy, the corporate plan and annual business plans. They will take responsibility for corporate oversight of project and programme management and the running of the Chair and Chief Executives Office function as well as ensuring robust risk management arrangements. • Work with the commercial team / project cost estimator to provide a seamless service.
• Work with the local finance team for monitoring project and sub-programme relevant information, P6 data integrity, income, expenditure.
• Work together with the respective Project Managers and Departments Heads, to ensure approved contract baseline schedules are established and maintained following Contract Change procedures.
• Support the Project Managers on the auditing of the P6 programmes and review of client long-term plans.
• Submit Monthly Project submissions for client review - Providing concise and accurate reports following client requirements.
• Lead the Weekly Resource Meetings and assist Project Managers, Lead Operational Engineers and subcontractors have works aligned with the respective project schedules.

Qualifications:

• Engineering-based degree or equivalent, Project Management qualification such as APMP or Prince2 is highly desirable.

Skills and Experience:

• Planning experience on Major Construction Projects
• Experience using Primavera P6 on complex construction programmes
• Experience of NEC3 contractual processes and programme administration
• Experience maintaining programme performance baselines and their utilisation in generating earned value-based report management
• Knowledge of project planning processes and the project life-cycle
• Knowledge of CDM 2015
• Experience presenting data for analysis and review
• Familiarity with standard office software including Project, PowerPoint, Access, Excel and Outlook
• Work with team to obtain information and commitment to formulating schedule whilst commanding respect from all partners through technical and personal credibility

The Projects are valued circa £5M and tend to be CAT B traditional Fit Out projects. You will be responsible for managing the site and will be reporting to the Project Director daily but will be handling the whole project yourself. An opportunity has arisen to for a Band 6 dosimetrist to join the radiotherapy physics team at St Bartholomew’s Hospital, with appointment at band 5 possible for less experienced (or newly qualified) staff and training provided to progress to band 6.



The department delivers a comprehensive Radiotherapy service to approximately 2000 patients per year including a brachytherapy service and a complex Stereotactic Radiotherapy service.



A major part of the work involves complex treatment planning, particularly VMAT and dynamic IMRT Planning.The treatment planning team is also involved in Stereotactic radiotherapy planning (SRS), 4D planning, VMAT QA, and plan checking. Adaptive Radiotherapy Planning is routine for bladder treatments.



Treatment Planning is carried out on Eclipse for the five Varian TrueBeam linacs.



Two linacs have HyperArc and a 6d couch for intracranial Stereotactic treatment.



Pre-treatment imaging is carried out on the department’s widebore CT scanner and there is also access to MR and PET-CT in the hospital.



The post holder will carry out a range of VMAT, IMRT and conformal planning and will have the opportunity to develop skills in stereotactic planning and take part in research and development projects.

To assist in the provision of an efficient, high quality patient treatment planning service for Radiotherapy. Provide advice to the Clinical Oncologists, Radiographers and Physicists. Assist with an in-vivo dosimetry service. Participate in the teaching, training and development work of the Section.



Allduties are in support of the radiotherapy physics provision within the Trust. The postholder has a responsibility to report all abnormal or unusual results, or measurements lying outside tolerance limits, to the Headof Section or deputy. The work requires a high degree of accuracy with the postholder having a strong sense of responsibility and displaying personal initiative. The postholder will be an Operator as defined by the Ionising Radiation Medical Exposure Regulations (IRMER 2017).
